BROWN, Governor DEPARTMENT OF FINANCE 1725 K ST., N.W. WASHINGTON, D.C. January 26, 1965 Mr. Orren Beaty Special Assistant to the Secretary Department of Interior Washington, D. C. Dear Orren: Reference is made to your note of January 25 enclosing a draft memorandum of understanding of the January 21 meeting concerning the Colorado River. The memorandum accurately reflects the agreements reached. The agreement represented a concession on the part of Arizona in guaranteeing California consumptive use of 4.4 million acre feet of water from the mainstream of the Colorado until works are built and in operation to bring a minimum of 2.5 million acre feet of additional water into the mainstream below Lee Ferry; and a concession on the part of California in dropping the insistance that there by an immediate conditional authorization of the import works and a perpetual guarantee. I further understand that the agreement included the immediate authorization and construction of theCentral Arizona Project as part of the regional plan and that the draft vehicle for a new regional water plan shall be S. 75, modified as required by language from S. 294 and the Pacific Southwest Water Plan. May I suggest that persons present at the January 21 meeting today confirm this understanding as the basic framework under which new legislation will be drafted. May I further suggest that a drafting committee be named by the Secretary to include representatives from Governor Brown, Governor Goddard, Senator Kuchel, Senator Hayden, the Colorado River Board and the Metropolitan Water District.
