Notes on the occupancy problem with infinitely many boxes: general asymptotics and power laws
This paper collects facts about the number of occupied boxes in the classical
balls-in-boxes occupancy scheme with infinitely many positive frequencies:
equivalently, about the number of species represented in samples from
populations with infinitely many species. We present moments of this random
variable, discuss asymptotic relations among them and with related random
variables, and draw connections with regular variation, which appears in

Cross-Certification Teacher Tenure Problems in Ohio
Cross-certification is the process by which a teacher seeks to satisfy the statutory requirements of tenure by relying on a professional, permanent, or life certificate in a field other than the field in which the teacher is employed. The Ohio Revised Code does not directly address the question of whether a teacher can cross-certify to obtain tenure. The appellate courts of Ohio are evenly divided on the question of whether cross-certification is statutorily permissible: three decisions have concluded that it is permissible, and three have concluded that it is not. This note will examine the decisions and statutes which pertain to cross-certification and will suggest that the better statutory interpretation is to permit cross-certification

The relative value of different QALY types
The oft-applied assumption in the use of Quality Adjusted Life Years (QALYs) in economic evaluation, that all QALYs are valued equally, has been questioned from the outset. The literature has focused on differential values of a QALY based on equity considerations such as the characteristics of the beneficiaries of the QALYs. However, a key characteristic which may affect the value of a QALY is the type of QALY itself. QALY gains can be generated purely by gains in survival, purely by improvements in quality of life, or by changes in both. Using a discrete choice experiment and a new methodological approach to the derivation of relative weights, we undertake the first direct and systematic exploration of the relative weight accorded different QALY types and do so in the presence of equity considerations; age and severity. Results provide new evidence against the normative starting point that all QALYs are valued equally.This study was funded by an Australian National Health
