    Current trends in the development of a green finance system: methodology and practice

    The concept of green growth and sustainable development is turning into a global ideology guiding the transformation of national economies. The focus is shifting from quantitative assessments of performance to rational choice conditions. Rationality is becoming the decisive factor behind sustainable green growth, and a change in the financial model that supports such growth may be needed. Therefore, the most urgent problems relating to sustainable growth are the transformation of the finance system, on the one hand, and the creation of a new financial paradigm based on the principles of responsible investment and corporate social responsibility, on the other. This study aims to consider the theoretical and practical aspects of creating a national green finance model ensuring sustainable growth in the Russian Federation. The development of a green finance mechanism and a green bond market in the Baltic Sea countries is analysed to determine national features and explore the possibility of translating the Baltic experience into practices usable in Russia. The research uses economic observations, economic description, structural and logical analysis, and systems analysis. Perhaps the most significant finding is the description of a methodological framework for sustainable development theory, as seen by major schools of economic thought. Studying the experience of the Baltic Sea countries in creating a new finance model of responsible investment helped detect national features and development priorities that can be used in Russia in devising the ideology, principles, and mechanism of green growth and sustainable growth financing

    Morbidity dynamics of type 1 diabetes mellitus in different administrative territorial units of Azerbaijan Republic in 2012-2016

    Aim. To assess the dynamics of population’s morbidity of type 1 diabetes in different autonomous territorial units of Azerbaijan Republic. Methods. The unit of observation was a case of type 1 diabetes newly diagnosed during the calendar year. For each administrative territorial unit of Azerbaijan Republic based on the data about quantity of patients with type 1 diabetes and population, morbidity rate per 100 000 of average annual population and average error for calendar years were calculated. Results. At the beginning of observation (2012) morbidity rate of type 1 diabetes among Azerbaijan population was 54.5±0.76 per 100 000. In different administrative territorial units this indicator ranged between 2.0±1.41 and 294.8±12.0 per 100 000. Relatively low rate of type 1 diabetes was identified in Mingachevir town (2.0±1.41), Masalli (6.1±1.7), Jalilabad (5.8±1.68), Imishli (5.7±2.17), Sheki (4.5±2.17), Gusar (2.2±1.52) regions and Absheron (5.0±1.57 per 100 000). The highest morbidity rate in 2012 was observed in Shamkir (294.8±12.0), Khachmaz (278.7±12.82) and Sabirabad (236.6±11.9 per 100 000). The main trend of difference is a linear decrease of the morbidity rate, which is well explained by linear regression equation (Y=-9.078х+61.1; R2=0.95). In Azerbaijan the average morbidity rate of type 1 diabetes in 2012-2016 was 33.2±0.58 per 100 000, there are administrative territorial units with low (60 per 100 000 in Shirvan city, Sabirabad, Shamkir, Khachmaz districts). Conclusion. Morbidity rate of type 1 diabetes was different in different calendar years, ratios of the highest and lowest annual morbidity rate in Azerbaijan (3.5) and in separate administrative territorial units (4.2 in Baku, 23.9 in Ganja, 90.0 in Mingechevir, etc.) are different

    Показано, що відомі діаграми пластичності, що відображають залежність накопичених деформацій до руйнування від безрозмірних показників напруженого стану залежать від схеми напруженого стану, зокрема від третього інваріанту тензора або девіатора напруги. Вплив третього інварианту тензора напруги на пластичність пояснює факт “аномального” підвищення пластичності в умовах двовісного і одновісного розтягування. Запропонована методика отримання діаграм пластичності, що враховують відносний вплив третього інваріанта тензора напруг на пластичність.Purpose. The purpose of the real work is hypothesis check about uniform for various intense conditions to the chart of plasticity and development of ways of the accounting of influence of the volume scheme of a tension on plasticity. Design/methodology/approach. Methodology of construction of diagrams of plasticity is offered taking into account relative influence of the third invariant of tensor of tensions on plasticity. It is shown that the known diagrams of plasticity, reflecting dependence of the accumulated deformations to destruction from the dimensionless indexes of the tense state depend on the chart of the tense state, in particular from the third invariant of tensor or stress deviator. Its influence is offered to be considered in tension parameter. Influence of the third invariant of tensor of tensions on plasticity explains the fact "of anomalous" increase of plasticity in the conditions of biaxial and monaxonic tension. Findings. When studying technological processes of processing of metals by pressure where the volume tension is realized it is necessary to use the chart of the plasticity constructed taking into account the third invariant of a tensor of tension.Показано, что известные диаграммы пластичности, которые отображают зависимость накопленных деформаций до разрушения от безразмерных показателей напряженного состояния зависят от схемы напряженного состояния, в частности от третьего инварианта тензора или девиатора напряжений. Влияние третьего инварианта тензора напряжений на пластичность объясняет факт “аномального” повышения пластичности в условиях двухосного и одноосного растяжения. Предложена методика получения диаграмм пластичности, которые учитывают относительное влияние третьего инварианта тензора напряжений на пластичность

    In the title compound, [Cu(C12H11N2O4)2(C10H14N2O)2(H2O)2], the CuII atom lies on a center of inversion and is coordinated by carboxyl­ate O atoms, pyridine N atoms and two water mol­ecules in an elongated octa­hedral geometry. The pyridine ring is oriented at a dihedral angle of 74.83 (12)° with respect to the benzene ring. Intra­molecular O—H⋯O and N—H⋯O hydrogen bonding is observed. The water mol­ecule is a hydrogen-bond donor to the carbonyl O atom of an adjacent carboxyl­ate group, generating a chain running along the a axis. One of the ethyl groups is disordered over two sets of sites in a 0.787 (5):0.213 ratio

    Indicators of hormonal status of the military servicemen in the modern type of military technogenesis

The work at the military enterprises is characterized by storage and disposal of chemical weapons and the presence of a number of harmful factors. The effect of carcinogens and reproductive hazards in the operation environment on the hormonal system changes the levels of hormones responsible for the reproductive function of the body. It is known that the reduction in the concentration of testosterone leads to male infertility, and its increase with age can trigger the development of prostate cancer. Testosterone indicators in our study were distributed subject to the contingent, age, length of service and a type of troops. Determination of hormone was conducted by enzyme-linked immunosorbent assay (ELISA) of blood. The study revealed hormonal disorders in all contingents examined. A high-risk group involves retired and former military servicemen (high levels of testosterone were found in 52.1% of the surveyed of this contingent), persons over 70 years old (high levels of testosterone were found in 61.5% of the surveyed in this age group), the workers with length of service of 30-39 years (high levels of testosterone were found in 55.2% of the surveyed with this length of service). Low levels of testosterone were found in private soldiers (3.6% of the surveyed of this contingent), in persons aged 18-29 years (3.3% of the surveyed in this age group), and in those with length of service of 1-2 years (3.6% of the surveyed with this length of service)

All rights reserved.The effect of chemical factors of the production environment is studied with a wide range of test systems,among which the short-term tests with high sensitivity are in the foreground. We conducted a study to assess the cytogenetic status of servicemen. Micronucleus test was a convenient method of substance screening that can quickly determine the presence or absence of various compounds of cytogenetic nature. We have identified a relationship between exposure of occupational hazards and the level of micronuclei in human peripheral blood. Excess in number of micronuclei occurs at almost three times the rate in the retired servicemen. Indicator in this contingent group was 92.7%. Subject to the age,the risk group of the high chance of malignancy development is the people over age 70. 3N micronuclei level in this age group was found in 96.3%. 3N micronuclei level is found in 71.4% of representatives of the employment group of 3-9 years,while in the employment group of 30-39 years - only in 68.7%. Subject to the military force,the risk group of the high chance of malignancy development are missile,ground,and motorized rifle troops

    Pulmonary embolism and atrial fibrillation: analysis of data from the SIRENA Russian registry

    Aim. To present the clinical characteristics and in-hospital prognosis in patients with pulmonary embolism (PE) and atrial fibrillation (AF).Material and methods. On the initiative of a working group of physicians, the basic principles of an observational prospective study (SIRENA registry) have been developed.Results. Among the 660 patients included in the registry, AF was diagnosed in almost every fourth patient — in 22,9% of cases (n=151), which reflects its high incidence in relation to PE. The prevalence of AF corresponded to such conditions as heart failure (HF) (23,2%; n=153), diabetes (15,6%; n=103), and hypertension (HTN) (65,7% n=400). The diagnosis of AF in most patients is based on the history data (n=144; 95,4%), while the first registered AF episode was verified in 7 patients (4,6%). Patients with AF were characterized by older age, significantly higher prevalence of HF (51,2%), HTN (80,8%), chronic kidney disease (18,5%), stroke or transient ischemic attack (23,2%). It is important to note the low prevalence of anticoagulant therapy (15,3%) in the group of patients with previously diagnosed AF (n=144). The prevalence of thrombolytic therapy in patients with AF was significantly lower than among patients without AF (13,9 vs 25,8% (p=0,026)), which is due to contraindications and underdiagnosis of PE. Given the predominantly senile age, high comorbidity rate in patients with AF, as well as the absence of outpatient anticoagulant therapy, in-hospital mortality in patients with PE and AF was 31,1%, and significantly differed from that in those without AF 12,6% (p=0,001). In the general group, post-mortem diagnosis of PE was noted in 7,7% of cases (n=51), of which the proportion of patients with AF was 54,9% (n=28). A possible explanation for the underestimation of PE in AF patients was an erroneous explanation of its manifestations (tachypnea, tachycardia, lower limb edema) due to concomitant HF.Conclusion. Suspicion for PE in elderly patients with AF and manifestations of HF decompensation, as well as the timely administration of anticoagulant therapy, will prevent both arterial and venous embolism

    Prenosological diagnosis as an improving element of the health care of working-age population

    Studying red blood cells in the pathogenesis of tumor growth increasingly attracts attention due to the high biological activity. There is evidence of changes in red blood cells under the influence of negative production factors. The study applied screening tests for the presence of inter-erythrocyte lagoons and luminescent red blood cells. The object of the study were military servicemen engaged in the chemical weapons storage and destruction facilities. The objective of the study was to conduct analysis of the peripheral blood with the further development of preventive measures to reduce the risk of malignancies. The results of the study revealed the following trends: a risk group for the emergence of malignant tumors includes the retired and former military servicemen. The highest percentages of positive tests for the presence of inter-erythrocyte lagoons and luminescent red blood cells were observed in the contingent group (95.1% for each indicator). Analysis of the results by age and employment structure revealed a direct correlation - the older the age and the greater the working experience is, the higher the risk of cancer development is. The risk group includes persons over 70 years old (100% of positive results for the presence of lagoons and luminescent red blood cells). High percentages of positive tests are in working intervals of 30-39 years (71.6% for lagoons and 70.1% for luminescent red blood cells), 10-19 years (58.8% for lagoons and 70.6% for luminescent red blood cells), and 20-29 years (58.6% for lagoons and 69% for luminescent red blood cells)
