    A METHODOLOGY FOR THE BIDDERS EVALUATION AND SELECTION IN THE PUBLIC PROCUREMENT PROCESS BASED ON HETEROGENEOUS INFORMATION AND ADAPTIVE CONSENSUS APPROACHES

    The public procurement problem is a special problem of supplier selection that requires strict adherence to the principles of non-discrimination, free competition, and transparency in the contract awarding procedures. It is a very complex multi-criteria problem, which requires the engagement of several decision-makers (experts). The public procurement problem requires the usage of different types of conflicting criteria, the combination of different models (methods and techniques) of decision-making, as well as the modeling of different forms of uncertainty, inaccuracy, and subjectivity of decision-makers, which can represent a rather complex, difficult, and lengthy decision-making process. Therefore, the paper proposes a methodology for improving the tender process that focuses on heterogeneous preference structures of information (preference ordering, utility values, fuzzy (additive) preference relations, multiplicative preference relations, and linguistic preference relations) and an adaptive consensus approach for subjectively determining the weight of criteria and evaluation and selection of alternative bids. The Simple Additive Weighting (SAW) method is used for the final ranking of bidders. The proposed methodology enables obtaining a more objective and measurable value during subjective decision-making as well as minimizing the risk of unscrupulous, incompetent, and irresponsible decision-making, which is shown in the given example

    APPLICATION OF ALUMINUM AND ALUMINUM ALLOYS IN ENGINEERING

    The paper deals with the considerations related to the basic properties and application of primarily aluminum alloys and composite materials for different purposes with the focus on the automotive industry. Through the description of the basic characteristics of aluminum alloys, the starting points for their application in different technical systems are given. On the other hand, the advantages and disadvantages of the use of certain aluminum alloys, along with the guidance and compounds and elements whose use is further enhanced and enriched by aluminum alloys, are predominantly presented. The application of aluminum alloys in the automotive industry, as well as the particular types of aluminum based materials used for individual aggregates and circuits of motor vehicles, as well as their behaviour in different operating modes are imposed as a key chapter of the work. Ultimately, the advantages that are primarily achieved with the vehicle are obtained by the use of aluminum alloys and composites, with the conclusion that there is still space in the field, further improvement of the characteristics of aluminum alloys, and in the field of expansion of the diapason of their application

    APPLICATION OF THE DIBR II – ROUGH MABAC DECISION-MAKING MODEL FOR RANKING METHODS AND TECHNIQUES OF LEAN ORGANIZATION SYSTEMS MANAGEMENT IN THE PROCESS OF TECHNICAL MAINTENANCE

    This paper presents a multi-criteria decision-making model based on the application of two methods, DIBR II and MABAC. The DIBR II method was used to define weight coefficients. The MABAC method was used to rank alternatives, and it was applied in a rough environment. Four experts were engaged in defining the criteria and alternatives as well as in the relation of criteria. The model was applied for ranking the methods and techniques of Lean organization systems management in the maintenance of technical systems of special purposes. At the end of the application was conducted a sensitivity analysis which proved the stability of the obtained results

    Složeni tehnički sistemi (STS) od ostalih tehničkih sistema (TS) razlikuju se po konstrukciji i nameni, koja može biti: zaštita ljudi, materijalnih bogatstava i teritorije. Ako želimo da STS budu ispravni i imaju zadovoljavajući nivo pouzdanosti i gotovosti,  sistem remonta mora biti u stanju da podrži zahteve koji proističu iz njihove specifičnosti. Sistem njihovog remonta mora biti programiran, a upravljanje njime zasnovano na konceptu QMS (Quality management system). Organizacija remonta STS za potrebe sistema odbrane Republike Srbije, u Tehničkom remontnom zavodu u Čačku (TRZ), primer je organizacije u koju je implementiran  procesni model sistema upravljanja kvalitetom (QMS). Ovaj članak opisuje proces remonta STS u TRZ sa njegovim procesnim sistemom upravljanja kvalitetom (QMS), koji je preduslov za efikasan i efektivan proces remonta.     Interopservacijske razlike u dijagnosticiranju azbestoze prema klasifikaciji ILO

    Inhalation of asbestos fibres leads to asbestosis of the pleura and the lung, with possible progression to lung cancer and malignant pleural or peritoneal mesothelioma. Asbestosis remains difficult to diagnose, especially in its early stages. The most important role in its diagnosis is that of chest radiographs. The aim of this cross-sectional study was to address interobserver variations in interpreting chest radiographs in asbestos workers, which remain to be an issue, despite improvements in the International Labour Office (ILO) classification system. In our ten-year study, we investigated 318 workers occupationally exposed to asbestos, and in 210 workers with diagnosed asbestos-related changes we compared interpretations of chest radiographs according to ILO by two independent radiologists. The apparent degree of interobserver variation in classifying lung fibrosis was 26.66 % for the diameter of changes and 42.2 % for the profusion of the changes. In cases with diffuse pleural thickening, the interobserver variation using ILO procedures was 34.93 %. This investigation raises the issue of standardisation and objectivity of interpretation of asbestosis according to the ILO classification system. This study has revealed a significant disagreement in the estimated degree of pleural and parenchymal asbestos pulmonary disease. This is why we believe highresolution computed tomography (HRCT) should also be used as a part of international classification.Azbestoza je bolest koja nastaje kao posljedica inhalacije azbestnih vlakana. Zahvaća pluća i pleuru, a ponekad može dovesti do karcinoma pluća, pleure i peritoneuma. Azbestozu je teško dijagnosticirati, osobito u početnom stadiju bolesti. U dijagnostici azbestoze presudna je radiološka obrada. Cilj ovog rada je utvrditi interopservacijske razlike u analizi radiograma prema kriterijima klasifikacije ILO kod profesjonalne azbestoze. U istraživanje je bilo uključeno 318 ispitanika profesionalno izloženih azbestnim česticama. U 210 ispitanika kojima je postavljena dijagnoza azbestoze usporedili smo radiološke nalaze analizirane od dvaju neovisnih radiologa eksperata u skladu s važećom klasifikacijom ILO. Uspoređujući rezultate analize malih zasjenjenja parenhima pluća prema njihovoj veličini, našli smo da se rezultati razlikuju u 26,66 % slučajeva, dok je prema prožetosti intersticija neslaganje bilo još učestalije, tj. zabilježeno je u 42,22 % slučajeva. U ispitanika s pleuralnim promjenama usporedili smo rezultate analize difuznih pleuralnih zadebljanja i našli neslaganje u debljini i/ili širini pleuralnih zadebljanja u 34,93 % slučajeva. Uočili smo značajno neslaganje u procjeni stupnja azbestne bolesti na pleuri i na parenhimu pluća. Zbog toga smatramo da je u kvantificiranju promjena izazvanih azbestom i u procjeni stupnja tjelesnog oštećenja nužno rabiti kompjutoriziranu tomografiju visoke rezolucije kao znatno osjetljiviju i pouzdaniju slikovnu tehniku

    Logistics prevention should be viewed as a system (composed of subsystems and components), as a function (group of related tasks grouped according to certain criteria) and as a process (course of arranged events in time). Logistics prevention is a part of the overall defence system logistics suport which prevents the infringe of projected and present performances of a supported system. Logistics prevention, as a function, includes all measures and activities planned by logistics authorities and implemented by logistics authorities and non logistics personnel. They are aimed at preventing the occurence of phenomena and processes that negatively affect the ability and performances of a defence system. At a time of intense defence system organisational changes, the approach to logistics prevention should be systematic and adequately dealt with due to its significance. The principles related to design, preparation and operation of the whole defence logistics also relate to design, preparation and implementation of logistics preventive. / Профилактические мероприятия в области логистики необходимо рассматривать как систему (включающую подсистемы и элементы), как функцию (группа однородных заданий, организованных по определенному критерию) и как процесс (порядок действий в течение определенного времени). Профилактические мероприятия являются неотъемлемой частью логистической поддержки в системе обороны, они способствуют предотвращению возможности нарушения запроектированных функций и деятельности системы и ее элементов (а также объектов деятельности), следовательно, они оказывают большое влияние на развитие функций системы в целом. Профилактические мероприятия как функция включают комплекс мероприятий, разработанных и организованных подразделениями Логистики. А в осуществлении данных мероприятий принимают участие как логистический персонал, так и сотрудники других подразделений. Цель данных мероприятий заключается в предупреждении явлений и процессов, которые могли бы неблагоприятно повлиять на функции системы обороны. Во время осуществления масштабных организационных перемен системы обороны роль профилактических мероприятий в области логистики особенно важна, поэтому их системной разработке необходимо посвятить особое внимание. В разработке профилактических мероприятий в области логистики применяются те же принципы и подход, как и в проектировании, подготовке и осуществлении логистической обороны в целом. / Logističku preventivu treba posmatrati kao sistem (sačinjen od podsistema i elemenata), kao funkciju (grupa srodnih zadataka grupisanih po određenom kriterijumu) i kao proces (tok uređenih događaja u vremenu). Logistička preventiva je deo ukupne logističke podrške sistemu odbrane koji sprečava da se naruše projektovane, u stvari postojeće performanse sistema koji se podržava i njegovih elemenata (objekata delovanja logistike), odnosno koji utiče na unapređenje performansi sistema koji podržava. Logistička preventiva, kao funkcija, podrazumeva sve mere i aktivnosti koje planiraju i organizuju logistički organi, a realizuju logistički organi, jedinice i nelogističko osoblje. One su usmerene na sprečavanje nastupanja pojava i procesa koji negativno deluju na sposobnosti i performanse sistema odbrane. U vremenu intenzivnih organizacionih promena u sistemu odbrane, sistemskom uređenju logističke preventive treba dati adekvatan značaj i posvetiti mu naročitu pažnju. This article provides an overview of the achievements in the United State of America (USA) military and its suppliers and associates, where the implementation of modern process management concepts has led to significant improvements and savings in various areas. The article also suggests possible applications of the existing successful business models in related areas in the Serbian Army. / Готовность к вызовам и переменам, повышение качества продукции или обслуживания с использованием меньшего количества ресурсов, а также довольный потребитель это важнейшие постулаты в области промышленного производства. Данные правила, в целях развития и совершенствования своей сложной и ответственной деятельности и достижения большей эффективности, приняло и военное руководство во всем мире. В данной работе представлен обзор осуществленных трансформаций в вооруженных силах Соединенных Штатов Америки (США), относящихся как к военнослужащим, так и поставщикам и другим сотрудникам. В статье также описаны положительные результаты внедрения современного концепта управления процессами, такие как повышение качества и снижение расходов в разных областях деятельности. В заключениистатьи выносятся предложения по внедрению подобной модели управленческих процессов в вооруженных силах Республики Сербия. / Spremnost na izazove i promene, stvaranje više dobara ili usluga sa manje resursa, usmerenje na kvalitet i na korisnika predstavljaju jedne od najvažnijih oblastii delovanja industrijskih proizvođača, a koje su vojni rukovodioci u vojskama širom sveta, po uzoru na njih, razvili sa svojim pripadnicima i snabdevačima, u težnji da celokupan, veoma složen i značajan rad učine efikasnijim i efektivnijim. U članku se daje pregled dostignutih transformacija u vojsci Sjedinjenih Američkih Država (USA), kod njenih pripadnika, snabdevača i saradnika, gde se implementacijom savremenih koncepcija upravljanja procesima došlo do značajnih unapređenja i ušteda u raznim oblastima. Na kraju rada predložena su unapređenja u srodnim oblastima u Vojsci Srbije, primenom navedenih uspešnih modela upravljanja procesima
