    Prospect of the Establishment of Research and Development Institutions in East Kalimantan Province-Indonesia

    Referring to the Regulation of the Minister of Home Affairs No. 20 Year 2011, this study aims to investigate the readiness of local government in East Kalimantan Province in forming Research and Development (R & D) institution, as well as to determine the driving and inhibiting factors in developing R & D institution as a regional working unit (SKPD). This research uses descriptive method with qualitative approach. Based on the result, it is concluded that the regions that are relatively better prepared and will have to form R & D institution in the short term are Samarinda City, Balikpapan City, Berau Regency and Penajam Paser Utara Regency, while Bontang City, Paser Regency and Kutai Barat Regency should form R & D institution in the the medium-long term. The main driving factors in forming the ​​R & D institutions are the availability of budget, whereas the inhibiting factors are human resources, products, publications and technology.     Evaluasi Penerapan Model Pembelajaran E-Learning pada Pelatihan Dasar Calon Pegawai Negeri Sipil

    Technological developments in the industrial 4.0 revolution era have driven changes in the ways of work and use of resources in the digital era. Likewise, training mechanism, from conventional learning patterns to the network learning (online). Training and development in the government environment has discussed aggressively the concept of e-learning to provide new learning alternatives for trainees. This research used a qualitative-descriptive tried to evaluate the effectiveness of e-learning model in the Basic Training of Prospective Civil Servants. The results showed that the implementation of e-learning was effective enough to be used to increase participants' understanding of the training subjects. The quality and sustainability of the use of e-learning need to be improved so that it can effectively complement classical learning (blended learning). Mapping of efforts to optimize e-learning has also been identified starting from revamping the e-learning system/ application, learning facilitators, implementation time, and the need to adapt conventional learning elements. Begitu juga mekanisme pelatihan, dari pola pembelajaran konvensional secara klasikal ke pembelajaran dalam jaringan (daring). Pelatihan dan pengembangan di lingkungan pemerintahan sudah mulai gencar mengadopsi konsep pembelajaran e-learning guna memberikan alternatif pembelajaran baru bagi peserta pelatihan. Penelitian ini secara kualitatif-deskriptif mencoba mengevaluasi efektivitas penerapan model pembelajaran secara e-learning pada lingkup Pelatihan Dasar Calon Pegawai Negeri Sipil. Hasil studi ini mengindikasikan bahwa implementasi e-learning cukup efektif digunakan untuk meningkatkan pemahaman peserta terhadap mata pelatihan. Kualitas dan keberlangsungan penggunaan e-learning perlu ditingkatkan sehingga dapat secara efektif melengkapi pembelajaran klasikal (blended learning). Pemetaan terhadap upaya mengoptimalkan e-learning juga telah diidentifikasi mulai dari pembenahan sistem/aplikasi e-learning, fasilitator pembelajaran, waktu pelaksanaan, dan perlunya adaptasi unsur-unsur pembelajaran konvensional.     Exploring Innovation Based on Service User Complaints to Increase Satisfaction

    Increasing service user satisfaction levels is a goal for public service providers. Service user satisfaction surveys are often conducted to describe the level of service user satisfaction that services provided. However, service providers are less able to utilize the results of the surveys to conducting innovation or breakthroughs to improve service user satisfaction. This study used an explorative approach to analyze the level of satisfaction for service users in four public health centers (Puskesmas) in Bontang City, Indonesia. The method used was two stages survey of 1,449 respondents throughout 2019. The complaint in the first survey was the basis for innovating improvements in public services by using the concept of rapid innovation. The results showed that with the short-term innovations that had been implemented, there had been a significant increase in public satisfaction with the services of the Puskesmas.     Strategi Pemetaan Kompetensi pada Seleksi Calon Penghulu di Lingkungan Kantor Wilayah Kementerian Agama Kalimantan Timur dan Kalimantan Utara

    Changes in the candidate selection process is a strategy in to improve human resources under the spirit of bureaucratic reform within the Ministry of Religious Affairs of Indonesia. The selection of position selection must pay attention to the competency mapping, as stipulated in Decree of Minister of Religion of the Republic of Indonesia Number 208 the Year 2017 concerning guidelines for adjustment/inpassing, competency test, and determination of functional needs of penghulu. This This research was a descriptive method with a qualitative approach, namely through a diagnosis from the desk research and review of the results of the competency test and core reports on the selection of prospective leaders in the Ministry of Religious Affairs of Republic Indonesia, East Kalimantan and North Kalimantan regional office. The results of the study showed that competency mapping strategies carried out in the selection of functional need of penghulu produce a profile officer that can be source information of candidate capability. This is conducted for the needs of functional development of penghulu in the future Competency mapping strategies need to be carried out continuously so that all the functional positions of penghulu can be optimally enhanced. Keywords: Selection, Strategy, Competence Mapping, Penghulu Abstrak Perubahan proses seleksi calon penghulu merupakan strategi dalam memperbaiki area perubahan sumber daya manusia sesuai dengan semangat reformasi birokrasi di lingkungan Kementerian Agama Republik Indonesia. Seleksi jabatan harus memperhatikan pemetaan kompetensi, sebagaimana yang diatur dalam Keputusan Menteri Agama Republik Indonesia Nomor 208 Tahun 2017 tentang Pedoman Penyesuaian/ Inpassing, Uji Kompetensi dan Penetapan Kebutuhan Jabatan Fungsional Penghulu. Penelitian ini bersifat deskriptif dengan pendekatan metode kualitatif, yaitu melalui analisis dari desk riset dan telaah hasil laporan uji kompetensi inti dan kompetensi manajerial pada seleksi calon penghulu di Kementerian Agama Republik Indonesia Kantor Wilayah Kalimantan Timur dan Kalimantan Utara. Hasil penelitian menunjukkan bahwa strategi pemetaan kompetensi yang dilakukan dalam seleksi jabatan fungsional penghulu memberikan hasil profil pegawai yang dapat dijadikan salah satu sumber informasi kemampuan peserta seleksi. Hal ini dilakukan untuk kepentingan pengembangan kepegawaian para fungsional penghulu dimasa yang akan datang. Strategi pemetaan kompetensi perlu terus dilakukan sehingga semua jabatan fungsional penghulu ini dapat ditingkatkan kompetensinya secara optimal.     Peran Inspektorat Daerah Kota Samarinda Dalam Mempertahankan Opini Wajar Tanpa Pengecualian (WTP)

    Local government will gain prestige if the examination accounting performance of local government gets an unqualified opinion (WTP) from BPK. The opinion shows that the performance of the local government is in accordance with the principle of accountability. However, not all of local governments be able to achieve the predicate of WTP, because indeed to get it is not easy. Therefore, it is necessary for agencies to be the leading sector to assist all OPDs in preparing the accounting performance reports of each agency before the BPK enters, and the agency is the Inspectorate. This research aims to describe the role of Inspectorate in Samarinda City in defending the WTP predicate.Using a qualitative approach and descriptive analysis, in-depth interviews were conducted to officials from the Inspectorate and Regional Financial Management Agency (BPKAD) to validate the data. The conclusions obtained were that the Inspectorate had several roles in maintaining the WTP predicates in Samarinda City, namely: the role of facilitation, guidance, and verification for the OPD, the coordination role for the DPRD, the role of coordination and facilitation for the BPK, and the role of reporting and input to regional heads to take further policy steps. Keywords: Inspectorate’s Role, Supervision, Local Government Performance, Unqualified Opinion Abstrak Mendapatkan hasil pemeriksaan kinerja pemerintah daerah dengan predikat opini Wajar Tanpa Pengecualian (WTP) dari BPK merupakan suatu prestise tersendiri bagi daerah. Predikat inilah yang menunjukkan bahwa laporan kinerja keuangan pemerintah daerah sudah sesuai dengan prinsip akuntabilitas. Namun demikian belum semua daerah mampu mencapai derajat WTP, karena memang untuk mendapatkannya tidak mudah. Oleh karenanya perlu instansi yang menjadi leading sector untuk mendampingi seluruh OPD dalam menyusun laporan kinerja keuangan masing-masing instansi sebelum BPK masuk, dan instansi tersebut adalah Inspektorat. Penelitian ini mencoba memberikan gambaran bagaimana peran Inspektorat Daerah Kota Samarinda dalam mendukung predikat WTP yang dalam beberapa tahun ini telah diraih oleh Kota Samarinda. Menggunakan pendekatan kualitatif dan analisis deskriptif, dilakukan in-depth interview kepada para pejabat dan stakeholder dari Inspektorat serta Badan Pengelola Keuangan Daerah (BPKAD) agar dapat dilakukan kroscek terhadap data yang ada. Kesimpulan yang diperoleh adalah Inspektorat memiliki beberapa peran dalam mempertahankan predikat WTP di Kota Samarinda, antara lain peran fasilitasi, pembinaan, serta verfikasi bagi OPD, peran koordinasi bagi DPRD, peran koordinasi dan fasilitasi bagi BPK, dan peran pemberi bahan laporan dan masukan bagi kepala daerah untuk mengambil langkah kebijakan lebih lanjut.     Analisis Besaran Tambahan Penghasilan Bagi Aparatur Pemerintah Daerah Dengan Metode Indeks Insentif Jabatan

    This paper descriptively presents a concept of supplementary income calculation for civil servants simulated using Job Incentive Index method. It seriously takes into account the amount of local budget (APBD) allocated for additional income of civil servants (TPP), Number of Regional Civil Servants, and aligned with various related regulations. Using mix-method approach obtained the amount of TPP for each level of job proportionally and based on work performance. This paper also includes key considerations that need to put a concern before the TPP policy is formulated. Consequently, the implementation of TPP can bring “good news†to civil servants themselves and the local government performance as a whole. Furthermore, it is expected not to burden any local budget allocation in other sectors.  Keywords: Job Incentive Index, Additional Income Tulisan ini menyajikan secara deskriptif konsep perhitungan pemberian tambahan penghasilan bagi PNS yang disimulasikan dengan metode Indeks Insentif Jabatan yang secara serius memperhatikan besarnya APBD yang dialokasikan untuk tambahan penghasilan PNS (TPP), banyaknya aparatur daerah yang dimiliki, serta menyelaraskannya dengan berbagai regulasi yang terkait. Dengan menggunakan pendekatan mix-method diperoleh besaran TPP untuk setiap tingkatan jabatannya yang proporsional dan berbasis pada performance kerja.     Hubungan Antara Religiusitas dan Dukungan Sosial dengan Subjective Well-Being Mahasiswa Solo Raya

    Soloraya students who have good subjective well-being will be able to manage their thoughts and feelings so as to create well-being within themselves. The purpose of this study was to examine the relationship between religiosity and social support with the subjective well-being of students throughout Soloraya. This research uses a correlational quantitative approach with the criteria of a sample of active students who study at universities in Soloraya and are Muslim. The number of samples used was 347 respondents using a purposive sampling technique and then data collection tools were in the form of religiosity, social support, and subjective well-being scales which were distributed via the Google form. The data analysis technique in this study used multiple linear regression. The results of this analysis are that there is a significant relationship between religiosity and social support with subjective well-being, with the result R = 0.340; p < 0.05. Then religiosity and subjective well-being with r=0.284; P < 0.05 which means there is a significant positive relationship between religiosity and student subjective well-being. Then social support and subjective well-being obtained r = 0.253; p <0.05 means that there is a significant positive relationship between social support and student subjective well-being. The effective contribution between the two variables in this study is 11.53% with details of the contribution of the religiosity variable of 6.65% while the social support variable is 4.88% while 88.47% is related to other variables. The results of the categorization show that Soloraya students have a very high level of religiosity, then high social support and high subjective well-being

    MODEL REFOMASI BIROKRASI DI KABUPATEN TANAH BUMBU (MODEL OF BUREAUCRATIC REFORMS IN TANAH BUMBU REGENCY)

    This study aims to determine the approaches used and the driving factors of the bureaucratic reforms implemented in Tanah Bumbu Regency. Direct data collection was conducted in March 2014. The in-depth interviews carried out to the main respondent: the public and the government, in order to obtain complete and balanced overview of the performance of local governments. In addition, the approach used is library research, by collecting/studying secondary data: books, journals, research results, proceedings, and other information that support this study. The results of this study showed that at the beginning of the reform, Regent of Tanah Bumbu implement a model of power-coercive known as “Ilahiyah Management“to encourage discipline of the apparatus. Leadership models of the new regent, just continue the model (Ilahiyah Management) with normative-re-educative approach: an attempt to maintain the system continues to run well, and be awork culture of the apparatus. Furthermore, another factor that drives the success of reforms in Tanah Bumbu is reformist leadership factors that focus on: Education, Health, and Infrastructure, known as Tri Dharma Development.Keywords : bureaucratic reform, Ilahiyah Management, LeadershipPenelitian ini bertujuan untuk mengetahui pendekatan yang digunakan pemerintah daerah dan faktor pengungkit pada reformasi birokrasi di Kabupaten Tanah Bumbu. Pengumpulan data secara langsung dilakukan pada bulan Maret 2014. Mekanisme in-depth interview digunakan dengan snowball approach pada responden dari publik dan pemerintah agar diperoleh gambaran utuh dan berimbang terhadap kinerja pemerintah daerah. Pendekatan library research juga digunakan dengan mengumpulkan/ mempelajari data sekunder berupa buku, jurnal, hasil penelitian, proceeding, serta informasi lainnya yang menunjang. Metode deskriptif kualitatif digunakan untuk memahami realitas yang terjadi, menggambarkan kondisi yang disertai analisis, dan untuk memberikan rekomendasi. Hasil penelitian ini menunjukkan bahwa pada awal reformasi diterapkan model kekuasaan-koersif yang dikenal dengan Manajemen Ilahiyah untuk mendorong terciptanya kedisiplinan aparatur. Bupati saat ini melanjutkan model tersebut (Manajemen Ilahiyah) dengan pendekatan normatif-reedukatif, sebagai upaya menjaga sistem tetap berjalan dengan baik dan menjadi sebuah budaya kerja aparatur. Faktor lain yang menjadi pengungkit suksesnya reformasi di Kabupaten Tanah Bumbu adalah faktor kepemimpinan reformis yang fokus pada: pendidikan, kesehatan, dan infrastruktur atau dikenal dengan Tri Dharma Pembangunan.Kata Kunci : Reformasi Birokrasi, Manajemen Ilahiyah, Kepemimpina

    Public Servant Competency Development of National Capital (IKN) Buffer Regions as a Policy Approach in Indonesia

    Civil Servant (ASN) competency development in the buffer zone/partner regions of the Capital City of the Archipelago (IKN) has a high level of urgency to be immediately fulfilled so that the role of support for IKN can run optimally on the one hand and increase regional competitiveness on the other. From the results of data collection in the field (questionnaire distribution and in-depth-interview) as well as secondary data analysis on local governments directly adjacent to IKN, namely the Government of Balikpapan City, Samarinda City, Penajam Paser Utara Regency (PPU) and Kutai Kartanegara Regency (Kukar). There are several causes of problems related to ASN competency development in the IKN buffer/partner areas, namely 1) the lack of budget owned by the local government to meet competency development needs, 2) incompatibility of formal educational background with ASN positions, and 3) commitment of regional leaders who have not made competency development as one of the regional strategic programs. The general similarity of competency development models that are often practiced by all IKN buffer/partner regions are learning assignments in the education channel, training, technical guidance and seminars through classical competency development channels, webinar models for non-classical competency development, Community of Practice (CoP), and competency development through Benchmarking. From the review of the context of existing policy issues, there are four strategies to strengthen the competency development policy of ASN in IKN partner areas, namely (1) expansion of a more varied and low-cost competency development model; (2) prioritization of competency development policies for ASN in IKN partner areas; (3) completing the competency development planning documents of ASN in IKN partner areas; and (4) involvement of ministries / agencies for competency transfer in affirmative program for competency development of ASN in IKN partner areas.     Lapindo Brantas mud?ow disaster in Porong Sidoarjo is blurred portrait of uncontrolled exploitation of natural resources so well that a systemic effect and extends not only to the community but also business and other sectors of the economy. This article intends to describe the dynamics of disaster managementpolicies in the region in the era of regional autonomy. Based on the facts on theground, most of the region do not yet have suf?cient awareness to mainstream disaster risk reduction in development planning policy. Dif?culties in integration policies because of its complexity policies should synergize. Ranging from disaster management policy itself (Act No. 24 of 2007), policy development planning (Law No. 25 of 2004), ?nancial policy areas (Law No. 17 of 2004) and local government policy (Law No. 32 of 2004 which has now been replaced by Law No. 23 of 2014). This complexity is also complicated by the problems caused by not singkronnya relationships between the content in these policies as well as at the level of cultural policies (perception, attitude and behavior) at the level of the public and policy makers. Tujuan penulisan ini ingin menguraikan tentang dinamika kebijakan penanggulangan bencana di daerah pada era otonomi daerah. Berdasarkan fakta di lapangan, sebagian besar daerah belum memiliki kesadaran yang memadai untuk mengarusutamakan pengurangan resiko bencana dalam kebijakan perencanaan pembangunannya. Kesulitan dalam pengintegrasian kebijakan karena kompleksitasnya kebijakan yang harus di sinergikan. Mulai dari kebijakan penanggulangan bencana itu sendiri (UU No 24 Tahun 2007), kebijakan perencanaan pembangunan (UU No 25 Tahun 2004), kebijakan keuangan daerah (UU No 17 Tahun 2004) dan kebijakan pemerintahan daerah (UU No 32 Tahun 2004 yang sekarang telah diganti dengan UU No 23 Tahun 2014). Kompleksitas ini juga diperumit lagi dengan persoalan-persoalan yang disebabkan oleh tidak singkronnya relasi antar isi dalam kebijakan-kebijakan tersebut serta pada aras budaya kebijakan (presepsi, sikap dan perilaku) pada level masyarakat dan pembuat kebijakan.
