The subject of this research is public debt and its impact on the dynamics of the gross regional product (GRP) of Russian regions. The aim of the paper is to study and scenario forecast the dynamics of changes in the internal public debt of Russian regions and model its impact on the gross regional product. The relevance of the study is due to the fact that most regions in Russia are forced to increase their internal public debt to cover the budget deficit and attract additional resources to solve important problems of socio-economic development and implement strategic projects and programs. The scientific novelty of the research consists in the development of a methodological approach to modelling and scenario forecasting of the level of GRP of different groups of regions, taking into account the dynamics of changes in their public debt using ARIMA modelling methods and panel regression analysis. The authors apply the methods of panel regression analysis and ARIMA modelling. The authors theoretically substantiated that public debt has a different effect on the GRP of Russian regions, grouped the regions according to the identified trends in the dynamics of public debt (the first group β regions with the dynamics of debt reduction over the period from 2005 to 2019, the second group β with the all-Russian trend of debt reduction since 2017, and the third group β with the dynamics of increasing debt over the period under review); developed a methodological approach to modelling and scenario forecasting of the GRP level of the Russian regions, taking into account the dynamics of changes in their public debt; carried out ARIMA forecasting of the dynamics of the public debt of different groups of regions and built regression models of the influence of the dynamics of the public debt on the GRP of Russian regions within the selected groups; formed forecast scenarios for changes of the GRP level of regions, taking into account the identified dynamics of transformation of their internal public debt. Conclusions: public debt has a negative impact on the dynamics of the GRP of Moscow and the Moscow region and a positive effect on the dynamics of the GRP of the regions of the second and third groups. Structural features of Ni-Cr-Si-B materials obtained by different technologies
This study considers the structural features of Ni-Cr-Si-B (Ni - base; 15.1 % Cr; 2 % Si; 2 % B; 0.4 % C) materials obtained by different methods. The self-fluxing coatings were deposited by plasma spraying on the tubes from low carbon steel. Bulk cylinder specimens of 20 mm diameter and 15 mm height were obtained by spark plasma sintering (SPS). The structure and phase composition of these materials were investigated by optical microscopy (OM), scanning electron microscopy (SEM), transmission electron microscopy (TEM) and X-ray diffractometry (XRD). The major phases of coatings and sintered materials are [gamma]-Ni, Ni[3]B, CrB and Cr[7]C[3]. We demonstrate that the particle unmelted in the process of plasma spraying or SPS consist of [gamma]-Ni-NEB eutectic and also CrB and Cr[7]C[3] inclusions. The prolonged exposure of powder to high temperatures as well as slow cooling rates by SPS provide for the growth of the structural components as compared to those of plasma coatings materials. High cooling rates at the plasma spraying by melted particles contribute to the formation of supersaturated solid solution of Cr, Si and Fe in [gamma]-Ni. The structure of the melted particles in sintering material has gradient composition: the core constituted of Ni grains of 10 ΞΌm with [gamma]-Ni-Ni[3]B eutectic on the edges. The results of the experiment demonstrate that the sintering material has a smaller microhardness in comparison with plasma coatings (650 and 850 MPa, respectively), but at the same time the material has higher density (porosity less than 1 %) than plasma coatings (porosity about 2.. .3 %)

The dynamic development of theater culture in Russia, including the culture of Amateur theater, the growing popularity of Amateur theater in modern society, and the awareness of Amateur theater as a phenomenon of Russian national culture makes it urgent to improve the training of managers of Amateur theater groups in institutions of arts and culture. Theoretical and methodological approaches to the study of interregional interactions in ensuring economic security
The adoption of strategies for the spatial development of the Russian Federation, national and economic security has brought the study of inter-regional interactions up to date. In this regard, the authors have reviewed the theoretical and methodological approaches of domestic and foreign scientists to the issues of interregional cooperation in various branches of science and production. Interpretations of the concepts βinter-regional interactionβ, βeconomic securityβ and βeconomic security of the regionβ are analysed. The role of inter-regional cooperation, especially inter-regional investment projects, as critical factors in ensuring regional economic security is emphasised. Groups of potential risks and risk-forming factors for joint inter-regional infrastructure projects are identified. Interregional projects are classified according to their scope and purpose: 1) in the production sphere; 2) projects promoting innovation; 3) projects aiming at infrastructure development. Examples of existing interregional projects in the Ural Federal District are presented. The study uses general scientific methods, in particular, analysis and synthesis. The results of the study can serve as a basis for the further development of new theoretical and methodological approaches to solving the problems of inter-regional cooperation
