Fundamental Performance Limitations for Average Consensus in Open Multi-Agent Systems
We derive fundamental performance limitations for intrinsic average consensus
problems in open multi-agent systems, which are systems subject to frequent
arrivals and departures of agents. Each agent holds a value, and the objective
of the agents is to collaboratively estimate the average of the values of the
agents presently in the system. Algorithms solving such problems in open
systems are poised to never converge because of the permanent variations in the
composition, size and objective pursued by the agents of the system. We provide
lower bounds on the expected Mean Square Error of averaging algorithms in open
systems of fixed size. Our derivation is based on the analysis of an algorithm
that achieves optimal performance for a given model of replacements. We obtain
a general bound that depends on the properties of the model defining the
interactions between the agents, and instantiate that result for all-to-one and
one-to-one interaction models. A comparison between those bounds and algorithms

Resource allocation in open multi-agent systems: an online optimization analysis
The resource allocation problem consists of the optimal distribution of a
budget between agents in a group. We consider such a problem in the context of
open systems, where agents can be replaced at some time instances. These
replacements lead to variations in both the budget and the total cost function
that hinder the overall network's performance. For a simple setting, we analyze
the performance of the Random Coordinate Descent algorithm (RCD) using tools
similar to those commonly used in online optimization. In particular, we study
the accumulated errors that compare solutions issued from the RCD algorithm and
the optimal solution or the non-collaborating selfish strategy and we derive

Random Coordinate Descent for Resource Allocation in Open Multi-Agent Systems
We propose a method for analyzing the distributed random coordinate descent
algorithm for solving separable resource allocation problems in the context of
an open multiagent system, where agents can be replaced during the process. In
particular, we characterize the evolution of the distance to the minimizer in
expectation by following a time-varying optimization approach which builds on
two components. First, we establish the linear convergence of the algorithm in
closed systems, in terms of the estimate towards the minimizer, for general
graphs and appropriate step-size. Second, we estimate the change of the optimal
solution after a replacement, in order to evaluate its effect on the distance
between the current estimate and the minimizer. From these two elements, we
derive stability conditions in open systems and establish the linear
convergence of the algorithm towards a steady-state expected error. Our results
enable to characterize the trade-off between speed of convergence and
robustness to agent replacements, under the assumptions that local functions
are smooth, strongly convex, and have their minimizers located in a given ball.
The approach proposed in this paper can moreover be extended to other

Identification of resistance determinants for a promising antileishmanial oxaborole series
Current treatment options for visceral leishmaniasis have several drawbacks, and clinicians are confronted with an increasing number of treatment failures. To overcome this, the Drugs for Neglected Diseases initiative (DNDi) has invested in the development of novel antileishmanial leads, including a very promising class of oxaboroles. The mode of action/resistance of this series to Leishmania is still unknown and may be important for its further development and implementation. Repeated in vivo drug exposure and an in vitro selection procedure on both extracellular promastigote and intracellular amastigote stages were both unable to select for resistance. The use of specific inhibitors for ABC-transporters could not demonstrate the putative involvement of efflux pumps. Selection experiments and inhibitor studies, therefore, suggest that resistance to oxaboroles may not emerge readily in the field. The selection of a genome-wide cosmid library coupled to next-generation sequencing (Cos-seq) was used to identify resistance determinants and putative targets. This resulted in the identification of a highly enriched cosmid, harboring genes of chromosome 2 that confer a subtly increased resistance to the oxaboroles tested. Moderately enriched cosmids encompassing a region of chromosome 34 contained the cleavage and polyadenylation specificity factor (cpsf) gene, encoding the molecular target of several related benzoxaboroles in other organisms
Le partage de la ressource en eau sur la Durance en 2050 : vers une évolution du mode de gestion des grands ouvrages duranciens ?
Congrès SHF: Water Tensions in Europe and in the Mediterranean: water crisis by 2050?, Paris, FRA, 08-/10/2015 - 09/10/2015International audienceUne vision prospective de la gestion de l'eau du bassin de la Durance et des territoires alimentés par ses eaux à l'horizon 2050 a été élaborée, appuyée par une chaine de modèles incluant des représentations du climat, de la ressource naturelle, des demandes en eau et du fonctionnement des grands ouvrages hydrauliques (Serre-Ponçon, Castillon et Sainte-Croix), sous contraintes de respect des débits réservés, de cotes touristiques dans les retenues et de restitution d'eau stockée pour des usages en aval. Cet ensemble, validé en temps présent, a été alimenté par des projections climatiques et paramétré pour intégrer les évolutions du territoire décrites par des scénarios de développement socio-économique avec une hypothèse de conservation des règles de gestion actuelles. Les résultats suggèrent à l'horizon 2050 : une hausse de la température moyenne de l'air impactant l'hydrologie de montagne ; une évolution incertaine des précipitations ; une réduction des stocks de neige et une fonte avancée dans l'année qui induisent une réduction des débits au printemps ; une diminution de la ressource en eau en période estivale ; une diminution de la demande globale en eau à l'échelle du territoire, cette demande étant fortement conditionnée par les scénarios territoriaux élaborés ici ; la satisfaction des demandes en eau en aval des ouvrages considérées comme prioritaires, au détriment de la production d'énergie en hiver (flexibilité moindre en période de pointe) et du maintien de cotes touristiques en été ;une diminution de la production d'énergie due notamment à la réduction des apports en amont des ouvrages hydroélectriques
A longitudinal survey of African animal trypanosomiasis in domestic cattle on the Jos Plateau, Nigeria:prevalence, distribution and risk factors
BACKGROUND: Trypanosomiasis is a widespread disease of livestock in Nigeria and a major constraint to the rural economy. The Jos Plateau, Nigeria was free from tsetse flies and the trypanosomes they transmit due to its high altitude and the absence of animal trypanosomiasis attracted large numbers of cattle-keeping pastoralists to inhabit the plateau. The Jos Plateau now plays a significant role in the national cattle industry, accommodating approximately 7% of the national herd and supporting 300,000 pastoralists and over one million cattle. However, during the past two decades tsetse flies have invaded the Jos Plateau and animal trypanosomiasis has become a significant problem for livestock keepers. METHODS: In 2008 a longitudinal two-stage cluster survey on the Jos Plateau. Cattle were sampled in the dry, early wet and late wet seasons. Parasite identification was undertaken using species-specific polymerase chain reactions to determine the prevalence and distribution bovine trypanosomiasis. Logistic regression was performed to determine risk factors for disease. RESULTS: The prevalence of bovine trypanosomiasis (Trypanosoma brucei brucei, Trypanosoma congolense savannah, Trypanosoma vivax) across the Jos Plateau was found to be high at 46.8% (39.0 – 54.5%) and significant, seasonal variation was observed between the dry season and the end of the wet season. T. b. brucei was observed at a prevalence of 3.2% (1% – 5.5%); T. congolense at 27.7% (21.8% - 33.6%) and T. vivax at 26.7% (18.2% - 35.3%). High individual variation was observed in trypanosomiasis prevalence between individual villages on the Plateau, ranging from 8.8% to 95.6%. Altitude was found to be a significant risk factor for trypanosomiasis whilst migration also influenced risk for animal trypanosomiasis. CONCLUSIONS: Trypanosomiasis is now endemic on the Jos Plateau showing high prevalence in cattle and is influenced by seasonality, altitude and migration practices. Attempts to successfully control animal trypanosomiasis on the Plateau will need to take into account the large variability in trypanosomiasis infection rates between villages, the influence of land use, and husbandry and management practices of the pastoralists, all of which affect the epidemiology of the disease
The public health control of scabies: priorities for research and action.
Scabies is a parasitic disease of the skin that disproportionately affects disadvantaged populations. The disease causes considerable morbidity and leads to severe bacterial infection and immune-mediated disease. Scientific advances from the past 5 years suggest that scabies is amenable to population-level control, particularly through mass drug administration. In recognition of these issues, WHO added scabies to the list of neglected tropical diseases in 2017. To develop a global control programme, key operational research questions must now be addressed. Standardised approaches to diagnosis and methods for mapping are required to further understand the burden of disease. The safety of treatments for young children, including with ivermectin and moxidectin, should be investigated. Studies are needed to inform optimum implementation of mass treatment, including the threshold for intervention, target, dosing, and frequency. Frameworks for surveillance, monitoring, and evaluation of control strategies are also necessary
