    Declining grouper spawning aggregations in Western Province, Solomon Islands, signal the need for a modified management approach

    Globally, groupers (Epinephelidae) that form fish spawning aggregations (FSAs) are highly vulnerable to overfishing and often require site-specific approaches to management. Over 5-years (2009-2013), we conducted underwater visual censuses (UVC) at a well-known spawning site at Njari Island, Gizo, Western Province, Solomon Islands, that supports aggregations of squaretail coralgrouper (Plectropomus areolatus), camouflage grouper (Epinephelus polyphekadion) and brown-marbled grouper (E. fuscoguttatus). Findings show that while there were species-specific variations in the duration and timing of the spawning season, aggregation densities peaked from March to June, representing the main spawning season for all three species. For P. areolatus, gonad analysis from samples taken from 2008 to 2011 confirmed reproductive activity in support of density trends observed through UVC. Over the 5-year UVC monitoring period, FSA densities declined for P. areolatus and E. polyphekadion. Conversely, following the first year of monitoring, E. fuscoguttatus densities increased. These inter-specific differences may reflect variable responses to fishing as shown elsewhere, or for example, differences in recruitment success. In response to known declines in FSAs of these species, in 2018 the Solomon Islands government placed a nationwide ban on these species' harvest and sale between October and January. As this study shows, this ban does not encompass the peak aggregation period at Njari and will offer limited protection to other FSAs of these species that are known to vary in reproductive seasonality across the Solomon Islands. A more biologically meaningful and practical management strategy would be to implement a nationwide ban on the harvest and sale of these groupers each month between full and new moons when these FSAs form consistently throughout the country. Since effective management of FSAs typically requires a combined approach, spatial management that protects both spawning sites and reproductive migratory corridors is warranted

    Political Economy Analysis and the Aid Industry: The Road to Nowhere?

    Political-economy analysis has been a favourite instrument among donors of development aid since roughly the turn of the century. The usefulness of such forms of analysis has been emphasised because donors realised that their focus on formal aspects of the social and political organisation of countries caused them to overlook important elements of the ‘political economy’ of these countries. As a result of this, political and governance reform programmes, which had become part and parcel of the agenda of development under the Post-Washington Consensus, turned out to be much less effective than anticipated. The call for donor agencies to ‘look behind the façade’ of formal institutions in developing countries has thus come as part of the aid effectiveness agenda. It was argued that the effectiveness of development assistance policies would be enhanced if the realities of social and political power structures in developing countries were mapped and fed into the design of governance reforms targeting those countries. A more or less tacit assumption in this approach was that political-economy analysis would enable donors to identify potential pockets of resistance against the reforms that donors were advocating – hence improving the chances of getting reforms accepted

    Intertidal invertebrate harvesting: a meta-analysis of impacts and recovery in an important waterbird prey resource

    Harvesting of marine invertebrates in intertidal areas often comes into conflict with conservation objectives for waterbird populations of the orders Anseriformes and Charadriiformes. We present a meta-analysis of the relationships between benthic invertebrate communities and various sources of intertidal harvesting disturbance to investigate impacts and recovery in bird prey resources. The effect size (Hedges’ d) of harvesting on benthic species abundance, diversity and biomass was calculated for 38 studies in various locations globally, derived from 16 publications captured through a systematic review process that met the meta-analysis inclusion criteria. A negative response to harvesting disturbance was found for all taxa, including both target and non-target species, that represent important types of waterbird prey. Impacts appear most severe from hand-gathering, which significantly reduces the abundance of target polychaete species, a key prey group for many bird species. Across all gear types, non-target species demonstrate a larger reduction in abundance compared to target species. Recovery trends vary, with differences observed between taxonomic groups and gear/habitat combinations. Abundance of bivalve molluscs, a potentially highly profitable bird prey item, is suppressed for >60 d by mechanical dredging in intertidal mud, while annelid and crustacean abundances demonstrate near recovery over the same period. Data suggest that recovery following harvesting in sandier habitats may in some cases take as long as or longer than in muddy sediments. We recommend management measures to minimise disturbance to benthic prey resources and support conservation objectives for waterbird populations to meet international legal requirements

    Using tourism free-choice learning experiences to promote environmentally sustainable behaviour: The role of post-visit ‘action resources’

    This paper argues the need for the providers of ecotourism and other free‐choice environmental learning experiences to promote the adoption of environmentally sustainable actions beyond their own sites, when visitors return to their home environments. Previous research indicates that although visitors often leave such experiences with a heightened awareness of conservation issues and intentions to adopt environmentally responsible behaviours, only a minority translate these intentions into real actions. Building on research and theory in relation to visitor experiences in free‐choice learning environments, the paper identifies three different stages in the educational process and proposes a strategy for facilitating the translation of visitors' behavioural intentions into the adoption of sustainable actions through the provision of post‐visit action resources

    Sex, size and isotopes: cryptic trophic ecology of an apex predator, the white shark Carcharodon carcharias

    Demographic differences in resource use are key components of population and species ecology across the animal kingdom. White sharks (Carcharodon carcharias) are migratory, apex predators, which have undergone significant population declines across their range. Understanding their ecology is key to ensuring that management strategies are effective. Here, we carry out the first stable isotope analyses of free-swimming white sharks in South Africa. Biopsies were collected in Gansbaai (34.5805°S, 19.3518°E) between February and July 2015. We used Stable Isotope Bayesian Ellipsis in R and traditional statistical analyses to quantify and compare isotopic niches of male and female sharks of two size classes, and analyse relationships between isotopic values and shark length. Our results reveal cryptic trophic differences between the sexes and life stages. Males, but not females, were inferred to feed in more offshore or westerly habitats as they grow larger, and only males exhibited evidence of an ontogenetic niche shift. Lack of relationship between ή13C, ή15N and female shark length may be caused by females exhibiting multiple migration and foraging strategies, and a greater propensity to travel further north. Sharks  3 m, drivers of which may include individual dietary specialisation and temporal factors. The differences in migratory and foraging behaviour between sexes, life stages, and individuals will affect their exposure to anthropogenic threats, and should be considered in management strategies

    Nonconsumptive effects of a predator weaken then rebound over time

    Predators can influence prey traits and behavior (nonconsumptive effects [NCEs]), often with cascading effects for basal resources and ecosystem function. But critiques of NCE experiments suggest that their duration and design produce results that describe the potential importance of NCEs rather than their actual importance. In light of these critiques, we re-evaluated a toadfish (predator), crab (prey), and oyster (resource) NCE-mediated trophic cascade. In a 4-month field experiment, we varied toadfish cue (NCE) and crab density ( approximating variation in predator consumptive effects, CE). Toadfish initially benefitted oyster survival by causing crabs to reduce consumption. But this NCE weakened over time (possibly due to prey hunger), so that after 2 months, crab density (CE) dictated oyster survivorship, regardless of cue. However, the NCE ultimately re-emerged on reefs with a toadfish cue, increasing oyster survivorship. At no point did the effect of toadfish cue on mud crab foraging behavior alter oyster population growth or sediment organic matter on the reef, which is a measure of benthic-pelagic coupling. Instead, both decreased with increasing crab density. Thus, within a system shown to exhibit strong NCEs in short-term experiments (days) our study supported predictions from theoretical models: (a) within the generation of individual prey, the relative influence of NCEs appears to cycle over longer time periods (months); and (b) predator CEs, not NCEs, drive longer-term resource dynamics and ecosystem function. Thus, our study implies that the impacts of removing top predators via activities such as hunting and overfishing will cascade to basal resources and ecosystem properties primarily through density-mediated interactions

    Force-based Cooperative Search Directions in Evolutionary Multi-objective Optimization

    International audienceIn order to approximate the set of Pareto optimal solutions, several evolutionary multi-objective optimization (EMO) algorithms transfer the multi-objective problem into several independent single-objective ones by means of scalarizing functions. The choice of the scalarizing functions' underlying search directions, however, is typically problem-dependent and therefore difficult if no information about the problem characteristics are known before the search process. The goal of this paper is to present new ideas of how these search directions can be computed \emph{adaptively} during the search process in a \emph{cooperative} manner. Based on the idea of Newton's law of universal gravitation, solutions attract and repel each other \emph{in the objective space}. Several force-based EMO algorithms are proposed and compared experimentally on general bi-objective ρ\rhoMNK landscapes with different objective correlations. It turns out that the new approach is easy to implement, fast, and competitive with respect to a (Ό+λ)(\mu+\lambda)-SMS-EMOA variant, in particular if the objectives show strong positive or negative correlations
