    Politics and Nuclear Power: Energy Policy in Western Europe

    With the dramatic changes OPEC precipitated in the structure of world energy markets during the 1970s, energy became a central concern to policymakers throughout the industrialized West. This book examines the responses of public officials in three leading European nations—the Federal Republic of Germany, France, and the Netherlands—to the energy crisis. As the study shows, the proposed energy programs in the three countries shared remarkable similarities; yet the policy outcomes were very different. To explain why, Michael T. Hatch goes beyond the specific content of government energy policy to include an analysis of the policymaking process itself. At the heart of the study is an exploration of the various dimensions of nuclear policy in West Germany. The political consensus on nuclear power that prevailed in the initial years following the energy crisis disintegrated as antinuclear “citizens’ initiatives,” the courts, and trade unions, as well as the traditional political parties, entered the policymaking process. Subsequent government efforts to resolve the political stalemate over nuclear power foundered in a morass of domestic electoral politics and an international debate over nuclear proliferation. Extending the analysis to comparisons with French and Dutch nuclear strategies, Hatch argues that the critical factor in determining nuclear policy was the manner in which the political system structured the nuclear debate. In contrast to West Germany, where the electoral and parliamentary systems enhanced the influence of the antinuclear “Greens,” the electoral system and constellation of political parties in France served to dissipate the influence of the antinuclear forces. Thus in France the nuclear program en-countered few impediments. In the Netherlands, as in West Germany, government policy was paralyzed in the face of antinuclear sentiment across a broad spectrum of Dutch society. Hatch has provided here not only a useful examination of the development of energy policy in western Europe but also a case study of the close interplay between policy and politics. Michael T.     Distribution, Habitat, and Status of the Gilt Darter (Percina evides) in Minnesota

    The distribution and habitat of gilt darter (Percina evides) populations in Minnesota were studied from 1977 through 1983. Gilt darters occurred only in the St. Croix River drainage in moderate to large rivers or near the mouths of large streams. In the late spring, gilt darters were found most often in cobble raceways of moderate to swift current, where they later spawned. Young-of-the-year occupied this same habitat until early fall, when they and the adults moved to deep, swift chutes of rubble riffles to overwinter. Gilt darters tended to associate with the deeper, swifter portions of raceways and riffles, and they were not associated with rooted aquatic vegetation. Gilt darters were one of the most abundant riffle species encountered during the study. Their closest ecological associates were the longnose dace (Rhinichthys cataractae), the slender head darter (Percina phoxocephala), and the logperch (P. caprodes). The species appears to be highly intolerant of siltation and probably does not occur in the Lower Mississippi or Minnesota River drainages for this reason. The gilt darter\u27s existence in Minnesota could become threatened if sediment loading increases markedly in the St. Croix drainage

    On August 18, 1975, a young-of-the-year white bass, Morone chrysops was beach seined from Lake Superior at Marquette, Michigan. This is the first reported occurrence of the species in Lake Superior or its tributaries since an unverifiable sighting about 1880. Most likely the species has been recently introduced or has migrated through the St. Mary\u27s River from Lake Huron or Lake Michigan

    Effect of Water Management on Interannual Variation in Bulk Soil Properties from the Eastern Coastal Everglades

    We examined interannual variation in soil properties from wetlands occurring in adjacent drainage basins from the southeastern Everglades. Triplicate 10-cm soil cores were collected, homogenized, and analyzed during the wet season 2006–2010 from five freshwater sawgrass wetland marshes and three estuarine mangrove forests. Soil bulk density from the Taylor Slough basin ranged from 0.15 gm-cm−3 to 0.5 gm-cm−3, was higher than from the Panhandle basin every year, and generally increased throughout the study period. Organic matter as a percent loss on ignition ranged from 7 % to 12 % from freshwater marshes and from 13 % to 56 % from estuarine mangroves. Extractable iron in soils was similar among drainage basins and wetland types, typically ranging from 0.6 to 2.0 g Fe kg−1. In contrast, inorganic sulfur was on average over four times higher from estuarine soils relative to freshwater, and was positively correlated with soil organic matter. Finally total soil phosphorus (P) was lower in freshwater soils relative to estuarine soils (84 ± 5 versus 326 ± 32 mg P kg−1). Total P from the freshwater marshes in the Panhandle basin rose throughout the study period from 54.7 ± 8.4 to 107 ± 17 mg P kg−1, a possible outcome of differences in water management between drainage basins
