Minimax estimation with thresholding and its application to wavelet analysis
Many statistical practices involve choosing between a full model and reduced
models where some coefficients are reduced to zero. Data were used to select a
model with estimated coefficients. Is it possible to do so and still come up
with an estimator always better than the traditional estimator based on the
full model? The James-Stein estimator is such an estimator, having a property
called minimaxity. However, the estimator considers only one reduced model,
namely the origin. Hence it reduces no coefficient estimator to zero or every
coefficient estimator to zero. In many applications including wavelet analysis,
what should be more desirable is to reduce to zero only the estimators smaller
than a threshold, called thresholding in this paper. Is it possible to
construct this kind of estimators which are minimax? In this paper, we
construct such minimax estimators which perform thresholding. We apply our
recommended estimator to the wavelet analysis and show that it performs the
best among the well-known estimators aiming simultaneously at estimation and
model selection. Some of our estimators are also shown to be asymptotically

Keck IR Spectroscopy of WZ Sge: Detection of Molecular Emission from the Accretion Disk
Time-resolved IR spectroscopy of WZ Sge was obtained using NIRSPEC on Keck
II. We detect CO and H emission from the accretion disk placing WZ
Sge into a rarefied class of astronomical objects including YSOs and high
luminosity early-type stars. During the eclipse phase, the molecular emission
greatly weakens but no firm evidence for the secondary star is seen allowing
new limits on its luminosity to be determined. The detection of molecular
emission provides physical properties within the outer disk of T=3000K and
N cm. Such a cool, dense region, not associated with areas
of H I and He I emission, provides the first observational confirmation of

The development of a power spectral density processor for C and L band airborne radar scatterometer sensor systems
A real-time signal processor was developed for the NASA/JSC L-and C-band airborne radar scatterometer sensor systems. The purpose of the effort was to reduce ground data processing costs. Conversion of two quadrature channels of data (like and cross polarized) was made to obtain Power Spectral Density (PSD) values. A chirp-z transform (CZT) approach was used to filter the Doppler return signal and improved high frequency and angular resolution was realized. The processors have been tested with record signals and excellent results were obtained. CZT filtering can be readily applied to scatterometers operating at other wavelengths by altering the sample frequency. Assessment of the environmental toxicity and carcinogenicity of tungsten-based shot.
The toxicity of elemental tungsten released from discharged shot was assessed against previous studies that established a 1% toxic threshold for soil organisms. Extremely heavy theoretical shot loadings of 69,000 shot/ha were used to generate estimated environmental concentrations (EEC) for two brands of tungsten-based shot containing 51% and 95% tungsten. The corresponding tungsten EEC values were 6.5–13.5 mg W/kg soil, far below the 1% toxic threshold. The same shot loading in water produced tungsten EEC values of 2.1–4.4 mg W/L, levels that are not toxic under experimental conditions. Pure tungsten has not been shown to exhibit carcinogenic properties when ingested or embedded in animal tissues, but nickel, with which it is often alloyed, has known carcinogenicity. Given the large number of waterfowl that carry shot embedded in their body, it is advisable to screen lead shot substitutes for their carcinogenic potential through intra-muscular implantation
Observation of the rare decay B+ -> K+π0π0 and measurement of the quasi-two-body contributions B+ -> K*(892)+π0, B+ -> f0(980)K+, and B+ -> χc0K+
We report an analysis of charmless hadronic decays of charged B mesons to the final state K(+) pi(0)pi(0), using a data sample of (470.9 +/- 2.8) x 10(6) B (B) over bar events collected with the BABAR detector at the Y(4S) resonance. We observe an excess of signal events, with a significance above 10 standard deviations including systematic uncertainties, and measure the branching fraction and CP asymmetry to be B(B(+) -> K(+) pi(0)pi(0)) = (16.2 +/- 1.2 +/- 1.5) x 10(-6) and A(CP)(B(+) -> K(+) pi(0)pi(0)) = -0.06 +/- 0.06 +/- 0.04, where the uncertainties are statistical and systematic, respectively. Additionally, we study the contributions of the B(+) -> K*(892)(+) pi(0), B(+) -> f(0)(980)K(+), and B(+) -> chi(c0)K(+) quasi-two-body decays. We report the world's best measurements of the branching fraction and CP asymmetry of the B(+) -> K(+) pi(0)pi(0) and B(+) -> K(+)(892)(+) pi(0) channels
