    The Semantic Web as a Semantic Soup

    The Semantic Web is currently best known for adding metadata to web pages to allow computers to 'understand' what they contain. This idea has been applied to people by the Friend of a Friend project which builds up a network of who people know through their descriptions placed on web pages in RDF. It is here proposed to use RDF to describe a person and to have their RDF document follow them around the Internet. The proposed technique, dubbed Semantic Cookies, will be implemented by storing a user's RDF in a cookie on their own computer through the browser.     This issue of the Monitor focuses on the role of the G20 in infrastructure, tax and energy governance. The Monitor opens with a reflection on a conference jointly hosted by the Reserve Bank of Australia, the Productivity Commission and the Lowy Institute, titled ‘Financial Flows and Infrastructure Financing’. There is also a note on trade. Key findings Ensuring that the right public infrastructure projects are selected is more important than the question of how they will be financed. As such, the G20 should designate appropriate project selection as the foundation stone of its infrastructure agenda. The MDBs can make a major contribution to reducing the global infrastructure gap, provided their actions begin with the principle of additionality. Private sector involvement is a desirable secondary goal and should be promoted wherever business finance produces a more efficient approach, but it should not supersede the MDBs’ preoccupation with an investment strategy built around value for money. Focusing on infrastructure investment for macroeconomic growth can, but does not automatically, benefit people living in extreme poverty, Australia needs to use its outreach program to talk to LICs about the possible prioritisation of infrastructure investment within the G20 agenda. Australia’s G20 presidency is a rare and time-bound opportunity to influence the process guiding tax reforms around base erosion and profit shifting. Better tax compliance and transparency will help to address poverty and inequality globally and within Asia and the Pacific. The G20 has a number of energy issues on its work program, including energy efficiency, yet it has not adequately addressed the prior need for a revision of the global energy governance framework itself. The G20 should push for an elevation of the International Energy Agency into a truly global forum that brings together all the major energy producers and consumers on equal basis

    The Ages of the Thin Disk, Thick Disk, and the Halo from Nearby White Dwarfs

    We present a detailed analysis of the white dwarf luminosity functions derived from the local 40 pc sample and the deep proper motion catalog of Munn et al (2014, 2017). Many of the previous studies ignored the contribution of thick disk white dwarfs to the Galactic disk luminosity function, which results in an erronous age measurement. We demonstrate that the ratio of thick/thin disk white dwarfs is roughly 20\% in the local sample. Simultaneously fitting for both disk components, we derive ages of 6.8-7.0 Gyr for the thin disk and 8.7 ±\pm 0.1 Gyr for the thick disk from the local 40 pc sample. Similarly, we derive ages of 7.4-8.2 Gyr for the thin disk and 9.5-9.9 Gyr for the thick disk from the deep proper motion catalog, which shows no evidence of a deviation from a constant star formation rate in the past 2.5 Gyr. We constrain the time difference between the onset of star formation in the thin disk and the thick disk to be 1.60.4+0.31.6^{+0.3}_{-0.4} Gyr. The faint end of the luminosity function for the halo white dwarfs is less constrained, resulting in an age estimate of 12.53.4+1.412.5^{+1.4}_{-3.4} Gyr for the Galactic inner halo. This is the first time ages for all three major components of the Galaxy are obtained from a sample of field white dwarfs that is large enough to contain significant numbers of disk and halo objects.     Lactobacillus ruminis strains cluster according to their mammalian gut source

    peer-reviewedBackground Lactobacillus ruminis is a motile Lactobacillus that is autochthonous to the human gut, and which may also be isolated from other mammals. Detailed characterization of L. ruminis has previously been restricted to strains of human and bovine origin. We therefore sought to expand our bio-bank of strains to identify and characterise isolates of porcine and equine origin by comparative genomics. Results We isolated five strains from the faeces of horses and two strains from pigs, and compared their motility, biochemistry and genetic relatedness to six human isolates and three bovine isolates including the type strain 27780T. Multilocus sequence typing analysis based on concatenated sequence data for six individual loci separated the 16 L. ruminis strains into three clades concordant with human, bovine or porcine, and equine sources. Sequencing the genomes of four additional strains of human, bovine, equine and porcine origin revealed a high level of genome synteny, independent of the source animal. Analysis of carbohydrate utilization, stress survival and technological robustness in a combined panel of sixteen L. ruminis isolates identified strains with optimal survival characteristics suitable for future investigation as candidate probiotics. Under laboratory conditions, six human isolates of L. ruminis tested were aflagellate and non-motile, whereas all 10 strains of bovine, equine and porcine origin were motile. Interestingly the equine and porcine strains were hyper-flagellated compared to bovine isolates, and this hyper-flagellate phenotype correlated with the ability to swarm on solid medium containing up to 1.8% agar. Analysis by RNA sequencing and qRT-PCR identified genes for the biosynthesis of flagella, genes for carbohydrate metabolism and genes of unknown function that were differentially expressed in swarming cells of an equine isolate of L. ruminis. Conclusions We suggest that Lactobacillus ruminis isolates have potential to be used in the functional food industry. We have also identified a MLST scheme able to distinguish between strains of L. ruminis of different origin.     Discovery of Four High Proper Motion L Dwarfs, Including a 10 pc L Dwarf at the L/T Transition

    We discover four high proper motion L dwarfs by comparing the Wide-field Infrared Survey Explorer (WISE) to the Two Micron All Sky Survey (2MASS). WISE J140533.32+835030.5 is an L dwarf at the L/T transition with a proper motion of 0.85+/-0.02" yr^-1, previously overlooked due to its proximity to a bright star (V=12 mag). From optical spectroscopy we find a spectral type of L8, and from moderate-resolution J band spectroscopy we find a near-infrared spectral type of L9. We find WISE J140533.32+835030.5 to have a distance of 9.7+/-1.7 pc, bringing the number of L dwarfs at the L/T transition within 10 pc from six to seven. WISE J040137.21+284951.7, WISE J040418.01+412735.6, and WISE J062442.37+662625.6 are all early L dwarfs within 25 pc, and were classified using optical and low-resolution near-infrared spectra. WISE J040418.01+412735.6 is an L2 pec (red) dwarf, a member of the class of unusually red L dwarfs. We use follow-up optical and low-resolution near-infrared spectroscopy to classify a previously discovered (Castro & Gizis 2012) fifth object WISEP J060738.65+242953.4 as an (L8 Opt/L9 NIR), confirming it as an L dwarf at the L/T transition within 10 pc. WISEP J060738.65+242953.4 shows tentative CH_4 in the H band, possibly the result of unresolved binarity with an early T dwarf, a scenario not supported by binary spectral template fitting. If WISEP J060738.65+242953.4 is a single object, it represents the earliest onset of CH_4 in the H band of an L/T transition dwarf in the SpeX Library. As very late L dwarfs within 10 pc, WISE J140533.32+835030.5 and WISEP J060738.65+242953.4 will play a vital role in resolving outstanding issues at the L/T transition.Comment: 45 pages, 12 figures, accepted for publication in Ap

    Consequences of cosmic microwave background-regulated star formation

    It has been hypothesized that the cosmic microwave background (CMB) provides a temperature floor for collapsing protostars that can regulate the process of star formation and result in a top-heavy initial mass function at high metallicity and high redshift. We examine whether this hypothesis has any testable observational consequences. First we determine, using a set of hydrodynamic galaxy formation simulations, that the CMB temperature floor would have influenced the majority of stars formed at redshifts between z=3 and 6, and probably even to higher redshift. Five signatures of CMB-regulated star formation are: (1) a higher supernova rate than currently predicted at high redshift; (2) a systematic discrepancy between direct and indirect measurements of the high redshift star formation rate; (3) a lack of surviving globular clusters that formed at high metallicity and high redshift; (4) a more rapid rise in the metallicity of cosmic gas than is predicted by current simulations; and (5) an enhancement in the abundances of alpha elements such as O and Mg at metallicities -2 < [Fe/H] < -0.5. Observations are not presently able to either confirm or rule out the presence of these signatures. However, if correct, the top-heavy IMF of high-redshift high-metallicity globular clusters could provide an explanation for the observed bimodality of their metallicity distribution.Comment: ApJ in press, 10 pages, emulateap
