This paper includes, as an annex, Law No. 7693, "On Urban Planning," from the People's Assembly of the Republic of Albania. Conceptually, this law has five major parts: (1) planning generally, (2) getting construction permission, (3) special provisions for tourist zones, (4) special provisions for military zones and zones with singular (that is, archaeological, historical, or cultural) value, and (5) penalties for violations. Assessment of clear and cloudy sky parameterizations for daily downwelling longwave radiation over different land surfaces in Florida, USA

Clear sky downwelling longwave radiation (Rldc) and cloudy sky downwelling longwave radiation (Rld) formulas were tested across eleven sites in Florida. The Brunt equation, using air vapor pressure and temperature measurements, provides the best Rldc estimates with a root mean square error of less than around 12 Wm−2 across all sites. The Crawford and Duchon\u27s cloudiness factor with Brunt equation is recommended for Rld calculations. This combined approach requires no local calibration and estimates Rld with a root mean square error of less than around 13 Wm−2 and squared correlation coefficients that typically exceed 0.9

The short stories of Ernest Hemingway : an examination into the relationship between his fictional world and the diction used in creating it

It will be the purpose of this study to begin such a consideration by treating but one aspect of Hemingway’s art, that of the relationship between Hemingway’s view of the world, as seen in his short stories, and the diction he uses to create this fictional world. In effect, the problem resolves itself around these three basic questions: (1) What is the world like that Hemingway creates in his short stories?; (2) What is the diction like that he uses to portray this world?; and finally and most importantly, (3) How well suited is the diction for revealing Hemingway’s fictional world? I.e., is there an organic relationship between this basic element of style and vision

Government land management and the free market in southern Nevada

About 93.4 percent of the land area of southern Nevada is controlled by government agencies. The control of such a great amount of land may represent an impediment to the action of a free market in southern Nevada; The Bureau of Land Management (BLM) is the largest of several government land managers, consequently this paper concentrates on BLM regulations and practices. The BLM had little power until the passage of the Federal Land Policy and Management Act (FLPMA) of 1976; In addition to the FLPMA, four other laws have particular significance to BLM land management actions in southern Nevada: the Mining Law of 1872; the Wilderness Act of 1964; the Endangered Species Act of 1973; and the Wild Horse and Burro Act of 1971.
