    The Effects of Buy-Back Programs in the British Columbia Salmon Fishery

    Policymakers have implemented five distinct buybacks of either vessels or salmon licenses over the past three decades in the British Columbia (BC) salmon fishery. The earliest buyback was one of the first of its kind in any fishery and the most recent buyback is one of the largest ever in terms of reducing vessel numbers and the funds used. This paper reviews the circumstances under which these buybacks were conducted with an emphasis on their impact on reducing fishing capacity and effort. The focus is on the two most recent buybacks that took place in 1996 and 1998-2000, what has been learned and what they have achieved.

    This study examines whether or not the referendum levy generates revenue disparities among school districts. More specifically, we hypothesize that if the referendum levy generates inequalities in school finance, a positive relationship will exist between: (1) district property wealth and use of the referendum; (2) district property wealth and the size of the referendum levy; and (3) district property wealth and revenue raised by the referendum levy.     Abstract: “In the Astronomy Tradition at Augustana was written as a response to a suggestion made by Dr. Conrad Bergendoff, president emeritus at Augustana College, Rock Island, Illinois. I had prepared a paper for the Contemporary Club of Davenport, Iowa which dealt with the program of the John Deere Planetarium on the campus and its contribution to the Quad-Cities community. Dr. Bergendoff felt that a more inclusive report was needed, and he convinced me that I should write the complete history of the astronomy department. His many creative suggestions have made the story most interesting and I am indebted to him for all his help. My wife has spent numerous hours proofreading the original manuscript and its many revisions.
