    LANDSAT observations of ocean dump plume movement and dispersion

    The author has identified the following significant results. Eighteen LANDSAT images were analyzed to study the dispersion and movement of ocean dump plumes thirty-eight miles southeast of Cape Henlopen, Delaware, at the disposal site for waste discharged from a plant producing titanium dioxide. Long visual persistence was explained by the formation of a suspended ferric floc. Spectrometric measurements indicate that upon combining with sea water the acid waste develops a strong reflectance peak in the band 0.55 to 0.60 micron region, resulting in a stronger contrast in the MSS band 4 than the other bands. Predominant direction of movement of the waste plumes was to the southeast. Average drift velocity for surface drogues and the waste plumes was about 0.5 knots. The water at the test site was highly stratified and stable in the summer and nearly homogenous in the winter

    Design considerations for the airframe-integrated scramjet

    Research programs at the NASA Langley Research Center on the development of airframe-integrated scramjet concepts (supersonic combustion ramjet) are reviewed briefly. The design and performance of a specific scramjet configuration are examined analytically by use of recently developed and substantiated techniques on boundary-layer development, heat transfer, fuel-air mixing, heat-release rates, and engine-cycle analysis. These studies indicate that the fixed-geometry scramjet module will provide practical levels of thrust performance with low cooling requirements. Areas which need particular emphasis in further development work are the combustor design for low speeds and the integrated nozzle design

    Studies of Current Circulation at Ocean Waste Disposal Sites

    The author has identified the following significant results. Acid waste plume was observed in LANDSAT imagery fourteen times ranging from during dump up to 54 hours after dump. Circulation processes at the waste disposal site are highly storm-dominated, with the majority of the water transport occurring during strong northeasterlies. There is a mean flow to the south along shore. This appears to be due to the fact that northeasterly winds produce stronger currents than those driven by southeasterly winds and by the thermohaline circulation. During the warm months (May through October), the ocean at the dump site stratifies with a distinct thermocline observed during all summer cruising at depths ranging from 10 to 21 m. During stratified conditions, the near-bottom currents were small. Surface currents responded to wind conditions resulting in rapid movement of surface drogues on windy days. Mid-depth drogues showed an intermediate behavior, moving more rapidly as wind velocities increased

    The minimum free-stream wind speed for initiating motion of surface material on Mars

    Estimates of the minimum free-stream wind speed that is required for initiating the motion of surficial material on Mars have ranged from 30 to about 200 meters per second. Thus the best value for this quantity is not well established. Graphical comparison of much of the pertinent data taken in the laboratory and in the field on Earth provides a minimum value for the Bagnold coefficient of 0.08 and this in turn provides a minimum value for the threshold friction velocity of 1.3 meters per second for initiating motion of particulate matter on Mars at low elevations where the pressure is 7 millibars. The most appropriate value of the ratio of friction velocity to free-stream velocity for putative unstable condition appears to be 0.026. Thus the minimum free-stream wind speed for initiating motion is obtained as 50 meters per second. If the surface material on Mars, however, is less cohesive than that on earth, the minimum value may be smaller

    Telecommunications reform in Malawi

    In 1998 the Government of Malawi decided to reform its telecommunications sector. Although the reform was ambitious in some ways, it was modest when compared with the most ambitious reforms adopted elsewhere in Sub-Saharan Africa. The two main accomplishments were splitting the incumbent fixed line monopoly, the Malawi Post and Telecommunications Corporation, into two companies-Malawi Telecommunications Limited (MTL) and Malawi Post Corporation (MPC)-and issuing two new cellular licenses to two new private entrants. In addition, the Government also established a new regulator which was separate from, but heavily dependent on, the Ministry of Information and liberalized entry in value-added and Internet services. However, the Government had neither privatized the fixed-line telecommunications operator nor introduced competition in fixed-line services by the end of 2002. Clarke, Gebreab, and Mgombelo discuss sector performance before reform, details of the reform, the political motivation for reform, and events in the five years following the reform. The reform yielded mixed results.     Thermal expansion in the nickel-chromium-aluminum and cobalt-chromium-aluminum systems to 1200 degrees C

    Thermal expansion data were obtained on 12 Ni-Cr-Al and 9 Co-Cr-Al alloys by high temperature X-ray diffraction. The data were computer fit to an empirical thermal expansion equation developed in the study. It is shown that the fit is excellent to good, and that the expansion constants depend on phase but not on composition. Phases for the Ni-Cr-Al system and Co-Cr-Al system are given. Results indicate that only alpha Cr has an expansion constant low enough to minimize oxide spalling or coating cracking induced by thermal expansion mismatch
