    Antibacterial activity of Piper betle extracts on Helicobacter pylori and identification of potential compounds

    Helicobacter pylori is one of the most common infectious bacteria in the world that causes gastric diseases leading to cancer. The increase of multiple antibiotic resistance rates of H. pylori have been reported worldwide. Thus, development of novel drugs is urgently required. Piper betle has many therapeutic values in traditional medicine. In this study, therefore, we investigated antibacterial activity of P. betle extracts and their fractions against a H. pylori strain isolated in Vietnam. The agar disk diffusion assay showed inhibition zone of ethyl acetate extract and methanol extract from P. betle leaf that of were 46 mm and 32 mm in diameter, respectively. After fractionation of the ethyl acetate extract through silica gel column chromatography, two peaks, PD2 and PD3, out of 12 fractions showed the strongest antibacterial activity. PD2 was sub-fractionated further by re-chromatography on the silica gel column, and subfraction TK12 gave best resolution on LC-MS analysis. Finally, 4 potential compounds, quercetrin, calodenin B, vitexin and plicatipyrone, were identified in TK12 fraction.

    The development of capacity for labour inspection : a case study of Ministry of Labour, Invalids and Social Affairs in Vietnam

    This research is about capacity development for labour inspection. Within the scope of this study, the capacity of the labour inspection could include the capability of all individuals, their organizations and resources. A major reason leads to this research is that labour inspection in Vietnam has been facing many challenges but it seems not to have an effective solution to resolve its issues. Many countries have made great efforts to address the shortcomings of the labour inspectorate but the problem would seem not to be improved significantly. A specific policy on capacity development for labour inspection of Vietnam was chosen for analysis in this research. Although this policy has been undertaken for four years, its implementation is limited and likely to come to failure. The research aims to examine the theoretical framework of capacity development, theoretical as well practical rationales of the policy of capacity development of labour inspection in Vietnam; identify challenges in labour inspection, especially in the case of Vietnam; and seek sound solutions for better implementation of the capacity development of labour inspection. The qualitative method was used for data analyzing. Overall, this study provides three main findings. First, policy-makers did not identify the challenges of labour inspection of Vietnam adequately when building the policy on capacity development for labour inspection. Second, this policy was not established based on the theoretical framework of capacity development. The last but not least is the policy on capacity development for labour inspection was not guaranteed by a specific financial plan. This study then proposed three recommendations corresponding to the three findings. They include identifying and dealing properly with the identified challenges in labour inspection, developing a theoretical framework for the capacity development policy, and sufficient financial resources for the implementation of the policy

    Educating and training labor force Under Covid 19; Impacts to Meet Market Demand in Vietnam during Globalization and Integration Era

    During integration and globalization era, Vietnam labor market face challenges but also have lots of opportunities. This paper mainly use qualitative analysis with statistics, synthesis and inductive methods, combine with dialectical materialism methods. Research results indicate that because many Vietnam laborers do not have enough work skills and lack of training programs, they meet difficulties on job; hence, human resource management need to deal with issues of improving skills and knowledge for workforce to meet demand under EVFTA and Industry 4.0. There are lots of job opportunities from banking, finance to manufacturing, industries. Last but not least, this study also propose some solutions to deal with challenges in Human resources to meet demand from corporations. For instance, we need to invest more on equipment and infrastructures, as well as quality of trainers for human resources of training schools, so that Vietnam businesses can overcome challenges from EVFTA

    EVALUATION OF SOLAR RADIATION ESTIMATED FROM HIMAWARI-8 SATELLITE OVER VIETNAM REGION

    The development of Solar energy system is growing rapidly in Vietnam in recent years by encouragement of the Government in renewable energy. Requirement for accurate knowledge of the solar radiation reaching the surface is increasingly important in the successful deployment of Solar photovoltaic plants. However, measurements of different components of solar resources including direct normal irradiance (DNI) and global horizontal irradiance (GHI) are limited to few stations over whole country. Satellite imagery provides an ability to monitor the surface radiation over large areas at high spatial and temporal resolution as alternatives at low cost. Observations from the new Japanese geostationary satellite Himawari-8 produce imagery covering Asia-Pacific region, permitting estimation of GHI and DNI over Vietnam at 10-minute temporal resolution. However, accurate comparisons with ground observations are essential to assess their uncertainty. In this study, we evaluated the Himawari-8 radiation product AMATERASS provided by JST/CREST TEEDDA using observations recorded at 5 stations in different regions of Vietnam. The result shows good agreement between satellite estimation and observed data with high correlation of range 0.92-0.94, but better in clear-sky episodes.Because of AMATERASS outperform, we used it for validating ERA-Interim reanalysis in the spatial scale. The comparison was made dividedly for 7 climate zones and 4 seasons. The conclusion is that ERA-Interim is also well associated with satellite-based estimates in seasonal trend for all season, but in average the reanalysis has negative bias towards satellite estimates. This underestimation is more pronounced in the months of JJA and SON periods and in the north part of Vietnam because of unpredicted cloud in the ERA reanalysis

    Who Drives Economic Reform in Vietnam’s Provinces?

    The authors compare two provinces in the North and two in the South, observing how different alignments of interest influence the reform process. The research shows that in those provinces which are making most progress in economic reform, the private sector played an important role. Not against government but with government. There was no formal public-private coalition, but a dynamic existed of proactive government seeking input from the private sector, and the latter lobbying for and contributing to responsive and effective government. Both national and foreign enterprises played a role, but small enterprises tended to be marginalised from the process.
