Hacia un nuevo concepto de política pública

The main purpose of this article is to establish a critical stance against public policy in the fight against drug trafficking in Colombia, at the same time to provide an analysis of the effectiveness of the National Integral Plan for the Substitution of Illicit Use Crops as a tool to stop the planting, production and trafficking of drugs in the national territory. It is recognized that this phenomenon has taken on great importance at the national and international levels, and has become one of the main focuses that has promoted the degradation of the social fabric over the last fifty years. In that order, we will first cover the theoretical conception of a public policy, and then refer to the effectiveness of the PNIS at the local level.El presente artículo tiene como propósito fundamental establecer una postura crítica frente a la política pública en la lucha contra el narcotráfico en Colombia, y a su vez proporcionar un análisis sobre la efectividad del Plan Integral Nacional de Sustitución de Cultivos de Uso Ilícito como herramienta para frenar la siembra, producción y tráfico de drogas en el territorio nacional. Pues se reconoce que este fenómeno ha tomado gran trascendencia en el ámbito nacional e internacional, y se ha convertido en uno de los principales focos que ha promovido la degradación del tejido social a lo largo de los últimos cincuenta años.
