    The excessive complexity of national marine governance systems - Has this decreased in England since the introduction of the Marine and Coastal Access Act 2009?

    With successive Government restructuring and the introduction of the Marine and Coastal Access Act in 2009, this paper revisits a previous set of organograms created in 2006 indicating the government departments with responsibilities relating to the marine and coastal environment in England in 2014. The 2009 Act presented an opportunity to harmonise marine management by simplifying the complexity in England through a radical restructuring of marine governance; however this is apparently not the case with many overlapping responsibilities still existing. This paper provides an overview of the 2009 Act, discussing some of the significant changes like the creation of the Marine Management Organisation (MMO), examines the current structure of marine management in England following its enactment and highlights the continued overlaps in jurisdiction, responsibilities and complexity of the government agencies with a marine remit. © 2014 Elsevier Ltd

    A problem structuring method for ecosystem-based management : the DPSIR modelling process

    The purpose of this paper is to learn from Complex Adaptive Systems (CAS) theory to inform the development of Problem Structuring Methods (PSMs) both in general and in the specific context of marine management. The focus on marine management is important because it is concerned with a CAS (formed through the interconnection between natural systems, designed systems and social systems) which exemplifies their particularly ‘wicked' nature. Recognition of this compels us to take seriously the need to develop tools for knowledge elicitation and structuring which meet the demands of CAS. In marine management, chief among those tools is the DPSIR (Drivers - Pressures - State Changes - Impacts - Responses) model and, although widely applied, the extent to which it is appropriate for dealing with the demands of a CAS is questionable. Such questioning is particularly pertinent in the context of the marine environment where there is a need to not only recognise a broad range of stakeholders (a question of boundary critique) but also to manage competing knowledge (economic, local and scientific) and value claims. Hence this paper emphasises how a CAS perspective might add impetus to the development of a critical perspective on DPSIR and PSM theory and practice to promote a more systemic view of decision-making and policy development

    Achieving business excellence in software quality management

    Many companies have had difficulties in achieving success with software process improvement initiatives or have had adverse experiences in implementing quality systems. With a plethora of standards available and the numerous frameworks to apply best practice, none appears to act as a panacea to guarantee fulfilment or realise a true Return-on-Investment. This thesis proposes a holistic approach to software process improvement, describing a range of supporting tools and methods highlighting a true understanding of the customer base and associated cultures. The research aim was to develop and evaluate a demonstrably effective and efficient software quality management methodology suitable for a technical company such as AWE plc. To be effective the methodology must deliver an improved conformance to the quality standards and deliver real process improvement. To be efficient the methodology must deliver a real Return-on-Investment. Case studies on the implementation of the quality system were carried out at AWE plc. Each case study provided a further opportunity to measure and analyse the success or otherwise of that method or tool for further refinement. Audits, self-assessment, training, system design, marketing, and the people skills associated with a consultation process are all examined in detail. The research methodology has demonstrated its success as case studies show that steady improvement in implementing the software quality system has occurred year on year. This success has been validated by third party ISO 9001 assessments and has led to an enhancement in AWE plc reputation as a centre of software excellence. The approach has overcome cultural resistance and changed working practices. With a philosophy of customer care, consultation, and active engagement, practitioners now adopt best-practice quality management principles. The cost effectiveness of this methodology means its adoption could be considered by any organisation whether large or small

    DPSIR-Two decades of trying to develop a unifying framework for marine environmental management?

    © 2016 Patrício, Elliott, Mazik, Papadopoulou and Smith. Determining and assessing the links between human pressures and state-changes in marine and coastal ecosystems remains a challenge. Although there are several conceptual frameworks for describing these links, the Drivers-Pressures-State change-Impact-Response (DPSIR) framework has been widely adopted. Two possible reasons for this are: either the framework fulfills a major role, resulting from convergent evolution, or the framework is used often merely because it is used often, albeit uncritically. This comprehensive review, with lessons learned after two decades of use, shows that the approach is needed and there has been a convergent evolution in approach for coastal and marine ecosystem management. There are now 25 derivative schemes and a widespread and increasing usage of the DPSIR-type conceptual framework as a means of structuring and analyzing information in management and decision-making across ecosystems. However, there is less use of DPSIR in fully marine ecosystems and even this was mainly restricted to European literature. Around half of the studies are explicitly conceptual, not illustrating a solid case study. Despite its popularity since the early 1990s among the scientific community and the recommendation of several international institutions (e.g., OECD, EU, EPA, EEA) for its application, the framework has notable weaknesses to be addressed. These primarily relate to the long standing variation in interpretation (mainly between natural and social scientists) of the different components (particularly P, S, and I) and to over-simplification of environmental problems such that cause-effect relationships cannot be adequately understood by treating the different DPSIR components as being mutually exclusive. More complex, nested, conceptual models and models with improved clarity are required to assess pressure-state change links in marine and coastal ecosystems.     Integrating management tools and concepts to develop an estuarine planning support system: A case study of the Humber Estuary, Eastern England

Estuaries are important because of their multiple uses and users which often makes them challenging to manage since management must strike a balance between the needs of users, the estuaries' ecological and economic value and the context of multiple legislative drivers. To facilitate management we have therefore developed an Estuarine Planning Support System (EPSS) framework using the Humber Estuary, Eastern England, as a case study which integrates the current legislation tools and concepts. This integrated EPSS framework is an improvement on previous approaches for assessing cumulative impacts as it takes into account legislative drivers, management tools and other mechanisms for controlling plans/projects specific to the estuary. It therefore enables managers and users to assess and address both the current state and the way in which a new industrial, port or urban development could impact an estuary in an accessible and understandable framework

    Brexit: The marine governance horrendogram just got more horrendous!

    On Thursday 23rd June 2016, the British people voted in a referendum on the following question: ‘Should the United Kingdom remain a member of the European Union or leave the European Union?’ Of the 33,551,983 who voted, 51.9% (17,410,742) voted to leave (48.1% voted to remain). Although there is an agreed basic framework, as there is no precedent for a country leaving the European Union (EU), there is a lack of clarity surrounding the process and timetable for Brexit.1 The UK has to reformulate its relationship with the rest of the EU during a 2-year period triggered by the request to leave under Article 50 of the Lisbon Treaty (effective 2009). The start of that ‘divorce settlement’ is triggered by the Member State (the UK) and as yet (July 2016) the UK Government position is not to trigger Article 50 until their negotiating position has been defined internally. The 2-year period is separate to the ‘framework agreement’ with the rest of Europe which will take an undefined time to negotiate. The latter will be a reversal of the lengthy process of joining the EU to ensure alignment of the Member State laws with EU law, and could possibly take between 10 and 20 years. So what does all this mean for the future of the marine environment of a dominant maritime state such as the UK? Building on our previous work in the Marine Pollution Bulletin and elsewhere (Boyes and Elliott, 2014, 2015), we take the current legislation giving protection and management to the UK marine environment and consider how this could and should change depending on the exit scenario chosen and the impact this would have on UK marine environmental governance. We define governance here as the policies, politics, administration and legislation and reflect on the importance of the vertical hierarchy of legislative instruments from the local to the global (Elliott, 2014)

    Collisional stripping of planetary crusts

    Geochemical studies of planetary accretion and evolution have invoked various degrees of collisional erosion to explain differences in bulk composition between planets and chondrites. Here we undertake a full, dynamical evaluation of 'crustal stripping' during accretion and its key geochemical consequences. We present smoothed particle hydrodynamics simulations of collisions between differentiated rocky planetesimals and planetary embryos. We find that the crust is preferentially lost relative to the mantle during impacts, and we have developed a scaling law that approximates the mass of crust that remains in the largest remnant. Using this scaling law and a recent set of N-body simulations, we have estimated the maximum effect of crustal stripping on incompatible element abundances during the accretion of planetary embryos. We find that on average one third of the initial crust is stripped from embryos as they accrete, which leads to a reduction of ~20% in the budgets of the heat producing elements if the stripped crust does not reaccrete. Erosion of crusts can lead to non-chondritic ratios of incompatible elements, but the magnitude of this effect depends sensitively on the details of the crust-forming melting process. The Lu/Hf system is fractionated for a wide range of crustal formation scenarios. Using eucrites (the products of planetesimal silicate melting, thought to represent the crust of Vesta) as a guide to the Lu/Hf of planetesimal crust partially lost during accretion, we predict the Earth could evolve to a superchondritic 176-Hf/177-Hf (3-5 parts per ten thousand) at present day. Such values are in keeping with compositional estimates of the bulk Earth. Stripping of planetary crusts during accretion can lead to detectable changes in bulk composition of lithophile elements, but the fractionation is relatively subtle, and sensitive to the efficiency of reaccretion.Comment: 15 pages, 9 figures.     Marine legislation - the ultimate 'horrendogram': international law, European directives and national implementation

    The EU is a pre-eminent player in sustainable development, adopting more than 200 pieces of legislation that have direct repercussions for marine environmental policy and management. Over five decades, measures have aimed to protect the marine environment by tackling the impact of human activities, but maritime affairs have been dealt with by separate sectoral policies without fully integrating all relevant sectors. Such compartmentalisation has resulted in a patchwork of EU legislation and resultant national legislation leading to a piecemeal approach to marine protection. These are superimposed on international obligations emanating from UN and other bodies and are presented here as complex ‘horrendograms’ showing the complexity across vertical governance. These horrendograms have surprised marine experts despite them acknowledging the many uses and users of the marine environment. Encouragingly since 2000, the evolution in EU policy has progressed to more holistic directives and here we give an overview of this change

    Translating insights from neuropsychiatric genetics and genomics for precision psychiatry

    The primary aim of precision medicine is to tailor healthcare more closely to the needs of individual patients. This requires progress in two areas: the development of more precise treatments and the ability to identify patients or groups of patients in the clinic for whom such treatments are likely to be the most effective. There is widespread optimism that advances in genomics will facilitate both of these endeavors. It can be argued that of all medical specialties psychiatry has most to gain in these respects, given its current reliance on syndromic diagnoses, the minimal foundation of existing mechanistic knowledge, and the substantial heritability of psychiatric phenotypes. Here, we review recent advances in psychiatric genomics and assess the likely impact of these findings on attempts to develop precision psychiatry. Emerging findings indicate a high degree of polygenicity and that genetic risk maps poorly onto the diagnostic categories used in the clinic. The highly polygenic and pleiotropic nature of psychiatric genetics will impact attempts to use genomic data for prediction and risk stratification, and also poses substantial challenges for conventional approaches to gaining biological insights from genetic findings. While there are many challenges to overcome, genomics is building an empirical platform upon which psychiatry can now progress towards better understanding of disease mechanisms, better treatments, and better ways of targeting treatments to the patients most likely to benefit, thus paving the way for precision psychiatry

    Is existing legislation fit-for-purpose to achieve Good Environmental Status in European seas?

    Recent additions to marine environmental legislation are usually designed to fill gaps in protection and management, build on existing practices or correct deficiencies in previous instruments. Article 13 of the European Marine Strategy Framework Directive (MSFD) requires Member States to develop a Programme of Measures (PoM) by 2015, to meet the objective of Good Environmental Status (GES) for their waters by 2020. This review explores key maritime-related policies with the aim to identify the opportunities and threats that they pose for the achievement of GES. It specifically examines how Member States have relied on and will integrate existing legislation and policies to implement their PoM and the potential opportunities and difficulties associated with this. Using case studies of three Member States, other external impediments to achieving GES are discussed including uses and users of the marine environment who are not governed by the MSFD, and gives recommendations for overcoming barriers
