    This consultation is a contribution to an assessment of the impacts of basin development on fish production in the Lower Mekong Basin (LMB). Fish of different species respond to development activities, in particular hydropower development, in different ways depending upon their migratory behaviour and their ability to adapt to and tolerate new environmental conditions.     Following the recommendations of earlier investigations reported by Halls and Mustafa (2006), this study reports a final assessment to address the question: ôDoes CBFM bring sustainable benefits to fisher communities? Or in other words ôDoes the CBFM workö? It employs most of the methods described by Halls & Mustafa (2006) supported by additional statistical methods including unit slope tests using and an updated set of data containing additional observations made since the time of last reporting. The same performance indicators and explanatory variables were used for the analysis. Similar to the earlier study, it also aims to identify important explanatory factors to help inform future co- or communitybased management initiatives and programmes.     The CBFM Output to Purpose Review 2 (OPR2) Report identified a need to further examine the impact of the CBFM activities on fisheries management performance at the local level in preparation for the final phase of the Project. This study was therefore commissioned in May 2005 specifically to determine the impact of the CBFM activities on fish production, resource sustainability and fisher well-being, whilst taking account of inter and intra-annual variation in important environmental variables such as hydrology.
