An Experimental Study of Auctions Versus Grandfathering to Assign Pollution Permits
We experimentally study auctions versus grandfathering in the initial assignment of pollution permits that can be traded in a secondary spot market. Low and high emitters compete for permits in the auction, while permits are assigned for free under grandfathering. In theory, trading in the spot market should erase inefficiencies due to initial mis-allocations. In the experiment, high emitters exercise market power in the spot market and permit holdings under grandfathering remain skewed towards high emitters. Furthermore, the opportunity costs of “free” permits are fully “passed through.” In the auction, the majority of permits are won by low emitters, reducing the need for spot-market trading. Auctions generate higher consumer surplus and slightly lower product prices in the laboratory arkets. An Experimental Analysis of Auctioning Emissions Allowances under a Loose Cap
The direct sale of emissions allowances by auction is an emerging characteristic of cap-and-trade programs. This study is motivated by the observation that all of the major implementations of cap-and-trade regulations for the control of air pollution have started with a generous allocation of allowances relative to recent emissions history, a situation we refer to as a “loose cap.” Typically more stringent reductions are achieved in subsequent years of a program. We use an experimental setting to investigate the effects of a loose cap environment on a variety of auction types. We find all auction formats studied are efficient in allocating emissions allowances, but auction revenues tend to be lower relative to competitive benchmarks when the cap is loose. Regardless of whether the cap is tight or loose, the different auction formats tend to yield comparable revenues toward the end of a series of auctions. However, aggressive bidding behavior in initial discriminatory auctions yields higher revenues than in other auction formats, a difference that disappears as bidders learn to adjust their bids closer to the cutoff that separates winning and losing bids.auction, carbon dioxide, greenhouse gases, allowance trading, Regional Greenhouse Gas Initiative, RGGI, cap and trade
Collusion in Auctions for Emission Permits: An Experimental Analysis
Environmental markets have several institutional features that provide a new context for the use of auctions and which have not been studied previously. This paper reports on laboratory experiments testing three auction forms -– uniform and discriminatory price sealed bid auctions and an ascending clock auction. We test the ability of subjects to tacitly or explicitly collude in order to maximize profits. Our main result is that the discriminatory and uniform price auctions produce greater revenues than the clock auction, both without and with explicit communication. The clock appears to be more subject to successful collusion because of its sequential structure and because it allows bidders to focus on one dimension of cooperation (quantity) rather than two (price and quantity).auctions, collusion, experiments, carbon dioxide, greenhouse gases
Price Discovery in Emissions Permit Auctions
Auctions are increasingly being used to allocate emissions allowances (“permitsâ€) for cap and trade and common-pool resource management programs. These auctions create thick markets that can provide important information about changes in current market conditions. This paper reports a laboratory experiment in which half of the bidders experienced unannounced increases in their willingness to pay for permits. The focus is on the extent to which the predicted price increase due to the demand shift is reflected in sales prices under alternative auction formats. Price tracking is comparably good for uniform-price sealed-bid auctions and for multi-round clock auctions, with or without end-of-round information about excess demand. More price inertia is observed for “pay as bid†(discriminatory) auctions, especially for a continuous discriminatory format in which bids could be changed at will during a pre-specified time window, in part because “sniping†in the final moments blocked the full effect of the demand shock.auction, greenhouse gases, price discovery, cap and trade, emission allowances, laboratory experiment
Examining Perceptions of Online Harassment among Constables in England and Wales
The ubiquity of the Internet and computer technology has enabled individuals to engage in bullying, threats, and harassing communications online. Limited research has found that local line officers may not view these offenses as serious compared to real world crimes despite their negative physical and emotional impact on victims. The perceptions of officers can produce poor interactions with victims during calls for service, particularly victim blaming, which can reduce citizens’ confidence in police agencies generally. However, local law enforcement agencies are increasingly mandated to respond to these cases, calling to question how their views may impact the community. This study examined the attitudinal and demographic factors associated with the negative views of online harassment and bullying within a sample of 1,348 constables from 34 local agencies across England and Wales. The study found that constables with negative views toward cybercrimes and worked in agencies with inconsistent messaging related to online crimes were more likely to view online harassment as less serious and believe that these offenses could be avoided by victims. Quantitative measures for the management and comparison of annotated genomes
<p>Abstract</p> <p>Background</p> <p>The ever-increasing number of sequenced and annotated genomes has made management of their annotations a significant undertaking, especially for large eukaryotic genomes containing many thousands of genes. Typically, changes in gene and transcript numbers are used to summarize changes from release to release, but these measures say nothing about changes to individual annotations, nor do they provide any means to identify annotations in need of manual review.</p> <p>Results</p> <p>In response, we have developed a suite of quantitative measures to better characterize changes to a genome's annotations between releases, and to prioritize problematic annotations for manual review. We have applied these measures to the annotations of five eukaryotic genomes over multiple releases – <it>H. sapiens</it>, <it>M. musculus</it>, <it>D. melanogaster</it>, <it>A. gambiae</it>, and <it>C. elegans</it>.</p> <p>Conclusion</p> <p>Our results provide the first detailed, historical overview of how these genomes' annotations have changed over the years, and demonstrate the usefulness of these measures for genome annotation management.</p
Exploring information sharing with families making decisions about gastrostomy feeding for children with neurodisabilities
PhD ThesisFeeding difficulties are common in children with neurodisabilities. If children have problems safely swallowing adequate food or fluid, gastrostomy (GT) feeding via a tube through the abdominal wall may be offered to augment or replace oral feeding. Systematic reviews have indicated that the risks and benefits of the procedure in this patient group are unclear. Prior retrospective research has highlighted how for mothers, uncertainty about this procedure can result in decisional stress and conflict, leading to delays in GT placement. By contrast, high levels of maternal satisfaction with the GT tube have been identified once it has been placed. The perceptions and experiences of other stakeholders taking part in the decision-making process, most notably fathers, has not yet been explored.
This study aimed to investigate GT decision-making experiences for families with children with neurodisabilities. The first arm of the study is retrospective and uses an Interpretative Description to explore the perspectives of 26 family members and seven healthcare professionals involved in making decisions about GT placement. This is reinforced by two short interviews with children with neurodisabilities who had the decision made about them. In the second arm of the project, a longitudinal study was completed with one family, including analysis of the clinical encounters where the family actively discuss GT placement with their clinical team.
Four key themes have been identified: maternal embodiment, the pleasure and commensality of food and drink, feeding as care, and normalisation and stigma. Key differences in the views of mothers, fathers and other stakeholders emerged around these themes. This research also demonstrates how GT decision-making needs to be understood as a distributed process across time and place. Clinical encounters require delicate interactional work. They should provide the interactional space to allow stakeholders the opportunity to participate in the processes of information sharing, evaluation of risks and benefits, and decision-making around feeding method.Institute of Health and Society at Newcastle Universit
