    Leveraging Existing Technology: Developing a Trusted Digital Repository for the U.S. Geological Survey

    As Federal Government agencies in the United States pivot to increase access to scientific data (Sheehan, 2016), the U.S. Geological Survey (USGS) has made substantial progress (Kriesberg et al., 2017). USGS authors are required to make federally funded data publicly available in an approved data repository (USGS, 2016b). This type of public data product, known as a USGS data release, serves as a method for publishing reviewed and approved data. In this paper, we present major milestones in the approach the USGS took to transition an existing technology platform to a Trusted Digital Repository. We describe both the technical and the non-technical actions that contributed to a successful outcome.We highlight how initial workflows revealed patterns that were later automated, and the ways in which assessments and user feedback influenced design and implementation. The paper concludes with lessons learned, such as the importance of a community of practice, application programming interface (API)-driven technologies, iterative development, and user-centered design. This paper is intended to offer a potential roadmap for organizations pursuing similar goals. &nbsp

    The Evolution, Approval and Implementation of the U.S. Geological Survey Science Data Lifecycle Model

    This paper details how the U.S. Geological Survey (USGS) Community for Data Integration (CDI) Data Management Working Group developed a Science Data Lifecycle Model, and the role the Model plays in shaping agency-wide policies and data management applications. Starting with an extensive literature review of existing data lifecycle models, representatives from various backgrounds in USGS attended a two-day meeting where the basic elements for the Science Data Lifecycle Model were determined. Refinements and reviews spanned two years, leading to finalization of the model and documentation in a formal agency publication. The Model serves as a critical framework for data management policy, instructional resources, and tools. The Model helps the USGS address both the Office of Science and Technology Policy (OSTP)2 for increased public access to federally funded research, and the Office of Management and Budget (OMB)3 2013 Open Data directives, as the foundation for a series of agency policies related to data management planning, metadata development, data release procedures, and the long-term preservation of data. Additionally, the agency website devoted to data management instruction and best practices (www2.usgs.gov/datamanagement) is designed around the Model’s structure and concepts.     Measuring sustainability of seed-funded earth science informatics projects.

    Short term funding is a common funding model for informatics projects. Funders are interested in maximizing the sustainability and accessibility of the outputs, but there are no commonly accepted practices to do so in the Earth sciences informatics field. We constructed and applied a framework for sustainability drawing from other disciplines that have more published work focusing on sustainability of projects. This framework had seven sustainability influences (outputs modified, code repository used, champion present, workforce stability, support from other organizations, collaboration/partnership, and integration with policy), and three ways of defining sustainability (at the individual-, organization-, and community-level). Using this framework, we evaluated outputs of projects funded by the U.S. Geological Survey's Community for Data Integration (CDI). We found that the various outputs are widely accessible, but not necessarily sustained or maintained. Projects with most sustainability influences often became institutionalized and met required needs of the community. Even if proposed outputs were not delivered or sustained, knowledge of lessons learned could be spread to build community capacity in a topic, which is another type of sustainability. We conclude by summarizing lessons for individuals applying for short-term funding, and for organizations managing programs that provide such funding, for maximizing sustainability of project outcomes

Where possibilities for river restoration, or improved safety, exceed the benefits of retaining a dam, removal is more often being considered as a viable option. Yet, as this is a relatively new development in the history of river management, science is just beginning to guide our understanding of the physical and ecological implications of dam removal. Ultimately, the "lessons learned" from previous scientific studies on the outcomes dam removal could inform future scientific understanding of ecosystem outcomes, as well as aid in decision-making by stakeholders. We created a database visualization tool, the Dam Removal Information Portal (DRIP), to display map-based, interactive information about the scientific studies associated with dam removals. Serving both as a bibliographic source as well as a link to other existing databases like the National Hydrography Dataset, the derived National Dam Removal Science Database serves as the foundation for a Web-based application that synthesizes the existing scientific studies associated with dam removals. Thus, using the DRIP application, users can explore information about completed dam removal projects (for example, their location, height, and date removed), as well as discover sources and details of associated of scientific studies. As such, DRIP is intended to be a dynamic collection of scientific information related to dams that have been removed in the United States and elsewhere.     Effects of Drugs of Abuse on Putative Rostromedial Tegmental Neurons, Inhibitory Afferents to Midbrain Dopamine Cells

    Recent findings have underlined the rostromedial tegmental nucleus (RMTg), a structure located caudally to the ventral tegmental area, as an important site involved in the mechanisms of aversion. RMTg contains γ-aminobutyric acid neurons responding to noxious stimuli, densely innervated by the lateral habenula and providing a major inhibitory projection to reward-encoding midbrain dopamine (DA) neurons. One of the key features of drug addiction is the perseverance of drug seeking in spite of negative and unpleasant consequences, likely mediated by response suppression within neural pathways mediating aversion. To investigate whether the RMTg has a function in the mechanisms of addicting drugs, we studied acute effects of morphine, cocaine, the cannabinoid agonist WIN55212-2 (WIN), and nicotine on putative RMTg neurons. We utilized single unit extracellular recordings in anesthetized rats and whole-cell patch-clamp recordings in brain slices to identify and characterize putative RMTg neurons and their responses to drugs of abuse. Morphine and WIN inhibited both firing rate in vivo and excitatory postsynaptic currents (EPSCs) evoked by stimulation of rostral afferents in vitro, whereas cocaine inhibited discharge activity without affecting EPSC amplitude. Conversely, nicotine robustly excited putative RMTg neurons and enhanced EPSCs, an effect mediated by α7-containing nicotinic acetylcholine receptors. Our results suggest that activity of RMTg neurons is profoundly influenced by drugs of abuse and, as important inhibitory afferents to midbrain DA neurons, they might take place in the complex interplay between the neural circuits mediating aversion and reward
