    About one method of on-line signature verification using radial basis function

    © 2014 by the author(s). The article is devoted to the study of a possibility of on-line signature verification using the wavelet transform with the radial basis function. Representation of the signature in the form of function, invariant concerning a position, - the signature is replaced by a broken curve and is described using the angles between the adjacent links - is offered. Using the wavelet transforms for the signature description, comparison of expansion coefficients of functions of signatures by the radial basis function to verify signatures is described in detail. In the result of application of the offered method the magnitude of error of first kind has made 4.4%, the magnitude of error of second kind - 2.8%

    Smart-space architecture for IT-competency building in physical education specialist

The study analyzes the issues of due IT-competency building in a modern physical education specialist; and offers the key provisions for the students' immersion in the relevant education smart-space with the following key ideas and components: practice-driven education concept; networking cooperation of the university with the general secondary education school system; and smartspace educational elements based on the cloud technologies being applied in the digital education courses. The article gives an overview and groundings for the smart-space architecture for the IT-competency building in a physical education specialist; and analyzes benefits of the proposed architecture as verified by the model piloting experiment. Objective of the study was to make provisions the IT-competence being effectively built up in the modern physical education specialists with due regard to their actual professional needs and responsibilities; and assess benefits of the proposed smart-space architecture to secure high efficiency of the process. The proposed model architecture was tested in late 2016 on students majoring in the Physical Education and Life Safety discipline at the Yelabuga Institute of Kazan Federal University. The model piloting experiment showed its benefits as verified by the students' progress in the professional competency building process; i.e. the education curriculum and learning stages designed within the smart-space architecture of the education specialist training were found successful. The smart-space architecture for the IT-competency building in a physical education specialist may be successful only when prudently structured to include the education process design and reasonably designed and applied road map; secures the students' immersion in the digital smart-courses; and offers duly designed and applied web-portfolios

    At this stage of the development of society as a whole and the educational process in particular, the problem of assessing the quality of pedagogical activity of a teacher acquires particular relevance for pedagogical activities since the results of the teacher's activity are expressed primarily as a result of learning activities of the students and the teacher's ability to analyze and evaluate his activities and their results, his professionally significant qualities. In this regard, the study purpose is to assess the effectiveness of implementation of the teacher's labor activities in the system of secondary vocational education. The analysis of scientific developments and researches in the field of pedagogical activity allows saying that the studies of influence of the teacher's activities evaluation are practically not conducted, which determines the particular relevance of the issue under consideration. The data are partly examined in the works of Bespalov M. (Bespalov, 2013), Samygin S .I. (Samygin, 2012), Gin A.A. (Gin, 2014), Rudenko A.A. (Rudenko, 2015), Mayer A.A. (Mayer, 2012) et al. The study methodology is constructed both on the basis of empirical (observation, comparison) and experimental-theoretical methods of scientific cognition (analysis). In the article the authors come to the conclusion that the introduction of federal standards of new generation led to a reassessment of the teacher's role and the application of his knowledge and skills in the educational process in the system of secondary vocational education. Global world processes force the teacher to apply new competencies in the educational process, taking into account modern dynamic processes, and to distribute their labor activities in a new way

Cognitive science investigates the ways in which man perceives the world, the peculiarities of the thinking process and memorizing. Hundreds of laboratories around the world use computer systems capable of reading human thoughts. The purpose of research is to justify the educational technologies that contribute to the integration of Foresight competences in the educational activity of the future teacher on the verge of the cognitive revolution. Education is becoming more flexible, interactive and personified. A modern teacher should go ahead of his time. So as foresight consists in determining the position in reference to the future it is necessary to define foresight requirements which the teacher is expected to meet. Education of the future should have an open structure and a practice-oriented content. It should be characterized by the learners’ involvement in the process of constructing future, their mobility and active position. We put forward some educational technologies aimed at preparing the teacher who is able to work in the conditions of constant education transformation. E-learning became the starting point in this process. It should be followed by smart-education as network cooperation of educational institutions with other universities, secondary schools, companies in working together in the internet sharing technologies. To provide for the foresight requirements it is possible only through training teachers to make the foresight of the competencies in a changing world. Creating the necessary educational environment with the help of the technologies suggested in this paper will enable the teacher to reach the level of foresight requirements

    SCIENTIFIC AND LEGAL CONCLUSION AS AN INSTRUMENT FOR SOLVING ISSUES IN THE LEGAL SPHERE OF THE LAND MANAGEMENT INDUSTRY

    The necessity of attracting scientific and practical conclusions to resolve controversial issues in the land management industry is substantiated. The practical experience of applying the scientific and practical conclusion and conducting scientific research in solving the problem associated with the correction of technical errors in the state land cadastre is considered. The analysis and justifiably technical error in the data of the State Land Cadastre on the change in the purpose of the land for the construction and maintenance of an apartment building from erroneous purpose for conducting agricultural production was carried out. The list of documents that must be submitted together with the application to the cadastral registrar on making amendments based on a technical error of information about the land registered in the State Land Cadastre is given. It is noted that it is necessary to start the practice of creating scientific and legal conclusions to resolve controversial and complex issues in land management with the involvement of leading scientists in the industry and specialized research institutions

    Modelling of the thermal treatment process for oil deposit in the carbonate formation

The experience of oilfield development shows that at present when oilfields with heavy oils are developed the thermal methods, in particular thermal steam stimulation, have no alternative and have a priority among other methods. The thermal methods are most relevant for development of complex carbonate reservoirs, in which more than 60% of the world's oil reserves are concentrated. However, the recovery factor of the deposit is mostly very low. This is due to the textures complexity of carbonate reservoirs, the high heterogeneity of their composition and physical-chemical properties. Problems of carbonate reservoirs’ development are dramatized by high oil density and viscosity of oil. Model experiments with variation of temperature, pressure and composition of the injected heat carrier will allow creating scientific bases of thermal technologies for development of carbonate reservoirs. The paper presents the results of a laboratory study of thermal stimulation of carbonate rock of the oil reservoir. The investigation was carried out on a specially designed flow-type setup equipped by original core holder. The core samples were selected from the Middle Carboniferous deposits of the Republic of Tatarstan. The influence of the composition of steam-gas eluent, temperature, and pressure on the permeability of carbonate rock, the composition both of gaseous thermolysis products and recoverable oil, and the efficiency of oil recovery from the carbonate rock were discussed. A relatively low-temperature (400 °C) decomposition of carbonates initiated by water vapor was established. It was shown that the thermal steam treatment at temperatures up to 500 °C was not accompanied by the destruction of oil components at a pressure of 4,0 MPa in the condensation zone.
