    . Budget is a statement regarding the estimation of the performance to be achieved during a certain period of time stated in the financial measures and expressed how much it costs to the plans made (expenses / expenditures) as well as how much and how to get money to fund the plan. Budget (APBD) is the annual local government financial policy which is based on statutory provisions in force, a number of considerations for the formulation, monitoring, control and evaluation is done. Absorption of budget revenues and expenditures significantly influence the increasing of regional economic growth. The average absorption of budget revenues and expenditures Government Talaud Islands in the year 2012-2015 was 94.03%. This study is aimed to analyze the factors that influence the absorption of budget revenues and expenditures (budget) on the Talaud Islands Government. The data used in this research were primary data. Data were collected by using questionnaires. This is a quantitative research with multiple linear regression analysis. There are five independent variables and one dependent variable. Those five independent variables are planning budget (X1), the implementation of the budget (X2), the procurement of goods and services (X3), management commitment (X4), and bureaucracy (X5). The dependent variable is the budget absorption (Y). The results show that either simultaneously or partially, budget planning, budget execution, procurement of goods and services, management commitment and bureaucratic environment positively and significantly influence the absorption of budget revenues and expenditures (budget) in the Talaud Islands Government. The magnitude of the effect of these five variables against excess absorption can be described by the coefficient of determination at 73.3% and the remaining of 26.7% is influenced by other factors excluded within this research

    Traffic accident often causes the accident both small or big scales, the small scale causes light injury while the death. It is ruled in Article 310 of the Act Number 22, 2009 regarding the Traffic and Land Transportation states that the settlement of the violation of the act is done through litigation. However, there is the settlement outside the court in the level of investigation by the police by restitution given by the violator to the victim that can be material or immaterial form. The settlement of non-litigation is not recognized in the criminal law but it can be found in the society.Traffic accident with caused the death of an ordinary offense, not a complanit based offense. In a sense, the law enforcement officers or police remains under an obligation to process the case even though no report of casualties and others, and even if the perpetrator and the victim\u27s family has made peace efforts, but the legal process continues

    Red fruit oil (Pandanus conoideus) is a natural product typicaly from Papua used as a medication for some disease, as a food supplement, and for beauty skin care. But thisadvantages are not supported by an appropriate dosage form. Oils are difficult to dissolve in GIT and difficult to penetrate the human skin, slower the absorption then.Microemulsion is a dispersion system which can help to solve the problems by enhanc-ing the oil solubility in GIT and the oil penetration through the skin. The objective of this study is to formulate a clear and stabile microemulsion. Microemulsion will be physically evaluated  for 2 months. The material composition is 5% glycerin and 15% sorbitol as the cosolvent, and 20% , 30%, and 40% tween -20 as the surfactants.The result showed that formula of 40% tween-20 gave a good microemulsion which is physically stable as long as 2 months stored at room temperature

    Nicheâ based processes outperform neutral processes when predicting distance decay in coâ dominance along the Amazon â Andes rainforest gradient

    QuestionDispersal limitation (neutral hypothesis) and deterministic factors (niche hypothesis) shape floristic gradients including betweenâ site patterns of speciesâ dominance (coâ dominance). Because their relative importance remains poorly known, we ask how their comparative contribution to coâ dominance changes with elevation and geographical extent.LocationMadidi region, NW Bolivia.MethodsWe analysed floristic composition and environmental factors of 90 plots spanning the gradient from Amazonian (<1,000 m) to montane forests at three elevations (1,200â 1,500; 2,000â 2,300; and 2,800â 3,200 m) and two geographical extents: local (plots <12 km apart) and regional (38â 120 km apart). We modelled distance decay within each elevational band with a neutral model, using two parameters (speciation rate and dispersal distance). Subsequently, we related the model’s residuals to environmental differences using flexible machine learning models.ResultsWe found that 5â 44% of the variability in floristic differences along the gradient studied can be explained by a neutral model of distance decay, while 18â 50% can be explained by environmental differences. Montane forests showed an overall gradient in floristic composition that is congruent with an increase in elevation for both dispersal limitation and environmental filtering. However, Amazonian forest was more nicheâ structured and more dispersalâ limited relative to its elevation and topography.ConclusionsEnvironmental differences explained floristic differences better than the neutral model, even giving preferential attribution to the more parsimonious neutral processes.We analysed 90 tree communities spanning the longest forested elevational gradient on Earth: the extraordinarily diverse Amazonian and Andean forests of the Madidi region (Bolivia). Dominant species vary more with greater barriers to dispersal and stronger environmental changes, increasingly so at higher elevations.
