A compact and reconfigurable silicon nitride time-bin entanglement circuit
Photonic chip based time-bin entanglement has attracted significant attention
because of its potential for quantum communication and computation. Useful
time-bin entanglement systems must be able to generate, manipulate and analyze
entangled photons on a photonic chip for stable, scalable and reconfigurable
operation. Here we report the first time-bin entanglement photonic chip that
integrates time-bin generation, wavelength demultiplexing and entanglement
analysis. A two-photon interference fringe with an 88.4% visibility is measured
(without subtracting any noise), indicating the high performance of the chip.
Our approach, based on a silicon nitride photonic circuit, which combines the
low-loss characteristic of silica and tight integration features of silicon,
paves the way for scalable real-world quantum information processors.Comment: 4 pages, 5 figure
Defective Differentiation of Myeloid and Plasmacytoid Dendritic Cells in Advanced Cancer Patients is not Normalized by Tyrosine Kinase Inhibition of the Vascular Endothelial Growth Factor Receptor
Tumor-derived vascular endothelial growth factor (VEGF) has previously been identified as a causative factor in the disturbed differentiation of myeloid dendritic cells (DC) in advanced cancer patients. Here, we investigated the potential of vascular endothelial growth factor receptor (VEGFR) tyrosine kinase (TK) inhibition to overcome this defective DC differentiation. To this end, peripheral blood DC (PBDC) precursor and subset frequencies were measured in 13 patients with advanced cancer before and after treatment with AZD2171, a TK inhibitor (TKI) of VEGFR, coadministered with gefitinib, and an epidermal growth factor receptor (EGFR) TKI. Of note, not only myeloid DC but also plasmacytoid DC frequencies were significantly reduced in the blood of the cancer patients prior to treatment, as compared to healthy controls. Moreover, besides an accumulated population of immature myeloid cells (ImC), a population of myeloid suppressor cells (MSC) was significantly increased. Upon systemic VEGFR TK inhibition, DC frequencies did not increase, whereas the rate of circulating MSC showed a slight, but not significant, decrease. In conclusion, TK inhibition of VEGFR with AZD2171 does not restore the defective PBDC differentiation observed in advanced cancer patients
Ultra-narrow linewidth hybrid integrated semiconductor laser
We demonstrate a hybrid integrated and widely tunable diode laser with an
intrinsic linewidth as narrow as 40 Hz, achieved with a single roundtrip
through a low-loss feedback circuit that extends the cavity length to 0.5 meter
on a chip. Employing solely dielectrics for single-roundtrip, single-mode
resolved feedback filtering enables linewidth narrowing with increasing laser
power, without limitations through nonlinear loss. We achieve single-frequency
oscillation with up to 23 mW fiber coupled output power, 70-nm wide spectral
coverage in the 1.55 m wavelength range with 3 mW output, and obtain more
than 60 dB side mode suppression. Such properties and options for further
linewidth narrowing render the approach of high interest for direct integration
in photonic circuits serving microwave photonics, coherent communications,
sensing and metrology with highest resolution.Comment: 13 pages, and 11 figure
The Influence of International Law on the International Movement of Persons
Many migration theories identify ‘the law’ as a significant constraint on the international
movement of persons. While this constraint often operates through national migration
legislation, this study examines the influence of international law in shaping contemporary
patterns in the international movement of persons at the macro level. The analysis begins with an
examination of the long-established power of a State to regulate cross-border movement of
persons as an inherent attribute of State sovereignty, together with the accepted limitations on a
State’s power to control entry and exit. Yet, international law reaches well beyond the movement
of people across borders. The development of international human rights law has been a key
constraint on state action in the United Nations era by also regulating the treatment of migrants
within a State’s borders. The study considers how international law has responded to current
migration issues, including: protection of migrant women and children; suppression of
smuggling and trafficking of people; labour migration; and environmental migration. As in other
areas of international society, there has been a proliferation of institutions through which
international migration law is made and enforced. The most prominent among them are the
United Nations High Commissioner for Refugees (UNHCR) and the International Organization
for Migration (IOM), but the establishment of other entities with overlapping mandates has given
rise to calls for a new international migration regime based on streamlined institutional
arrangements. The study concludes that international law is an imperfect framework for
regulating the international movement of persons because it has developed in a piecemeal
fashion over a long time to deal with issues of concern at particular points in human history. Yet,
despite its shortfalls, international law and its associated institutions unquestionably play a most
important role in constraining and channeling state authority over the international movement of
persons
Environmental Policy Design and the Fragmentation of International Markets for Innovation
It has long been argued that the implementation of market-based environmental policy instruments such as environmentally-related taxes and tradable permits is likely to lead to greater technological innovation than more direct forms of regulation such as technology-based standards. One of the principle reasons for such an assertion is that they give firms greater flexibility? to identify the optimal means of innovating to meet the given environmental objective. Thus, it can be argued that the benefits of (some) market-based instruments can also be true of well-designed performance standards. While the theoretical case for the use of flexible policy instruments is well-developed, empirical evidence remains limited. Drawing upon a database of patent applications from a cross-section of countries evidence is provided for the positive effect of flexibility? of the domestic environmental policy regime on the propensity for the inventions induced to be diffused widely in the world economy. For a given level of policy stringency, countries with more flexible environmental policies are more likely to generate innovations which are diffused widely and are more likely to benefit from innovations generated elsewhere. And while the focus of this paper is on the specific case of environmental policy, the discussion is equally applicable to aspects of product and labour market regulation which have implications for technological innovation, such as product and workplace safety
