Proposal for training course on legislative drafting in Hong Kong
Proposal document for training course at the City University of Hong Kong entitled, "Legal Reform and Legislative Drafting Programme"
A Three-Dimensional Voting System in Hong Kong
The voting system in the Legislative Council of Hong Kong (Legco) is
sometimes unicameral and sometimes bicameral, depending on whether the bill is
proposed by the Hong Kong government. Therefore, although without any
representative within Legco, the Hong Kong government has certain degree of
legislative power --- as if there is a virtual representative of the Hong Kong
government within the Legco. By introducing such a virtual representative of
the Hong Kong government, we show that Legco is a three-dimensional voting
system. We also calculate two power indices of the Hong Kong government through
this virtual representative and consider the -dimension and the
-dimension of Legco. Finally, some implications of this Legco model to the
current constitutional reform in Hong Kong will be given
Comment to: "A note on failure of the ladder approximation to QCD" [Phys. Lett. B 640 (2006) 196 ]
In the paper [Hong-Shi Zong, Wei-Min Sun, Phys. Lett. B 640 (2006) 196], the
authors claim that our proof of the inconsistency of the ladder approximation
to QCD [Phys. Lett. B 611 (2005) 129] was incorrect. However, their claim is
based on a derivation which contains a rough mathematical mistake, namely the
unjustified change of variables in the divergent (though regularized)
integrals. In this comment I will show this explicitly, so our conclusion that
the ladder approximation to QCD is inconsistent remains, of course, correct.Comment: 2 pages, no figure, no table

A research study on Hong Kong's building services engineering profession: a review of the building services engineering profession in the United Kingdom
A review of the building services engineering profession in the United Kingdom is considered in this document. It provides supporting information for a comprehensive study into the profession in Hong Kong which is being conducted by Hong Kong Polytechnic University on behalf of the Hong Kong Institution of Engineers. The overall aim of the work is to investigate mechanisms for raising the profile of building services engineers in Hong Kong
Country of origin effect on products from Mainland China in Hong Kong
This study examines the effect of the country of origin cue on Hong Kong consumersâ purchasing of products from the two countriesâChina and Japan. The research findings suggest that the country of origin and brand image are the important evaluative criteria for Hong Kong consumer.
There are three main objectives in the report. First is to explore the overall image of Mainland Chinese products in Hong Kong market. The other is to assess the impact of the country of origin on Mainland Chinese products in Hong Kong market. Last, we make some suggestions for improving the image of Mainland Chinese products in Hong Kong market.
The literature review and survey give the picture of the image of Mainland Chinese products in other markets. Overall, Mainland Chinese products have a negative image in those markets. The country of origin effect influences the country image so much, there has a negative image towards China. Hong Kong people view Mainland Chinese products as old-fashioned, cheap and unattractive.
To alleviate that, the Chinese businesses could improve their marketing strategies in Hong Kong, especially the marketing mix. They could change the product designs and packages with good brand names, put more emphasis on promotions and advertising, and improving the advertisements to adapt to the tastes of Hong Kong consumers. In addition, they could increase the number of retail channels that are more convenient for consumers to get information and easier to find the products. The low price of China brand products in Hong Kong gives people âcheapâ and âlow-classâ impression. So, Mainland Chinese firms should raise the quality of products in order to set a higher price in Hong Kong market

Hong Kong: workfare in the world's freest economy
Workfare was introduced in many countries to suppress welfare dependency and reduce social security expenditures. However, workfare was launched in Hong Kong when there was only a relatively small social security budget and its citizens still strongly adhered to the ideologies of self-reliance. It was found that workfare has performed several functions in Hong Kong. Firstly, it has forced unemployed claimants to give up benefits so that Hong Kong's social security expenditures can be saved. Secondly, workfare had combined with Hong Kong's semi-democratic polity so that extremely stigmatising welfare measures were implemented. Thirdly, it has pushed poor citizens to the labour market without having any protection over wages and working hours. Thus, the combination of workfare and a semi-democratic polity has successfully suppressed Hong Kong's welfare demands and strengthened its self-help spirit. As a result, Hong Kong's minimal social security scheme and its low tax policy have been maintained
Some Remarks on the Final State Interactions in Decays
Careful discussions are made on some points which are met in studying B decay
final state interactions, taking the process as an example.
We point out that --exchange rescatterings are not important, whereas for
and exchanges, since the decay has a large
branching ratio their contributions may be large enough to enhance the branching ratio significantly.
However our estimates fail to predict a large enhancement.Comment: 5 pages, use elsart.sty; The previous version is erroneous in
