IMPROVING THE EFFECTIVENESS OF THE RISK MANAGEMENT SYSTEM

The article considers the importance of an effective risk management system in the conditions of uncertainty and instability for Russian companies. It concludeis that it is necessary to implement such a system to improve the management efficiency of a modern organization, using the example of PJSC “Geotek Seismo Razvedka”. The advantages and disadvantages of the existing risk management policy are identified. The authors suggest measures to improve the risk management system for this company. The article proposes to develope (define) the key risk indicators, offers to intensify risk management activities in the field of risk monitoring. To do this, the authors recommend to implement the Omnitracker Risk  Management software product as a system for automating the company’s risk management processes. The advantages of this product are considered, and a schedule for the implementation of Omnitracker Risk Management in PJSC “Geotek Seismo Razvedka”is developed

Standardization of project management in the context of digitalization

The article discusses new Project Management Institute standards for a project team’s interaction with stakeholders during value-added product creation project development. The purpose of the study is to substantiate the main advantages of the standard and its use in Russia. General scientific methods and systematic and integrated approaches have been used. The novelty of the research is to substantiate the impact of digital technologies on the project management process in various fields of activity that fundamentally changes the approach to product development and to understanding customer’s and stakeholders’ requirements. The timeliness and necessity of using standardization and digitalization methods in order to improve project execution quality using a single database has been shown. The study concludes that access to the database significantly increases the potential of project teams working with projects of high uncertainty by adapting them to customer requirements when developing a product with added value. The results obtained of new standards implementation have been tested in VLIBOR Systems LLC. Conclusions on interaction change with stakeholders that increased the team members’ confidence in the correctness of their actions have been made. It has contributed to team building, increased adaptability and emotional component to achieve success

DISEASES OF THE DIGESTIVE SYSTEM: PRIMARY DISABLEMENT IN THE IRKUTSK REGION

Materials and methods. The population-based cohort analysis was performed of the database of primary disabled in Irkutsk region due to the DDS for the period of 2013-2015. Morbidity rate of primary disablement was calculated for 10 000 of the population; nosology, age, gender specific structure of primary disablement was calculated in percentage. Results. The level of primary disablement due to DDs in the Irkutsk region was higher (2013, 2015 - 1.7; 2014 - 1.9) than in the Russian Federation (2013,2014 -1.2 per 10 000 of population). Working-age persons prevailed (in 2013, 2015 - 71.3 %, in 2014 - 73.9 %). The level was higher among the urban residents of the Irkutsk region (2015 - 1.8) than in rural areas (1.1 per 10 000 of people). In 2015, the share of men began to dominate (52.3 %, in 2013 - 45.4 %). Structure of primary disablement due to DDS deteriorated with increasing share of persons with the first and the second group disabilities - from 47.3 % in 2013 to 56.1 % in 2015. Liver cirrhosis is the most common cause for primary disability among DDS, its share increased from 66.8 % in 2013 to 75.2 % in 2015. The rate increased from 1.1 in 2013 to 1.3 per 10 000 people in 2015. Bowel disease has the second place with its share reduced from 23.0 % in 2013 to 12.3 % in 2015. The third place belongs to chronic pancreatitis

INNOVATIVE DEVELOPMENT AS A FACTOR OF THE NATIONAL ECONOMY COMPETITIVENESS

Russian enterprises are not paying enough attention to the issues of innovative development, while global trends demonstrate the increase of enterprises competitiveness through the introduction of innovations. Innovations are able qualitatively improve enterprise performance indicators in conditions of tough competition. For many domestic enterprises, in such conditions the innovation and its specific results could be a key criterion of success. Lack of investment is the most important problem holding back innovations. The experience of support and development of innovations in Canada and South Korea has been considered in the article. It has been concluded that in general the Russian Federation is experiencing a global transfer to an innovative economy, which in the future should be an undoubted advantage for the production of competitive products. The creation of radically new products and services, as well as the enhancement of existing ones, will allow Russian enterprises systematically improve their image, increase their business reputation, which will attract more investments

Assessment of functional elements of public finance management

The article assesses the main functional elements of public Finance management: planning, operational management and control. Financial planning and forecasting presently depend not only on macroeconomic and microeconomic factors, but also on geopolitical factors. Economic sanctions, which are still ongoing, have a particular impact, so it is impossible to make an accurate forecast in the management of public finances. Operational public financial management can never be considered without public resources designed to support and implement the activities of all areas of the country’s life. The paper pays special attention to the control function due to the lack of a single objective control system. To improve efficiency, the authors propose to use certain criteria: the performance criterion and the criterion of inappropriate use of budget funds. The paper calculates the dependence of Federal budget revenues on the level of gross domestic product (GDP) and the level of unemployment. The authors use for the calculation a standard form of regression equation that takes into account statistical correlations. The results of this study can be used to improve the efficiency of Federal budget revenue planning
