Healthy school meals and educational outcomes

This paper provides field evidence on the effects of a diet on educational outcomes, exploiting a campaign lead in the UK in 2004, which introduced drastic changes in the meals offered in the schools of one Borough – Greenwich- shifting from low-budget processed meals towards healthier options. We evaluate the effect of the campaign on educational outcomes in primary schools using a difference in differences approach; comparing educational outcomes in primary schools (key stage 2 outcomes more specifically) before and after the reform, using the neighbouring Local Education Authorities as a control group. We find evidence that educational outcomes did improve significantly in English and Science. We also find that authorised absences – which are most likely linked to illness and health- fell by 14%

Evolution of the cluster abundance in non-Gaussian models

We carry out N-body simulations of several non-Gaussian structure formation models, including Peebles' isocurvature cold dark matter model, cosmic string models, and a model with primordial voids. We compare the evolution of the cluster mass function in these simulations with that predicted by a modified version of the Press-Schechter formalism. We find that the Press-Schechter formula can accurately fit the cluster evolution over a wide range of redshifts for all of the models considered, with typical errors in the mass function of less than 25%, considerably smaller than the amount by which predictions for different models may differ. This work demonstrates that the Press-Schechter formalism can be used to place strong model independent constraints on non-Gaussianity in the universe.Comment: 11 pages, 12 postscipt figure

Political Settlements: Issues paper

Why do similar sets of formal institutions often have such divergent outcomes? An analysis of political settlements goes some way to answering this question by bringing into focus the contending interests that exist within any state, which constrain and facilitate institutional and developmental change. It provides a framework to analyse how the state is linked to society and what lies behind the formal representation of politics in a state. The political settlement and the elite bargains from which it emerges are central to patterns of state fragility and resilience. The role of political organisation within the political settlement is crucial to both the stability of the settlement and the direction in which it evolves over time. The elite bargains that may lead to the establishment of what might be considered a resilient political settlement may also act as a barrier to progressive developmental change. Analysis of political settlements suggests that state-building is far from a set of technical formulas, but is a highly political process. Creating capacity within a state to consolidate and expand taxation is fundamentally determined by the shape of the political settlement underlying the state. This is true as well for the development of service delivery or any other function of the state. This analytical framework provides a window for donors to grasp the politics of a place in order to design more effective interventions

Optimal Policy Intervention and the Social Value of Public Information

Svensson (2006) argues that Morris and Shin (2002) is, contrary to what is claimed, pro-transparency. This paper reexamines the issue but with an important modification to the original Morris and Shin framework. Recognizing that central banks impact the economy not only indirectly via public announcements, but also directly through policy actions, we consider the social value of public information in the presence of active policy intervention. Our results strengthen Morris and Shin's conclusions considerably: in particular, we find that public disclosure of the central bank's information is unambiguously, i.e., regardless of parameter values, undesirable.
