У статті подано огляд сучасних підходів до розгляду поняття «децентралізація влади». Систематизовано сутність децентралізації як політико-правової реформи. Досліджено специфіку впливу децентралізації на стимулювання економічного розвитку бізнес-середовища територіальних громад; розглянуто позиції України у міжнародних рейтингах щодо оцінки індикаторів розвитку бізнес-середовища на місцях. На основі проведеного аналізу окреслено перспективи розвитку бізнес-середовища територіальних громад в умовах проведення реформи децентралізації.В статье представлен обзор современных подходов к рассмотрению понятия «децентрализация власти». Систематизированы сущность децентрализации как политико-правовой реформы. Исследована специфика влияния децентрализации на стимулирование экономического развития бизнес-среды территориальных общин; рассмотрены позиции Украины в международных рейтингах по оценке индикаторов развития бизнес-среды на местах. На основе проведенного анализа обозначены перспективы развития бизнес-среды территориальных общин в условиях проведения реформы децентрализации.An overview of modern approaches to the concept of "decentralization of power" is given in the article. The essence of decentralization as a political and legal reform has been systematized. The decentralization specific influence on the stimulation of economic development of territorial communities’ business environment is investigated; Ukraine's position in international rankings based on the assessment of business environment development indicators is described. Peculiarities of social entrepreneurship development at the local level

У статті подано огляд теоретико-методичних та практичних засад соціального підприємництва. Досліджено характерні риси соціального бізнесу, світовий досвід його організації, а також умови формування. Розглянуто сучасні проблеми розвитку даного виду діяльності в Україні, зокрема на місцевому рівні. На основі узагальнення наукових пошуків виокремлено пріоритетні форми господарювання соціальних підприємств у державі (фізична особа-підприємець, приватне підприємство, громадська організація, товариство з обмеженою відповідальністю та сільськогосподарський кооператив). Визначено, що найбільшу підтримку соціальне підприємництво отримує від неурядових некомерційних громадських організацій, які залучають підприємців у соціальні проєкти, надають безкоштовну навчальну, інформаційну та консультативну допомогу. Зазначено, що за умови достатнього обсягу інвестицій у досліджуваний вид бізнесу необхідно створювати передумови для внутрішнього інвестування експортоорієнтованих сфер діяльності соціального призначення, насамперед, на підприємствах малого та середнього бізнесу. Окреслено перспективи розвитку досліджуваної діяльності в умовах територіальних громад, серед яких – прийняття потужної нормативно-правової бази для визначення соціального підприємництва як окремої категорії бізнесу, співпраця із засобами масової інформації для поширення інформації про соціальний бізнес, залучення якомога більшої кількості донорських програм для підтримки діяльності, наявність значних ресурсів, які не задіяні традиційним бізнесом. Зазначено, що ключовим інструментом розвитку соціального підприємництва є підтримка держави, яка повинна супроводжуватися програмами розвитку соціальних підприємств, упровадженнями системи пільгового кредитування, вироблення національної стратегії розвитку соціального підприємництва.The article provides an overview of theoretical, methodological and practical principles of social entrepreneurship. The characteristic features of social business, the world experience of its organization, as well as the conditions of formation are studied. Modern problems of development of this type of activity in Ukraine, in particular at the local level are considered. Based on the generalization of scientific research, the priority forms of management of social enterprises in the state (individual entrepreneur, private enterprise, public organization, limited liability company and agricultural cooperative) are identified. It is determined that the greatest support for social entrepreneurship comes from non-governmental non-profit NGOs, which involve entrepreneurs in social projects, provide free training, information and counseling. It is noted that provided a sufficient amount of investment in the studied type of business, it is necessary to create preconditions for domestic investment in export-oriented areas of social activities, primarily in small and medium enterprises. Prospects for the development of research activities in local communities, including the adoption of a strong legal framework to define social entrepreneurship as a separate category of business, cooperation with the media to disseminate information about social business, attracting as many donor programs to support activities, availability of significant resources that are not involved in traditional business. It is noted that the key tool for the development of social entrepreneurship is the support of the state, which should be accompanied by programs for the development of social enterprises, the introduction of a system of soft loans, the development of a national strategy for social entrepreneurship.The authors received no direct funding for this research

State budget of Ukraine-2023: features of the regulation of financial and economic processes in the conditions of full-scale war

Статтю присвячено вивченню теоретико-методологічних та прикладних аспектів формування державного бюджету країни як інструменту реалізації соціально-економічної політики, а також окреслено його роль у житті суспільства й окремих індивідів. Окрім цього, детальний аналіз присвячено структурним складовим бюджету, а саме: джерелам формування дохідної частини бюджету, до якої входять податкові та неподаткові надходження, офіційні трансферти, цільові фонди, доходи від операцій з капіталом та інші надходження; особливостям розподілу видаткової частини через дослідження головних напрямів спрямування державних коштів. Всебічно охарактеризовано взаємозв’язок між роллю, функціями та завданнями держбюджету України щодо практичної реалізації передового досвіду економічно стабільних країн світу щодо застосування сучасних технологій бюджетування. Розглянуто специфіку реалізації бюджетної політики у кризовий період із врахуванням особливостей чинного законодавства України. Як наслідок, виявлено місце державного бюджету у фінансовій системі України в умовах повномасштабної війни в розрізі забезпечення пріоритетних секторів економіки. На основі запропонованого головного фінансового плану країни на 2023 рік шляхом застосування економіко-статистичних методів, дедукції, синтезу й аналізу проведено аналізування та систематизацію ключових макро- і мікроекономічних показників для з’ясування сучасних закономірностей, тенденцій і процесів соціально-економічного розвитку країни в умовах воєнного стану. Особливу увагу приділено фінансуванню державою у 2023 році оборонної й соціальної сфери, особливостям соціального забезпечення населення та державного боргу. У статті детально висвітлено наявні проблеми й потенційні загрози у бюджетній системі України 2023 року та запропоновано шляхи їх вирішення відповідно до умов країни, що воює.The article is devoted to the study of theoretical, methodological and applied aspects of the formation of the country's state budget as a tool for the implementation of social and economic policy, outlines its role in the life of society and individuals. In addition, a detailed analysis is devoted to the structural components of the budget: sources of the revenue part of the budget, which includes tax and non-tax revenues, official transfers, trust funds, income from capital operations and other revenues; peculiarities of the distribution of the expenditure part through researching the main trends of directing state funds. The correlation between the role, functions and tasks of the state budget of Ukraine regarding the practical implementation of the best experience of economically stable countries of the world regarding the use of modern budgeting technologies is comprehensively characterized. The specifics of budget policy implementation in the crisis period are considered, taking into account the specifics of the current legislation of Ukraine. As a result, the place of the state budget in the financial system of Ukraine in the conditions of a full-scale war in terms of ensuring the priority sectors of the economy was revealed. On the basis of the proposed main financial plan of the country for 2023, through the application of economic and statistical methods, deduction, synthesis and analysis, the analysis and systematization of key macro- and microeconomic indicators was carried out in order to clarify the modern laws, trends and processes of the country's socio-economic development in the conditions of war state. The particular attention is paid to financing defense and social spheres in 2023, the features of social security of the population and the state debt. The article highlights in detail the existing problems and potential threats in the budget system of Ukraine in 2023 and suggests ways to solve them in accordance with the conditions of a country at war.The authors received no direct funding for this research
