    Management coordinations on steel industry in the context of durable development

    The durable development imposes the respect of economic, social and environment-protection requests. The objective of this paper is the emphasis of applying a rational management at the level of all the siderurgical operators in order for a healthy economic growth to be assured, correlated with the environment protection. In this sense, the study is based on the analysis of a data set which relates to the growth rhythm of the gross domestic product (GDP), raw steel production and the consume of finished steel products per capita for the significant countries from the perspective of these indicators. Also, there are emphasized the objectives of sustainable development and the requests of the systematic management imposed by them at the level of the operators from the siderurgical industry

    CLIMATIC RISK OF AUTUMN EARLY COOLING THE SITUATION IN THE INTERVAL 23-28 NOVEMBER 2013 – CASE STUDY

    Although 2013 has been classified as the sixth warmest year in the history (OMM Michel Jarraud), regionally, in the south-west of Romania, the climatic variability was exceptionally, marked by sudden changes from a warm and droughty weather to a cold (even cool) and rainy weather. Climatic alternations were registered in every month of the year. After the warmish and capricious summer, the autumn thermal regime came in the south-west of Romania. The autumn of 2013 was marked by three intense cooling, one in the end of September that continued in the beginning of October and culminated with low temperatures, negative minimum thermal values and intense hoarfrosts, which destroyed the vegetable crops. In November, the high daily air temperature means led to gradual enforcements, and in the end of the month autumn crops were in advanced development stages, and at rape the floral stems and bottoms appeared. Weather intense cooling and the snowfalls registered in the interval 26-28 November 2013 constituted an important climatic risk, because the crops were not prepared for the weather intense cooling. The snow layer reached 22 cm in Caracal in Romanaţi Plain. The paper is useful for specialists, PhD candidates, master graduates and all the people interested in climate evolution

    Normal parameter reduction algorithm in soft set based on hybrid binary particle swarm and biogeography optimizer

Existing classification techniques that are proposed previously for eliminating data inconsistency could not achieve an efficient parameter reduction in soft set theory, which effects on the obtained decisions. Meanwhile, the computational cost made during combination generation process of soft sets could cause machine infinite state, which is known as nondeterministic polynomial time. The contributions of this study are mainly focused on minimizing choices costs through adjusting the original classifications by decision partition order and enhancing the probability of searching domain space using a developed Markov chain model. Furthermore, this study introduces an efficient soft set reduction-based binary particle swarm optimized by biogeography-based optimizer (SSR-BPSO-BBO) algorithm that generates an accurate decision for optimal and sub-optimal choices. The results show that the decision partition order technique is performing better in parameter reduction up to 50%, while other algorithms could not obtain high reduction rates in some scenarios. In terms of accuracy, the proposed SSR-BPSO-BBO algorithm outperforms the other optimization algorithms in achieving high accuracy percentage of a given soft dataset. On the other hand, the proposed Markov chain model could significantly represent the robustness of our parameter reduction technique in obtaining the optimal decision and minimizing the search domain.Published versio

    The paper analyzes the synoptic conditions that have caused blizzard in Romania in the period January 21-23, 2011. The analyzed situation shows that especially in the east and southeast the phenomenon of blizzard can occur also in conditions initially nonspecific that later can evolve to situations specific to blizzard. Therefore in the winter the emergence and development of a Mediterranean cyclone and its circulation across the Balkan Peninsula, in interaction with an anticyclonic field can be an important signal that the blizzard will take place in Romania. The blizzard phenomenon is particularly dangerous for the road traffic, because by blocking the roads and the vehicles in traffic it can cause human deaths, but also it is an important risk factor for the other economic activities. The paper is useful for climatologists, meteorologists, master students and students and to a wide range of specialists interested in Romania`s climatic conditions during winter.     Severe traumatic brain injury (Tbi) – a seven-year comparative study in a department of forensic medicine

    Deaths caused by traumatic brain injury (TBI) increase in incidence every year worldwidely, mainly in developing countries. Thus, World Health Organization (WHO) estimates that in 2020, TBI will become the third main cause of death. In our study, we evaluated the deaths caused by TBI recorded within the Institute of Forensic Medicine of Craiova, Romania, between 2011 and 2017. Therefore, according to age, the cases were divided into two groups: people aged 0–18 years old (including 18 years old) and people aged over 18 years old (a total of 1005 cases, of which 971 were adults and 34 included in the age group 0–18 years old). In both groups, most patients were males from the rural area. In adults, falling was the main legal entity of the cases, followed by car accidents (which were the most common in children). In both groups, in car accidents, most of them were pedestrians and car occupants. Various aggressions (human, animal, self-injury) were found in 94 (9.68%) of the adult cases and in four (11.76%) cases of children. Another parameter under study was the blood alcohol concentration, being observed that most of the subjects with positive blood alcohol content died from car accidents. By evaluating the Glasgow Coma Scale (GCS) score as a prognostic factor, most of the subjects presented third and fourth degree coma at admission; still, 5.14% of the adult patients who deceased had GCS score 15 at admission, death occurring probably by developing some intracranial hematomas in time. Regarding the morphology of the lesions, most patients presented various forms of cranial fractures, 185 (19.05%) adults in association with extradural hemorrhages/hematomas, but also there were four cases with extradural hematomas without any cranial fractures. In children, there was highlighted a single case of extradural hemorrhage under the fracture line. Seventy-eight percent of the adults and 44.12% of children presented subdural hematomas associated with other meningo-cerebral lesions. Also, 83.63% of the adults and 97% of children presented brain contusions. In both groups, brain laceration was observed in approximately 50% of the cases. © 2020, Editura Academiei Romane.     Fatty Acid Profile of Lipid Fractions of Mangalitza (Sus scrofa domesticus) from Northern Romania: A GC-MS-PCA Approach

    Mangalitza pig (Sus scrofa domesticus) becomes more popular in European countries. The goal of this study was to evaluate the fatty acid profile of the raw and thermally processed Mangalitza hard fat from Northern Romania. For the first time, the gas chromatography-mass spectrometry-Principal component analysis technique (GC-MS-PCA)—was applied to evaluate the dissimilarity of Mangalitza lipid fractions. Three specific layers of the hard fat of Mangalitza from Northern Romania were subjected to thermal treatment at 130 °C for 30 min. Derivatized samples were analyzed by GC-MS. The highest relative content was obtained for oleic acid (methyl ester) in all hard fat layers (36.1–42.4%), while palmitic acid was found at a half (21.3–24.1%). Vaccenic or elaidic acids (trans) were found at important concentrations of 0.3–4.1% and confirmed by Fourier-transform infrared spectroscopy. These concentrations are consistently higher in thermally processed top and middle lipid layers, even at double values. The GC-MS-PCA coupled technique allows us to classify the unprocessed and processed Mangalitza hard fat specific layers, especially through the relative concentrations of vaccenic/elaidic, palmitic, and stearic acids. Further studies are needed in order to evaluate the level of degradation of various animal fats by the GC-MS-PCA technique
