    At common law pecuniary judgments and decrees do not become a lien, in the modern sense of the term, on property of the debtor, so that that effect is a statutory creation. Therefore, whether a judgment is a lien, how made so, to what interest or estate the lien attaches, when the lien commences, how long it endures, and all other particulars must be ascertained from the statutes of the proper jurisdiction. The fixation of the force and effect of judgments and decrees of courts is an attribute of sovereignty. The United States and the several states being sovereignties, each has the power, within constitutional limitations, to declare that judgments of its own courts shall be a lien on the debtor\u27s property within its jurisdiction, to prescribe the procedure therefor and all other particulars; and, of course, no one of these sovereignties can infringe upon this right of the others. So it is within the power of Congress to impart to judgments and decrees of federal courts effect as a lien, wholly and absolutely independent of and without regard to the laws of any state; and, therefore, Congress can provide that such judgments and decrees shall be a lien on the debtor\u27s property in any state notvithstanding that judgments of the courts of the state do not so operate. Indeed, Congress can, if it desires, give to judgments of federal courts consequences uniform throughout the United States

    Service of process by publication is not a common-law mode of of procedure, but a statutory creation. The rule, which is almost universal, that the statutes governing this matter must be strictly construed, and literally observed to give the court jurisdiction, is adhered to in this state. As a condition precedent to the exercise of the right to serve process by publication the statute requires the execution of an affidavit by the plaintiff, his agent or attorney, containing certain allegations. Without this affidavit a valid service by publication cannot be had

    Among the acts passed at the recent session of the Washington legislature, and which became effective June 12, 1929, is one entitled An Act relating to judgments, their duration, lien, assignment and satisfaction and repealing certain acts relating thereto. This act purports to be a comprehensive and complete declaration of the law upon the subject-matter set forth in the title, to apply to judgments of both state and federal courts, and to repeal existing laws relating to the matters covered by the act. The principal purpose of its enactment was to repeal the existing provisions of the code relating to the lien of judgments of federal courts which were clearly invalid in the light of the decision of the Supreme Court of the United States in the case of Rhea v. Smith, and to substitute therefor provisions deemed valid and applicable. The problem to be considered herein is whether the new act accomplishes that particular purpose or object

    En el siguiente trabajo se busca determinar si existió en las provincias argentinas un fenómeno de convergencia en las tasas de crecimiento para el período 1993-2006. Además, se completa el análisis con los determinantes que contribuyeron al crecimiento de las mismas en este período. Determinar si existió o no convergencia en las provincias argentinas es un dato de suma utilidad y relevancia social, ya que permite evaluar el desempeño de las distintas políticas públicas aplicadas en los últimos años para cumplir con el objetivo de acercar los niveles de renta per cápita de las regiones más pobres a las más ricas. Comprobar que efectivamente las provincias pobres crecieron más que las ricas, implica que tuvieron éxito políticas nacionales como la promoción industrial, las transferencias fiscales o el sistema de coparticipación federal, entre otras. Conocer los determinantes del crecimiento también es relevante, sobre todo para encarar políticas, ya sea desde el sector público como del privado, para acelerar el proceso de acumulación de bienes y servicios, obviando o corrigiendo los factores que no lograron los resultados esperados y perfeccionando los que generaron efectos positivos.     Doppler images and the underlying dynamo. The case of AF Leporis

    The (Zeeman-)Doppler imaging studies of solar-type stars very often reveal large high-latitude spots. This also includes F stars that possess relatively shallow convection zones, indicating that the dynamo operating in these stars differs from the solar dynamo. We aim to determine whether mean-field dynamo models of late-F type dwarf stars can reproduce the surface features recovered in Doppler maps. In particular, we wish to test whether the models can reproduce the high-latitude spots observed on some F dwarfs. The photometric inversions and the surface temperature maps of AF Lep were obtained using the Occamian-approach inversion technique. Low signal-to-noise spectroscopic data were improved by applying the least-squares deconvolution method. The locations of strong magnetic flux in the stellar tachocline as well as the surface fields obtained from mean-field dynamo solutions were compared with the observed surface temperature maps. The photometric record of AF Lep reveals both long- and short-term variability. However, the current data set is too short for cycle-length estimates. From the photometry, we have determined the rotation period of the star to be 0.9660+-0.0023 days. The surface temperature maps show a dominant, but evolving, high-latitude (around +65 degrees) spot. Detailed study of the photometry reveals that sometimes the spot coverage varies only marginally over a long time, and at other times it varies rapidly. Of a suite of dynamo models, the model with a radiative interior rotating as fast as the convection zone at the equator delivered the highest compatibility with the obtained Doppler images.Comment: accepted for publication in Astronomy & Astrophysic
