    Economic Impact of Plan Colombia's Alternative Development Program

    Overall, the investment projects of Plan Colombia in its program Alternative Development as evaluated in this work, which are equivalent to a foreign capital inflow of US$ 1164.5 million (for about 4 years) may increase GDP by about 1.2 percentage points, and lead to an increase in employment of 0.9 percentage points. The effect is reflected in the increase in both rural and urban incomes and a small improvement in income distribution.     En México se pueden ver los efectos del crecimiento poblacional, de la baja producción agrícola y de los niveles de pobreza y desigualdad que repercuten en la mala alimentación de los pobladores del país. Los factores de los cuales se habla son: la disponibilidad de alimentos, el acceso a los alimentos, la estabilidad y la utilización de los alimentos. Las plantaciones de ramón son una alternativa social, económica y ambiental para la producción de alimentos alternativos con alto valor nutricional; sin embargo, las bondades de este cultivo son desconocidas para la mayor parte de la población del sur del estado de Yucatán, por lo que tendrá que darse un proceso amplio de información de las cualidades del consumo de dichos alimentos. En el ámbito económico y ambiental, esta producción alternativa genera expectativas alentadoras puesto que las plantaciones pueden aprovecharse de manera integral utilizando el sistema agroforestal, ya que evitan la erosión del suelo, no implican el uso de agroquímicos y contribuyen a la diversidad nativa de la región del sur de Yucatán propiciando un desarrollo sustentable y productivo. Analizando la viabilidad social, económica y ambiental de la incorporación de tecnologías agroforestales para la producción de plantaciones con árboles de ramón como alternativa alimentaria se plantea una estrategia de información con sustento ambiental por ser un recurso local. Asimismo, se busca convencer del consumo de productos derivados del ramón como una opción para mejorar la nutrición e ingresos de los habitantes de la región, a través de un modelo de plantación agroforestal sustentable que incorpore árboles de ramón favoreciendo el uso integral de la planta

    Tax exemptions: fiscal cost and incidence analysis

    The fiscal situation in Colombia has been deteriorating over recent years, as seen in various fiscal indicators. Among the policy actions that can be made to avoid making the situation worse, is the increase of tax collections and thus generate an increase in revenue for the nation. Using a computable general equilibrium model, we estimate the effect of total and partial elimination of current fiscal exemptions. It is found that a full elimination of exemptions, leads to a more neutral tax system, allowing the partial recovery of public finances and economic growth prospects.Fiscal exemptions; Computable General Equilibrium Model

    ¿Es posible alcanzar los Objetivos del Milenio en Colombia? Una evaluación de estrategias de focalización y financiamiento

    Using the methodology of simulations from a model dynamic computable general equilibrium, which includes a module that involves behavior of the Millennium Development Goals (MDGs) assesses the potential macroeconomic and social effects of different ways to achieve those objectives in Colombia. Given the complementarity between each of the objectives, the strategy to achieve in education, health and water supply and sewage could be financed through taxation, since there is serious problems implementation when funding is raised through debt. From a micro-simulation exercise assesses the impact of such strategies on poverty and income distribution, which reported modest progress in reducing poverty, due, primarily to positive behavior in the rate of unemployment on poverty; the results are encouraging, because it is very close to meeting the objective. This makes clear that a country like Colombia requires more than achieving the other MDGs, to achieve the goals in poverty

    The paper documents a dynamic general equilibrium model for Colombia based on national accounts from 1999. The paper is part of a project intended to develop a capacity for the the design, specification, and application of computable models within the Colombian Ministry of Finance and Department of National Planning. Our analytical framework includes both forwardlooking expectations and Harris-Todaro labor markets. In the present paper we compare numerical results from the dynamic model with simpler static and steady-state formulations to highlight the importance of transitional effects in evaluating tax policy reform. Our applications include measurement of the marginal cost of funds from different tax bases and the evaluation of discrete changes in tariff structure. The structure of the labor and intermediate credit markets have important implications for the ranking alternative tax reform proposals
