    Review of water supply-demand options for South East Queensland

    This independent review aims to assess the Queensland Government's proposed strategy for meeting the long-term water supply-demand balance for South East Queensland, of which the Traveston Crossing scheme is a major and controversial component. The review, conducted by a team from the ISF at the UTS and Cardno, concludes that a diverse portfolio of options can ensure supply security for South East Queensland (SEQ) well into the future, certainly to 2050. Such options include: increasing water supply availability (supply-side options); decreasing the demand for water (demand-side options); and meeting water supply needs during deep droughts (drought response options). A number of the elements of such a portfolio are already being implemented as part of the current Queensland Government strategy. With the extension and addition of low unit cost demand-side options and supply-side drought response readiness options, a clear conclusion of this study is that the proposed dam at Traveston Crossing on the Mary River is neither necessary nor desirable as a part of the portfolio for ensuring supply security to 2050. The increase in supply from this proposed dam will not assist in the short-term during the current severe drought in which water (from savings and supply) is needed over the next two to three years. Planned completion of the Traveston Crossing Dam Stage 1 is in 2012. Additional time will be needed for the dam to fill, which could take an additional two years, resulting in the yield from this source only potentially being available in 2014. Neither is the Traveston Crossing scheme needed for supply-demand balance in the longer term with the suite of other more appropriate drought response measures being implemented by the Queensland Government and strategy being proposed as part of this study. The proposed dam at Traveston Crossing on the Mary River represents a high total cost, high unit cost, high risk and high environmental and social impact option

    A Mass Bound for Spherically Symmetric Black Hole Spacetimes

    Requiring that the matter fields are subject to the dominant energy condition, we establish the lower bound (4π)−1κA(4\pi)^{-1} \kappa {\cal A} for the total mass MM of a static, spherically symmetric black hole spacetime. (A{\cal A} and κ\kappa denote the area and the surface gravity of the horizon, respectively.) Together with the fact that the Komar integral provides a simple relation between M−(4π)−1κAM - (4\pi)^{-1} \kappa A and the strong energy condition, this enables us to prove that the Schwarzschild metric represents the only static, spherically symmetric black hole solution of a selfgravitating matter model satisfying the dominant, but violating the strong energy condition for the timelike Killing field KK at every point, that is, R(K,K)≤0R(K,K) \leq 0. Applying this result to scalar fields, we recover the fact that the only black hole configuration of the spherically symmetric Einstein-Higgs model with arbitrary non-negative potential is the Schwarzschild spacetime with constant Higgs field. In the presence of electromagnetic fields, we also derive a stronger bound for the total mass, involving the electromagnetic potentials and charges. Again, this estimate provides a simple tool to prove a ``no-hair'' theorem for matter fields violating the strong energy condition.Comment: 16 pages, LATEX, no figure

    Cytochrome oxidase subunit VI of Trypanosoma brucei is imported without a cleaved presequence and is developmentally regulated at both RNA and protein levels

    Mitochondrial respiration in the African trypanosome undergoes dramatic developmental stage regulation. This requires co-ordinated control of components encoded by both the nuclear genome and the kinetoplast, the unusual mitochondrial genome of these parasites. As a model for understanding the co-ordination of these genomes, we have examined the regulation and mitochondrial import of a nuclear-encoded component of the cytochrome oxidase complex, cytochrome oxidase subunit VI (COXVI). By generating transgenic trypanosomes expressing intact or mutant forms of this protein, we demonstrate that COXVI is not imported using a conventional cleaved presequence and show that sequences at the N-terminus of the protein are necessary for correct mitochondrial sorting. Analyses of endogenous and transgenic COXVI mRNA and protein expression in parasites undergoing developmental stage differentiation demonstrates a temporal order of control involving regulation in the abundance of, first, mRNA and then protein. This represents the first dissection of the regulation and import of a nuclear-encoded protein into the cytochrome oxidase complex in these organisms, which were among the earliest eukaryotes to possess a mitochondrion

    Co-ordination between Rashba spin-orbital interaction and space charge effect and enhanced spin injection into semiconductors

    We consider the effect of the Rashba spin-orbital interaction and space charge in a ferromagnet-insulator/semiconductor/insulator-ferromagnet junction where the spin current is severely affected by the doping, band structure and charge screening in the semiconductor. In diffusion region, if the the resistance of the tunneling barriers is comparable to the semiconductor resistance, the magnetoresistance of this junction can be greatly enhanced under appropriate doping by the co-ordination between the Rashba effect and screened Coulomb interaction in the nonequilibrium transport processes within Hartree approximation.Comment: 4 pages, 3 figure

    A Study of the 't Hooft Model with the Overlap Dirac Operator

    We present the results of an exploratory numerical study of two dimensional QCD with overlap fermions. We have performed extensive simulations for U(N_c) and SU(N_c) color groups with N_c=2, 3, 4 and coupling constants chosen to satisfy the 't Hooft condition g^2 N_c =const=4/3. We have computed the meson spectrum and decay constants, the topological susceptibility and the chiral condensate. For U(N_c) gauge groups, our results indicate that the Witten-Veneziano relation is satisfied within our statistical errors and that the chiral condensate for N_f=1 is compatible with a non-zero value. Our results exhibit universality in N_c and confirm once more the excellent chiral properties of the overlap-Dirac operator.Comment: 18 pages, 4 figure

    Cost of Community Integrated Prevention Campaign for Malaria, HIV, and Diarrhea in Rural Kenya

    BACKGROUND: Delivery of community-based prevention services for HIV, malaria, and diarrhea is a major priority and challenge in rural Africa. Integrated delivery campaigns may offer a mechanism to achieve high coverage and efficiency. METHODS: We quantified the resources and costs to implement a large-scale integrated prevention campaign in Lurambi Division, Western Province, Kenya that reached 47,133 individuals (and 83% of eligible adults) in 7 days. The campaign provided HIV testing, condoms, and prevention education materials; a long-lasting insecticide-treated bed net; and a water filter. Data were obtained primarily from logistical and expenditure data maintained by implementing partners. We estimated the projected cost of a Scaled-Up Replication (SUR), assuming reliance on local managers, potential efficiencies of scale, and other adjustments. RESULTS: The cost per person served was 41.66fortheinitialcampaignandwasprojectedat41.66 for the initial campaign and was projected at 31.98 for the SUR. The SUR cost included 67% for commodities (mainly water filters and bed nets) and 20% for personnel. The SUR projected unit cost per person served, by disease, was 6.27formalaria(netsandtraining),6.27 for malaria (nets and training), 15.80 for diarrhea (filters and training), and $9.91 for HIV (test kits, counseling, condoms, and CD4 testing at each site). CONCLUSIONS: A large-scale, rapidly implemented, integrated health campaign provided services to 80% of a rural Kenyan population with relatively low cost. Scaling up this design may provide similar services to larger populations at lower cost per person

    Properties of Graphene: A Theoretical Perspective

    In this review, we provide an in-depth description of the physics of monolayer and bilayer graphene from a theorist's perspective. We discuss the physical properties of graphene in an external magnetic field, reflecting the chiral nature of the quasiparticles near the Dirac point with a Landau level at zero energy. We address the unique integer quantum Hall effects, the role of electron correlations, and the recent observation of the fractional quantum Hall effect in the monolayer graphene. The quantum Hall effect in bilayer graphene is fundamentally different from that of a monolayer, reflecting the unique band structure of this system. The theory of transport in the absence of an external magnetic field is discussed in detail, along with the role of disorder studied in various theoretical models. We highlight the differences and similarities between monolayer and bilayer graphene, and focus on thermodynamic properties such as the compressibility, the plasmon spectra, the weak localization correction, quantum Hall effect, and optical properties. Confinement of electrons in graphene is nontrivial due to Klein tunneling. We review various theoretical and experimental studies of quantum confined structures made from graphene. The band structure of graphene nanoribbons and the role of the sublattice symmetry, edge geometry and the size of the nanoribbon on the electronic and magnetic properties are very active areas of research, and a detailed review of these topics is presented. Also, the effects of substrate interactions, adsorbed atoms, lattice defects and doping on the band structure of finite-sized graphene systems are discussed. We also include a brief description of graphane -- gapped material obtained from graphene by attaching hydrogen atoms to each carbon atom in the lattice.Comment: 189 pages. submitted in Advances in Physic
