    Knowledge visualizations: a tool to achieve optimized operational decision making and data integration

    The overabundance of data created by modern information systems (IS) has led to a breakdown in cognitive decision-making. Without authoritative source data, commanders’ decision-making processes are hindered as they attempt to paint an accurate shared operational picture (SOP). Further impeding the decision-making process is the lack of proper interface interaction to provide a visualization that aids in the extraction of the most relevant and accurate data. Utilizing the DSS to present visualizations based on OLAP cube integrated data allow decision-makers to rapidly glean information and build their situation awareness (SA). This yields a competitive advantage to the organization while in garrison or in combat. Additionally, OLAP cube data integration enables analysis to be performed on an organization’s data-flows. This analysis is used to identify the critical path of data throughout the organization. Linking a decision-maker to the authoritative data along this critical path eliminates the many decision layers in a hierarchal command structure that can introduce latency or error into the decision-making process.     Embryopathic Effects of Waterborne and Sediment-Accumulated Cadmium, Mercury and Zinc on Reproduction and Survival of Fish and Amphibian Populations in Kentucky

    Fish and amphibian egg cultures were used to determine the embryopathic effects of cadmium, mercury, and zinc released from natural and metal-enriched sediments, and to develop egg culture bioassay procedures suitable for monitoring bottom sediments for hazardous contaminants. Eggs of the narrow-mouthed toad (Gastrophryne carolinensis), goldfish (Carassius auratus), and rainbow trout (Salmo gairdnei) were cultured in contaminant-free water added to natural and metal-enriched sediments. Exposure was initiated after fertilization (toad, goldfish) or at 10 days prehatching (trout) and maintained continuously through 4-10 days posthatching. Sediments were enriched with 0.1-100 ppm cadmium and mercury and 1.0-1000 ppm zinc. Natural control sediments contained average concentrations of 0.052 ppm mercury, 1.0 ppm cadmium, and 108.2 ppm zinc. Substantial frequencies of mortality and teratogenesis occurred for all 3 animal species when eggs were cultured over natural elements further enriched with as little as 0.1-1.0 ppm cadmium or mercury and 1-10ppm zinc. Survival of trout embryos and alevins closely paralleled sediment test concentrations. The sediment TL50 concentrations for trout stages cultured from 10 days prehatching through 10 days posthatching were approximately 1ppm for mercury, 2.15 ppm for cadmium, and 210.6 ppm for zinc.     Disease Introduction Is Associated With a Phase Transition in Bighorn Sheep Demographics

    Ecological theory suggests that pathogens are capable of regulating or limiting host population dynamics, and this relationship has been empirically established in several settings. However, although studies of childhood diseases were integral to the development of disease ecology, few studies show population limitation by a disease affecting juveniles. Here, we present empirical evidence that disease in lambs constrains population growth in bighorn sheep (Ovis canadensis) based on 45 years of population‐level and 18 years of individual‐level monitoring across 12 populations. While populations generally increased (λ = 1.11) prior to disease introduction, most of these same populations experienced an abrupt change in trajectory at the time of disease invasion, usually followed by stagnant‐to‐declining growth rates (λ = 0.98) over the next 20 years. Disease‐induced juvenile mortality imposed strong constraints on population growth that were not observed prior to disease introduction, even as adult survival returned to pre‐invasion levels. Simulations suggested that models including persistent disease‐induced mortality in juveniles qualitatively matched observed population trajectories, whereas models that only incorporated all‐age disease events did not. We use these results to argue that pathogen persistence may pose a lasting, but under‐recognized, threat to host populations, particularly in cases where clinical disease manifests primarily in juveniles

    Contact Networks and Mortality Patterns Suggest Pneumonia-Causing Pathogens may Persist in Wild Bighorn Sheep

    Efficacy of disease control efforts is often contingent on whether the disease persists locally in the host population or is repeatedly introduced from an alternative host species. Local persistence is partially determined by the interaction between host contact structure and disease transmission rates: relatively isolated host groups facilitate pathogen persistence by slowing the rate at which highly transmissible pathogens access new susceptibles; alternatively, isolated host groups impede persistence for pathogens with low transmission rates by limiting the number of available hosts and forcing premature fade-out. Here, we use long-term data from the Hells Canyon region to investigate whether variable host contact patterns are associated with survival outcomes for 46 cohorts of bighorn sheep (Ovis canadensis) lambs subject to recurrent pneumonia outbreaks. We build social contact networks for each lamb cohort, and quantify variation in lamb mortality attributable to populations, years, and groups. We then refine estimates of chronic carriage rates in ewes, and disease-induced mortality rates in lambs, by finding parameters for the disease process that produce lamb morality rates similar to those observed when simulated on the observed host contact networks. Our results suggest that summer lamb hazards are spatially structured at the subpopulation level: 92.5 percent of the variation in lamb hazards during pneumonia outbreak years was attributable to sub-population-level groups, whereas 1.7 percent and 5.6 percent were attributable to year and population, respectively.  Additionally, the posterior distribution generated by our disease transmission model suggests that pneumonia-causing pathogens may persist locally in bighorn sheep populations, even during apparently healthy years

    Reflections on the current debate on how to link flood insurance and disaster risk reduction in the European Union

    Flood insurance differs widely in scope and form across Europe. Against the backdrop of rising flood losses a debate about the role of EU policy in shaping the future of this compensation mechanism is led by policy makers and industry. In this paper we investigate if and how current EU policies influence flood insurance. While the question of supply and demand is at the core of the debate, we argue that another key dimension is often overlooked: how to use insurance as a lever for risk reduction and prevention efforts. We investigate if and how current EU policies interplay with these two dimensions and then reflect on the national policy level. We illustrate two conflicting cases of flood insurance: the United Kingdom (UK), where flood insurance provision is widely available, but subject to current reform, and the Netherlands, where efforts to introduce a broad flood insurance coverage have only recently failed. In analysing the current positions on the role of the EU in shaping flood insurance we conclude that there is wide agreement that a complete harmonisation of flood insurance offering across the EU is unlikely to be effective. We determine that there is clear scope for the EU to play a greater role in linking risk transfer and prevention, beyond existing channels, to ensure an integrated approach to flood risk management across the EU
