The Emerging Wealth Belt: New Jersey's New Millenium Geography
Describes the emergence of an economic cluster of counties in New Jersey and explains the reason for this new spatial alignment of the economy. The report also traces the historical shifts in the economic geography of New Jersey from its rural beginnings to its high technology present. Finally, the report describes the countervailing deomgraphy and economic intiatives that once more may tilt growth back to urban New Jersey. It notes, however, that a variety of economic and public policy challenges raise serious questions about the outcome of the redirection of our state's spatial development
Nonlinear Effects in Easement Valuation
Rules of thumb have been developed to assist appraisers in dealing with the uncertainties that abound when easement values must be estimated. An economic analysis of one popular rule-of-thumb technique, based on a fixed percentage of the value of a hypothetical fee simple interest in the affected land, reveals that such methodology could not generally be expected to yield meaningful results. If a rule of thumb were to be employed, its use would be more supportable if the underlying assumptions reflected the nonlinear structure of land values.
Simulating Quantum Magnetism with Correlated Non-Neutral Ion Plasmas
By employing forces that depend on the internal electronic state (or spin) of
an atomic ion, the Coulomb potential energy of a strongly coupled array of ions
can be modified in a spin-dependent way to mimic effective quantum spin
Hamiltonians. Both ferromagnetic and antiferromagnetic interactions can be
implemented. We use simple models to explain how the effective spin
interactions are engineered with trapped-ion crystals. We summarize the type of
effective spin interactions that can be readily generated, and discuss an

Star Formation-Regulated Growth of Black Holes in Protogalactic Spheroids
The observed relation between central black hole mass and spheroid velocity
dispersion is interpreted in terms of a self-regulation model that incorporates
a viscous Keplerian accretion disk to feed the black hole, embedded in a
massive, self-gravitating star forming disk that eventually populates the
spheroid. The model leads to a constant ratio between black hole mass and
spheroid mass which is equal to the inverse of the critical Reynolds number for
the onset of turbulence in the accretion disk surrounding the central black
hole. Applying the fundamental plane correlation for spheroids, we find that
the black hole mass has a power-law dependence on the spheroid velocity
dispersion with a slope in the range of 4-5. We explain the larger scatter in
the Magorrian relation with respect to the black hole mass-spheroid velocity
dispersion relationship as a result of secular evolution of the spheroid that
primarily affects its luminosity and to a much lesser extent its velocity

A Wide Field, Low Frequency Radio Survey of the Field of M31: I. Construction and Statistical Analysis of the Source Catalog
We present here the results of a 325 MHz radio survey of M31, conducted with
the A-configuration of the Very Large Array. The survey covered an area of 7.6
deg, and a total of 405 radio sources between \la6\arcsec and 170\arcsec
in extent were mapped with a resolution of 6\arcsec and a 1 sensitivity
of 0.6 \mjyb. For each source, its morphological class, major axis
, minor axis , position angle , peak flux ,
integrated flux density , spectral index and spectral curvature
parameter were calculated. A comparison of the flux and radial
distribution -- both in the plane of the sky and in the plane of M31 -- of
these sources with those of the XMM--LSS and WENSS radio surveys revealed that
a vast majority of sources detected are background radio galaxies. As a result
of this analysis, we expect that only a few sources are intrinsic to M31. These

Advanced Rotorcraft Transmission (ART) program-Boeing helicopters status report
The Advanced Rotorcraft Transmission (ART) program is structured to incorporate key emerging material and component technologies into an advanced rotorcraft transmission with the intention of making significant improvements in the state of the art (SOA). Specific objectives of ART are: (1) Reduce transmission weight by 25 pct.; (2) Reduce transmission noise by 10 dB; and (3) Improve transmission life and reliability, while extending Mean Time Between Removal to 5000 hr. Boeing selected a transmission sized for the Tactical Tilt Rotor (TTR) aircraft which meets the Future Air Attack Vehicle (FAVV) requirements. Component development testing will be conducted to evaluate the high risk concepts prior to finalizing the advanced transmission configuration. The results of tradeoff studies and development test which were completed are summarized
Disorder induced transition into a one-dimensional Wigner glass
The destruction of quasi-long range crystalline order as a consequence of
strong disorder effects is shown to accompany the strict localization of all
classical plasma modes of one-dimensional Wigner crystals at T=0. We construct
a phase diagram that relates the structural phase properties of Wigner crystals
to a plasmon delocalization transition recently reported. Deep inside the
strictly localized phase of the strong disorder regime, we observe
``glass-like'' behavior. However, well into the critical phase with a plasmon
mobility edge, the system retains its crystalline composition. We predict that
a transition between the two phases occurs at a critical value of the relative
disorder strength. This transition has an experimental signature in the AC
conductivity as a local maximum of the largest spectral amplitude as a function

Parametric Analysis of the Selective Laser Sintering Process
Qualitative and quantitative analyses are required to develop Selective Laser
Sintering into a viable Manufacturing process. A simplified mathematical model for
sintering incorporating the heat tJ;ansfer equation. and the sintering rate equation, but using
temperature independent thermal properties, is presented in this paper. A practical result is
the calculation of sintering depthdeftned as the depth of powder where the void fraction is
less than 0.1 as a function of control parameters, such as the laser power intensity, the laser
scanning velocity, and the initial bedtemperature. We derive the general behavior of laser
