    Discovery of 9 Ly alpha emitters at redshift z~3.1 using narrow-band imaging and VLT spectroscopy

    Narrow-band imaging surveys aimed at detecting the faint emission from the 5007 [O III] line of intracluster planetary nebulae in Virgo also probe high redshift z=3.1 Ly alpha emitters. Here we report on the spectroscopic identification of 9 Ly alpha emitters at z=3.13, obtained with the FORS spectrograph at Unit 1 of the ESO Very Large Telescope (VLT UT1). The spectra of these high redshift objects show a narrow, isolated Ly alpha emission with very faint (frequently undetected) continuum, indicating a large equivalent width. No other features are visible in our spectra. Our Ly alpha emitters are quite similar to those found by Hu (1998), Cowie & Hu (1998) and Hu et al. (1998). Using simple population synthesis models, on the assumption that these sources are regions of star formation, we conclude that the nebulae are nearly optically thick and must have a very low dust content, in order to explain the high observed Ly alpha equivalent widths. For the cosmological and star formation parameters we adopted, the total stellar mass produced would seem to correspond to the formation of rather small galaxies, some of which are perhaps destined to merge. The implied star formation density in our sampled comoving volume is probably somewhat smaller than, but of the same order of magnitude as the star formation density at z=3 derived by other authors from Lyman-break galaxy surveys. This result agrees with the expectation that the Ly alpha emitters are a low-metallicity (or low-dust) tail in a distribution of star forming regions at high redshifts.     The Planetary Nebula Luminosity Function at the Dawn of Gaia

    The [O III] 5007 Planetary Nebula Luminosity Function (PNLF) is an excellent extragalactic standard candle. In theory, the PNLF method should not work at all, since the luminosities of the brightest planetary nebulae (PNe) should be highly sensitive to the age of their host stellar population. Yet the method appears robust, as it consistently produces < 10% distances to galaxies of all Hubble types, from the earliest ellipticals to the latest-type spirals and irregulars. It is therefore uniquely suited for cross-checking the results of other techniques and finding small offsets between the Population I and Population II distance ladders. We review the calibration of the method and show that the zero points provided by Cepheids and the Tip of the Red Giant Branch are in excellent agreement. We then compare the results of the PNLF with those from Surface Brightness Fluctuation measurements, and show that, although both techniques agree in a relative sense, the latter method yields distances that are ~15% larger than those from the PNLF. We trace this discrepancy back to the calibration galaxies and argue that, due to a small systematic error associated with internal reddening, the true distance scale likely falls between the extremes of the two methods. We also demonstrate how PNLF measurements in the early-type galaxies that have hosted Type Ia supernovae can help calibrate the SN Ia maximum magnitude-rate of decline relation.     The MIT Emissions Prediction and Policy Analysis (EPPA) Model: Version 4

    Abstract in HTML and technical report in PDF available on the Massachusetts Institute of Technology Joint Program on the Science and Policy of Global Change website (http://mit.edu/globalchange/www/).The Emissions Prediction and Policy Analysis (EPPA) model is the part of the MIT Integrated Global Systems Model (IGSM) that represents the human systems. EPPA is a recursive-dynamic multi-regional general equilibrium model of the world economy, which is built on the GTAP dataset and additional data for the greenhouse gas and urban gas emissions. It is designed to develop projections of economic growth and anthropogenic emissions of greenhouse related gases and aerosols. The main purpose of this report is to provide documentation of a new version of EPPA, EPPA version 4. In comparison with EPPA3, it includes greater regional and sectoral detail, a wider range of advanced energy supply technologies, improved capability to represent a variety of different and more realistic climate policies, and enhanced treatment of physical stocks and flows of energy, emissions, and land use to facilitate linkage with the earth system components of the IGSM. Reconsideration of important parameters and assumptions led to some revisions in reference projections of GDP and greenhouse gas emissions. In EPPA4 the global economy grows by 12.5 times from 2000 to 2100 (2.5% per year) compared with an increase of 10.7 times (2.4% per year) in EPPA3. This is one of the important revisions that led to an increase in CO2 emissions to 25.7 GtC in 2100, up from 23 GtC in 2100 projected by EPPA3. There is considerable uncertainty in such projections because of uncertainty in various driving forces. To illustrate this uncertainty we consider scenarios where the global GDP grows 0.5% faster (slower) than the reference rate, and these scenarios result in CO2 emissions in 2100 of 34 (17) GtC.     Neuroanatomical Correlates of the Income-Achievement Gap

    In the United States, the difference in academic achievement between higher- and lower-income students (i.e., the income-achievement gap) is substantial and growing. In the research reported here, we investigated neuroanatomical correlates of this gap in adolescents (N = 58) in whom academic achievement was measured by statewide standardized testing. Cortical gray-matter volume was significantly greater in students from higher-income backgrounds (n = 35) than in students from lower-income backgrounds (n = 23), but cortical white-matter volume and total cortical surface area did not differ significantly between groups. Cortical thickness in all lobes of the brain was greater in students from higher-income than lower-income backgrounds. Greater cortical thickness, particularly in temporal and occipital lobes, was associated with better test performance.     A spectroscopic atlas of post-AGB stars and planetary nebulae selected from the IRAS Point Source Catalogue

    Aims: We study the optical spectral properties of a sample of stars showing far infrared colours similar to those of well-known planetary nebulae. The large majority of them were unidentified sources or poorly known in the literature at the time when this spectroscopic survey started, some 15 years ago. Methods: We present low-resolution optical spectroscopy, finding charts and improved astrometric coordinates of a sample of 253 IRAS sources. Results: We have identified 103 sources as post-AGB stars, 21 as ``transition sources'', and 36 as planetary nebulae, some of them strongly reddened. Among the rest of sources in the sample, we were also able to identify 38 young stellar objects, 5 peculiar stars, and 2 Seyfert galaxies. Up to 49 sources in our spectroscopic sample do not show any optical counterpart, and most of them are suggested to be heavily obscured post-AGB stars, rapidly evolving on their way to becoming planetary nebulae. Conclusions: An analysis of the galactic distribution of the sources identified as evolved stars in the sample is presented together with a study of the distribution of these stars in the IRAS two-colour diagram. Finally, the spectral type distribution and other properties of the sources identified as post-AGB in this spectroscopic survey are discussed in the framework of stellar evolution.Comment: 69 pages, 413 figures.     Legal systems, national governance and renewable energy investment : evidence from around the world

    This paper examines renewable energy (RE) investment and the role of a country’s legal system in shaping investment decisions. Analysing data from 236 renewable energy companies between 2000 and 2017 across the world, our study establishes that those in a common law system are more responsive to growth opportunities in RE investment, while facing greater financial constraints than their counterparts in civil law systems. Our study demonstrates that the global imbalance in RE development is caused by the influence of a country’s legal system, which determines the regulatory and business ethos that impacts on the trajectory of investment, and by the varying degrees of accountability implicit in a country’s governance environment. Our research raises the implication that the opportunity costs of forgone economic gains are in direct conflict with long-term environmental goals, retarding the transition from carbon-based to sustainable sources of energy, and provides insights into how development can be stimulated by fiscal incentives, favourable regulations, societal engagement, improved access to finance and the alignment of national strategies. Our findings contribute to the economic literature of legal origin theory and establish fundamental principles for refining global RE development strategy and confronting the challenge of climate change

    A 4% Geometric Distance to the Galaxy NGC4258 from Orbital Motions in a Nuclear Gas Disk

    The water maser in the mildly active nucleus in the nearby galaxy NGC4258 traces a thin, nearly edge-on, subparsec-scale Keplerian disk. Using the technique of very long baseline interferometry, we have detected the proper motions of these masers as they sweep in front of the central black hole at an orbital velocity of about 1100 km/s. The average maser proper motion of 31.5 microarcseconds per year is used in conjunction with the observed acceleration of the masers to derive a purely geometric distance to the galaxy of 7.2 +- 0.3 Mpc. This is the most precise extragalactic distance measured to date, and, being independent of all other distance indicators, is likely to play an important role in calibrating the extragalactic distance scale.Comment: 11 pages, 3 figures.     A wider Europe? The view from Russia, Belarus and Ukraine

    On the evidence of national surveys conducted between 2000 and 2006, there is a declining sense of European self-identity in the three Slavic post-Soviet republics of Russia, Belarus and Ukraine. Attitudes towards the European Union and the possibility of membership are broadly supportive, but with a substantial proportion who find it difficult to express a view, and substantial proportions are poorly informed in comparison with the general public in EU member or prospective member countries. Those who are better informed are more likely to favour EU membership and vice versa. Generally, socioeconomic characteristics (except for age and region) are relatively poor predictors of support for EU membership as compared with attitudinal variables. But ‘Europeanness’ should not be seen as a given, and much will depend on whether EU member countries emphasize what is common to east and west or establish ‘new dividing lines’ in place of those of the cold war
