    Wage effects of works councils and opening clauses: the German case

    "German employment relations are characterized by a distinct dual system. First, working conditions and wages are determined by industry-level collective bargaining agreements. Second, on the establishment-level, the works council is responsible for employer - employee negotiations. However, since the mid-1980s, an increasing number of areas of regulation have been transferred from the industry- to the establishment-level using so-called opening clauses. The analysis in this article relies on rich German establishment data and reveals new insights into the institutional machinery of wage bargaining. While the existence of such clauses is related to higher wages, their application results in wage cuts of roughly the same size. The results also suggest that works councils, on average, are able to prevent the negative wage effects of opening clauses." (Author's abstract, IAB-Doku) ((en)

    Bats Avoid Radar Installations: Could Electromagnetic Fields Deter Bats from Colliding with Wind Turbines?

    Large numbers of bats are killed by collisions with wind turbines, and there is at present no direct method of reducing or preventing this mortality. We therefore determine whether the electromagnetic radiation associated with radar installations can elicit an aversive behavioural response in foraging bats. Four civil air traffic control (ATC) radar stations, three military ATC radars and three weather radars were selected, each surrounded by heterogeneous habitat. Three sampling points matched for habitat type and structure, dominant vegetation species, altitude and surrounding land class were located at increasing distances from each station. A portable electromagnetic field meter measured the field strength of the radar at three distances from the source: in close proximity (<200 m) with a high electromagnetic field (EMF) strength >2 volts/metre, an intermediate point within line of sight of the radar (200–400 m) and with an EMF strength <2 v/m, and a control site out of sight of the radar (>400 m) and registering an EMF of zero v/m. At each radar station bat activity was recorded three times with three independent sampling points monitored on each occasion, resulting in a total of 90 samples, 30 of which were obtained within each field strength category. At these sampling points, bat activity was recorded using an automatic bat recording station, operated from sunset to sunrise. Bat activity was significantly reduced in habitats exposed to an EMF strength of greater than 2 v/m when compared to matched sites registering EMF levels of zero. The reduction in bat activity was not significantly different at lower levels of EMF strength within 400 m of the radar. We predict that the reduction in bat activity within habitats exposed to electromagnetic radiation may be a result of thermal induction and an increased risk of hyperthermia

    Learning with mobiles: The Global South

    This article addresses the need to build sustainable, appropriate and authentic foundations for learning with mobiles in the Global South. It does this in two ways: first, by reviewing aspects of the current environment, namely the nature of learning with mobiles in the Global North, the relationships between research and policy in relation to learning with mobiles, the impact of mobile technology on language, and the meanings of international development; and second, by consolidating these within a broader and critical historical framework that sees education and technology as the instruments of the hegemony of the Global North, reinforcing its values and worldview. This is, however, methodologically challenging and problematic, and the article briefly considers how such arguments should be constructed. The article concludes by offering ways forward as the basis for practical progress

    Union Membership and Collective Bargaining: Trends and Determinants

    This survey shows that union membership and density as well as bargaining coverage have fallen in most countries and that collective bargaining has become more decentralized over the last decades. However, there is a considerable amount of variation across countries and between different indicators of unionization and collective bargaining. Unionization is found to be related to a large number of structural, cyclical, institutional, and socio-demographic variables. Although changes in the sectoral structure of the economy and the composition of the workforce have played a role, their contribution to union decline seems to be smaller than widely believed. The effect of globalization on unionization and collective bargaining as well as the role of changing attitudes of employees towards unions are not fully clear, but the rise of the informal sector in various parts of the world poses a challenge to union recruitment. Union density and bargaining coverage are related, but the link is far from perfect. A more important predictor of bargaining coverage is the level at which bargaining takes place. Bargaining coverage is usually high and stable in countries with multi-employer bargaining, and the decentralization of bargaining structures in many countries has contributed to the fall in bargaining coverage observed in the last decades
