    Capacity building towards resilience: context of post disaster waste management

    Capacity building provides an opportunity to understand strengths, weaknesses, threats and opportunities towards a resilient future through identification of broader issues around sustainable development of a particular program, project or process, including their unique cultural, social and ecological characteristics. Thus, concept of capacity building is an essential component in development theory and practice. In particular, in post disaster scenarios, focus has been placed upon local capacity building as a means of increasing resilience to natural hazards. In this context, this paper focuses on concept of capacity building and its role in post disaster waste management towards building future resilience. Case studies have been conducted to gather information on existing capacities of post disaster waste management in Sri Lanka. Semi-structured interviews were held as the main data collection method and content analysis was used to analyse collected data. Results of existing capacities and identified gaps of post disaster waste management are presented in key areas as skills and confidence building, links and collaborations, continuity and sustainability, research and development, communication and coordination, organisational implementations and investments in infrastructure. Finally, the paper concludes with proposed recommendations for enhancing capacities of post disaster waste management towards future resilience

    Disasters, both natural and man-made, have been occurring with increasing frequency and effect in recent decades in many countries around the world. Among them, Sri Lanka is yet to recover from the effects of December 2004 Tsunami. Among many other reasons it has been identified that lack of awareness of the mechanisms and systems for post disaster waste management is a critical issue of concern. None of the Sri Lankan academic institutions related to the field offer courses designed for the management of disaster waste within the country. Furthermore, none of these institutions conduct awareness programmes aimed at the public on new mechanisms and systems of management of disaster waste. To address these issues, this research aims to enhance capacities to develop new mechanisms and systems for sustainable post disaster waste management focusing on construction and demolition waste. To achieve the identified aim, the research will explore current status of disaster waste management in Sri Lanka and a framework will be proposed for enhancing capacities for sustainable disaster waste management in economical, social and technological aspects. The research methodology includes a comprehensive literature review, semi structured interviews and case study with selected personal views on management of disaster waste management. In this context, the objective of this paper is to present the current scenario of disaster waste management based on the results of a secondary survey

    Waste management strategies during post disaster phase: A case of Sri Lanka

    Natural or man made disasters cause serious negative impacts on life, property, livelihood and industries often resulting in permanent changes to societies and environments. In disasters, creation of waste due to damaged buildings and infrastructure is unavoidable. If these wastes are not properly managed, serious environmental and economic burdens will fall on general living conditions, reconstruction and as well as general waste collection processes. Therefore, management of disaster waste has emerged as a critical issue and poses a significant challenge to governing bodies in responding to a disaster. This is not unique to Sri Lanka which is prone to frequent natural disasters such as floods, landslides and droughts apart from the Asian Tsunami of 2004. This paper addresses post disaster waste management strategies adopted and issues and challenges encountered at both national and local levels in Sri Lanka during post - Indian Ocean Tsunami period. A comprehensive literature review and a field survey were conducted to gather information. Accordingly, most affected six districts were selected based on three types of disasters namely floods, landslide and the Tsunami. Seven national institutes responsible for managing disasters were selected for collection of data at national level. Semi-structured interviews were used as the main method of data collection at each stage and content analysis was used to analyze data that was collected. Local level findings revealed that strategies, issues and challenges vary according to the type of disaster, magnitude and location. Unavailability of a centralized body, poor implementation of rules and regulations; poor standards of local expertise and capacities, inadequate funds, lack of communication and coordination were identified as key issues at national level

    Solar cycle signals in sea level pressure and sea surface temperature

    We identify solar cycle signals in 155 years of global sea level pressure (SLP) and sea surface temperature (SST) data using a multiple linear regression approach. In SLP we find in the North Pacific a statistically significant weakening of the Aleutian Low and a northward shift of the Hawaiian High in response to higher solar activity, confirming the results of previous authors using different techniques. We also find a weak but broad reduction in pressure across the equatorial Pacific. In SST we identify a weak El Niño-like pattern in the tropics for the 155 year period, unlike the strong La Niña-like signal found recently by some other authors. We show that the latter have been influenced by the technique of compositing data from peak years of the sunspot cycle because these years have often coincided with the negative phase of the ENSO cycle. Furthermore, the date of peak annual sunspot number (SSN) generally falls a year or more in advance of the broader maximum of the 11-year solar cycle so that analyses which incorporate data from all years represent more coherently the difference between periods of high and low solar activity on these timescales. We also find that studies of the solar signal in SST over the second half of the 20th century may alias as ENSO signal if this is not properly taken into account

    The influence of solar variability and the quasi-biennial oscillation on lower atmospheric temperatures and sea level pressure

    Our fundamental aim is to investigate solar cycle signals in sea level pressure. In order to see if these may relate, especially at high latitudes, to the solar influence on the stratosphere we start by investigating the temperature of the winter polar stratosphere and its dependence on the state of the Sun and the phase of the Quasi-Biennial Oscillation (QBO). We find that the choice of pressure level used to define the phase of the QBO is important in determining how the solar and QBO influences appear to act in combination. Informed by this we carry out a multiple linear regression analysis of zonal mean temperatures throughout the lower stratosphere and troposphere. A combined solar*QBO temporal index exhibits strongly in the lower stratosphere, but in much of the troposphere any influence of the QBO, either on its own or coupled to solar effects is much smaller than the pure solar signal. We use a similar approach to analyse sea level pressure (SLP) data, first using a standard QBO time series dating back to 1953. We find at high latitudes that individually the solar and QBO signals are weak but that the compound solar*QBO temporal index shows a significant signal. This is such that combinations of low solar activity with westerly QBO and high solar activity with easterly QBO are both associated with a strengthening in the polar modes; while the opposite combinations coincide with a weakening. By employing a QBO dataset reconstructed back to 1900, we extend the SLP analysis back to that date and also find a robust signal in the surface SAM; though weaker for surface NAM. Our results suggest that solar variability, modulated by the phase of QBO, influences zonal mean temperatures at high latitudes in the lower stratosphere, in the mid-latitude troposphere and sea level pressure near the poles. Thus a knowledge of the state of the Sun, and the phase of the QBO might be useful in surface climate prediction

    Solar Cycle Signals in the Pacific and the Issue of Timings

    The solar cycle signal in sea level pressure during 1856–2007 is analyzed. Using composites of data from January–February in solar cycle peak years the strong positive signal in the region of the Aleutian low, found by previous authors, is confirmed. It is found, however, that signals in other regions of the globe, particularly in the South Pacific, are very sensitive to the choice of reference climatology. Also investigated is the relationship between solar activity and sea surface temperatures in the tropical eastern Pacific. A marked overall association of higher solar activity with colder temperatures in the tropical Pacific that is not restricted to years of peak sunspot number is noted. The ENSO-like variation following peak years that has been suggested by other authors is not found as a consistent signal. Both the SLP and SST signals vary coherently with the solar cycle and neither evolves on an ENSO-like time scale. The solar signals are weaker during the period spanning approximately 1956–97, which may be due to masking by a stronger innate ENSO variability at that time

    Crustal and upper mantle structures in oceanic regions

    Bathymetric data from the North Atlantic and other oceans reveal that, in addition to the well-documented variations of structure which occur at right angles to the ocean ridge crests, variations of structure also exist parallel to the strikes of the ridges. A thermal model of sea-floor spreading, together with data concerning possible mineralogical phase changes, is used to generate synthetic ocean ridge topography. Comparison of this with observed bathymetric data indicates that a peridotitic composition including water is favoured for at least the top half of the lithosphere, and allows a picture of the variations of structure in the upper mantle to be built up. It is found that lateral inhomogenities in mantle temperatures are able to explain both the variation of ocean ridge dimensions and the uplift of different parts of the ocean basins relative to sea level which are evidenced by observed data. An empirical relationship between the calculated thicknesses of the lithosphere and the depths of the ocean basins is suggested. A major area of raised temperatures may underly the North Atlantic, stretching from the Azores to a focus at Iceland. There is evidence for the existence of other regional anomalies in mantle temperatures, but none of the magnitude of that suggested to lie beneath the northern North Atlantic. The time taken for thicker lithospheres to cool to equilibrium following their formation at the ocean ridges imposes a fundamental limitation on the capabilities of the model, and makes undisturbed bathymetric profiles essential if reliable measurements are to be made in areas of lower mantle temperatures. The results support suggestions that large scale mantle convection, not necessarily related geographically to the ridge crests, may occur, and indicate that active replenishment of the thermal anomalies may be required to sustain them over geologically significant periods of time

    Real Time Implementation of CAP Modulation With “Better-Than-Nyquist” Pulse Shaping in Visible Light Communications

    In this letter we experimentally verify a real-time implementation of the ‘better-than-Nyquist’ pulse shape in carrier-less amplitude and phase (CAP) modulation in the context of a visible light communications system. We use two National Instruments universal software radio peripherals (USRPs) as a transmitter and receiver working independently. Previously reported experimental work on pulse shaping in CAP is also verified in real time, showing lower error vector magnitudes (EVM) can be obtained at shorter filter lengths using the better-than-Nyquist pulses in place of the conventionally used square-root raised cosine as the basis function of the signal. We show that a real time EVM penalty is an additional 3% EVM in the worst case and is a result of synchronisation offset at the receiver

    Comparative blanching activities of some topical corticosteroid containing lotions

    The blanching activities of Betnovate and Celestoderm-V lotions (betamethasone-17-valerate, 0,1%) and Diprosone lotion (betamethasone dipropionate, 0,55%) were determined by measuring their ability to cause blanching of human skin after topical application. Betnovate and Celestoderm-V lotions produced almost identical blanching profiles. Diprosone lotion displayed a statistically significant superior blanching acitivity over both Betnovate and Celestoderm-V lotions over the whole timespan of the trial
