This research aims to build an algorithms technique hides the information into digital documents and to extract with Watermarking method using DCT (Discrete cosine transform), This research is also expected to built a watermark technique that can add a watermark into digital documents with good image quality without reducing significantly or decreased quality of the image is still within a reasonable tolerance value.     The Education, Culture , Youth and Sport Agency of Metro has not got a plan for main implementation for Information System /Information Technology so the information needed cannot be managed accurately. For that reason, it is really needed an IT-based system to produce precise and puctual information. This study is aimed at identifying data needs and information in formulating the policy and developing strategic information system plan in the educational agency. The main concept in designing this study is a methodology stated by John Ward and Joe Peppard. The steps start from analyzing internal business circumtance and external organization, IT internal analysis and it is continued by processing strategic indentification and doing future portofolio design. The analysis methods used in this study include SWOT, Critical Success Factor, Value Chain, PEST, and Mc Fardan Strategic Grid.The result of this study is a stratgic plan blue print which refers to the organization business plan based on the data derived from the analysis method. The information resulted is then to be used as an integrated method for administrative needs and public services. The strategic purpose is a prime service that can be used to increase the data management for maximizing functions of Educators and Educational Officers (PTK). They are supported with IT factors, IT roles to provide the qualified educational infra structures and develop IT application for improving the quality of educational management.     Selama ini faktor-faktor untuk mengukur monev kinerja DAS belum dilakukan secara menyeluruh masih bersifat parsial. Untuk itu diperlukan suatu kajian yang bisa menghubungkan aspek sosial ekonomi dan biofisik dalam kinerja DAS. Tujuan penelitian ini adalah untuk mengetahui kerentanan sosial ekonomi dan biofisik yang mendukung dalam monev kinerja DAS lintas kabupaten. Penelitian ini merupakan penelitian kuantitatif. Data yang diambil merupakan data primer dan data sekunder. Pengumpulan data sosek dilakukan dengan wawancara langsung menggunakan kuesioner. Data biofisik diperoleh dari hasil interpretasi peta-peta dan pengamatan langsung di lapangan. Data sekunder diperoleh dari instansi-instansi terkait. Hasil dari penelitian ini menunjukkan bahwa kerentanan sosial ekonomi tinggi terjadi pada daerah dengan kerentanan biofisik tinggi atau sebaliknya. Oleh karena itu dalam pengelolaan DAS tidak dapat ditentukan apakah aspek sosial ekonomi atau biofisik yang diprioritaskan, tetapi harus dilihat kasus perkasus. Pengelolaan DAS akan berhasil apabila dilakukan secara “Collaborative Management”, sehingga diperlukan partisipasi aktif semua stakeholder

    In the context of history and politics, in fact, indigenous people have been there ahead of the country of Indonesia. Protection of customary law community unit to defend their constitutional rights if there are laws that harm their constitutional rights. But there are certain requirements that must be met in order for customary law community unit having legal domicile (legal standing) to file a petition for legislation in the Constitutional Court because not all indigenous people have legal standing in testing the law. This of course has the legal implications on the recognition, respect and protection of customary law community unit, namely the unity of indigenous people that still exist are not automatically recognized as customary law community unit unless it has to meet certain constitutional requirements set out in the 1945 post-change.The purpose of the conduct of this research is to discover, deepen and develop ideas related to concepts, theories, principles of legal and normative provisions concerning the legal status of customary law community unit in the proceedings in the Constitutional Court.Requirement for customary law community unit in order to have legal status (legal standing) as the applicant in the testing of the Act is quite heavy, but must prove himself as a customary law community unit as referred to in Article 51 paragraph (1) letter b Law the Constitutional Court, must also meet 5 (five) loss of constitutional requirements as specified in jurisprudence of the Constitutional Court. The legal position because of the weight requirement (legal standing) for customary law community unit, until now there is no applicant who claims to customary law community unit, has a legal domicile (legal standing) in testing the law. Typology and benchmarks about who is categorized as a customary law community unit is still not clear, so that through decision No. 31/PUU-V/2007, the Court gave typology and size of the unity of indigenous people by interpreting Article 18B paragraph (2) of the 1945 Constitutio

    Experimental demonstration of gridless spectrum and time optical switching

    An experimental demonstration of gridless spectrum and time switching is presented. We propose and demonstrate a bit-rate and modulation-format independent optical cross-connect architecture, based on gridless spectrum selective switch, 20-ms 3D-MEMS and 10-ns PLZT optical switches, that supports arbitrary spectrum allocation and transparent time multiplexing. The architecture is implemented in a four-node field-fiber-linked testbed to transport continuous RZ and NRZ data channels at 12.5, 42.7 and 170.8 Gb/s, and selectively groom sub-wavelength RZ channels at 42.7 Gb/s. We also showed that the architecture is dynamic and can be reconfigured to meet the routing requirements of the network traffic. Results show error-free operation with an end-to-end power penalty between 0.8 dB and 5 dB for all continuous and sub-wavelength channels

    A prospective comparative study of Lichtenstein procedure with and without mesh-fixation for inguinal hernia repair

    Background: Repair of inguinal hernia is one of the most common elective operations performed in general surgery worldwide. Mesh-hernioplasty became the gold standard, because of its low recurrence rate in comparison with tissue repairs. The ideal repair must be simple, safe, easy to perform and require minimal dissection which provides enough space, should be cost effective with less hospital stay, less pain and less recurrence. The present study aimed at comparing the effect of mesh fixation and non-fixation in Lichtenstein technique for inguinal hernia repair.Methods: Hundred (100) patients with primary uncomplicated, unilateral inguinal hernia were treated between April 2019 and September 2020. Patients with inguinal hernia underwent Lichtenstein repair with mesh-fixation (group A) (n=50) and non-fixation (group B) (n=50). The mean operative time, post-operative pain score, average hospital study, post-operative complications and recurrence rates were compared between the two groups.Results: Mean operative time in non-fixation group- (group B) (32.24 min) was shorter as compared to fixation group-(Group A) (49.36 min) with a p value of 0.002. Post-operative pain score was lower in (group B) at 12 and 24 hours (3.71±1.409 and 2.2±0.8169) as compared to Group A at 12 and 24 hours (4.77±1.196 and 2.98±1.295) with a p value of <0.0001. The analgesia required in (group B) was less as compared to (group A). The post-operative complication and recurrence rates were almost identical in both the groups, with lesser incidence of groin pain and paresthesias in group B.Conclusions: In Lichtenstein inguinal hernia repair, non-fixation of mesh is safe and preferable option, with less operative time and less postoperative pain

Banyaknya penggandaan dan klaim atas produk digital tersebut mengakibatkan pemegang hak cipta yang sebenarnya akan dirugikan. Salah satu cara untuk melindungi kepemilikan produk digital adalah dengan menyisipkan atau menyembunyikan suatu informasi, misal data pemilik hak cipta, kedalam produk digital tersebut atau yang disebut dengan digitalwatermarking. AudioWatermarking adalah suatu teknik menyisipkan atau menyembunyikan suatu informasikedalam suatu file audio. Pada penelitian ini menerapkan metode Discrete Cosine TransformsertaBCH code sebagai pengoreksi error. Sistem menghasilkan capacity yang besar yaitu 700 bps-2 kbps, perceptual quality yang cukup baik (SDG&gt; 3.85 dan 25 dB &lt; SNR &lt; 56 dB) sertarobustness yang baik terhadap beberapa serangan yang umumseperti kompresi MP3, Noise, Echo dll

    Produkstifitas cabai di Indonesia masih rendah (5,61 ton/ha) dibandingkan dengan potensi hasil yang berkisar antara 12-20 ton/ha. Rendahnya produktivitas cabai antara lain disebabkan karena faktor budidaya yang belum sempurna serta faktor genetis. Karenanya, sangat perlu penciptaan varetas baru yang berdaya hasil tinggi disertai dengan peningkatan kwalitas budidaya tanaman. Heritabilitas dan kemajuan genetik merupakan komponen pendugaan yang biasa dilakukan dalam perakitan varietas unggul. Kedua faktor pendugaan tersebut diwariskan dari tetua kepada keturuannya. Tujuan dari penelitian ini adalah untuk menduga nilai heritabilitas dan kemajuan genetik harapan pada populasi tanaman cabai merah generasi F2. Percobaan dilaksanakan pada bulan April - Oktober 2012 di Kelurahan Dadaprejo, Kecamatan Junrejo, Kota Batu. Alat yang digunakan adalah cangkul, sabit, ember, tray persemaian, alat pelubang mulsa, penggaris, meteran dan sprayer. Bahan yang digunakan adalah 200 individu tanaman cabai merah generasi F2 serta 25 tanaman CB051, 25 tanaman CB053. Hasil penelitian menunjukkan bahwa nilai heritabilitas dan kemajuan genetik yang tinggi terdapat pada beberapa karakter yaitu umur berbunga, umur panen buah, panjang daun dan lebar daun. Seleksi dilakukan berdasarkan beberapa karakter tersebut. Individu populasi F2 hasil persilangan tetua CB051 dan CB053 yang terseleksi berdasarkan nilai heritabilitas dan nilai kemajuan genetik harapan tinggi adalah individu tanaman nomor 25, 51, 58, 59, 67, 73, 77, dan 88. Individu individu tersebut direkomendasikan untuk di evaluasi selanjutnya
