    The role of migration authorities in handling third-country nationals who constitute a threat to public security in Germany: Study by the German National Contact Point for the European Migration Network (EMN)

    Die Studie des Europäischen Migrationsnetzwerks (EMN) thematisiert die Rolle von Migrationsbehörden (Bundesamt für Migration und Flüchtlinge, kurz BAMF, sowie Ausländerbehörden) bei der Prävention, Identifikation und Nachverfolgung von Drittstaatsangehörigen, die eine Gefahr für die öffentliche Sicherheit in Deutschland darstellen. In den letzten Jahren fokussierte die sicherheitspolitische Debatte in der Europäischen Union (EU) sowie in Deutschland insbesondere auf Maßnahmen gegen islamistische Radikalisierung, gewaltbereiten Extremismus und sogenannte Gefährderinnen bzw. Gefährder. Neben den EU-Staatsangehörigen wurden auch Drittstaatsangehörige in den Blick genommen. Hier wurden Maßnahmen getroffen, die aufenthaltsrechtliche Konsequenzen beinhalten und von den Migrationsbehörden umgesetzt werden. In the past few years the security debate in the European Union (EU) as well as Germany shifted its focus to measures to counter Islamist radicalisation, violent extremism and so-called potential offenders amongst EU citizens and third-country nationals. In Germany, several measures, including consequences for the right of residence, that fall within the remit of the migration authorities were introduced. The EMN study (Working Paper 86) describes the responsibilities and competences of the migration authorities as well as the procedures and challenges regarding the handling of persons who constitute a threat to public security

    National innovative capacity: An established concept revisited

    National innovative capacity, a central driver of countries’ long-term economic growth, has been one of the focal points in innovation research for roughly thirty years. Initially proposed as an index to measure technologic invention over time, this concept has become the widely accepted standard for measuring the performance of (sub) national and sectoral innovation systems toward being an analytic tool attributed to innovation systems theory. Country comparison, knowledge flows, and R&D forecasting are in the center of analysis feeding the concrete practical use of innovation policy optimization. In this regard, a rich body of studies has contributed indispensable knowledge about the determinants of innovative capacity. However, the multi-dimensional interconnections have not been covered in depth. Thus, to gain a holistic understanding of the “DNA” behind national innovative capacity a new “comparative” view of these determinants is necessary. To this end, this dissertation proposes revisiting the focus, unit and parameters of analysis that predominate within current national innovative capacity studies and sets forth three interlinked academic articles that focus on different layers of innovative capacity in countries. Besides furthering academic discourse on the determinants of innovational outcome, this conceptual revision leads to a new approach on national innovation capacity research. Its intention is to make policy makers aware of certain pathways leading to the same outcome. This knowledge will enable them to pursue a dynamic approach of supporting the innovative processes in countries by defining appropriate innovation strategies that consider both the countries’ specific preconditions and the sub-systems perspective.:1.     Intergenerational social mobility and the Brexit vote: how social origins and destinations divide Britain

    To explain political divisions within British society, the current scholarship highlights the importance of the ‘winners’ and ‘left-behind’ of political economic transformations. Yet, the impact of widespread absolute intergenerational social mobility in the past half century, which resulted in socio-economic gains or losses for many, has not been systematically addressed. Our paper assesses how intergenerationally mobile voters’ position in the Brexit referendum differ from their non-mobile counterparts. We differentiate between the effects of social origins, social mobility, and destination position. To do so, we model data from Understanding Society with a Diagonal Reference Model. We show that origins are nearly as important as current socio-economic position for predicting the probability of voting to ‘Leave’ or ‘Remain’ in the Brexit referendum. We find that a first-generation graduate would be up to 10 percentage points less likely to vote ‘Remain’ than a graduate whose parents also went to university

    The transition from the annular to the slug flow regime in two-phase flow

    Experiments were conducted to determine the transition from annular to semiannular flow regimes for two-phase, gas-liquid upflow in vertical tubes. The influencesof liquid flow rate, tube diameter, liquid viscosity, surface tension, and density ratio were tested. The transition location, giving the least gas flow which will support annular flow, is correlated for low liquid flows. The effects of surface tension and liquid viscosity are small for tubes of 0.5" and greater diameter. For large liquid flows the transition occurs at constant quality. Over the range of variables tested, the void fraction at transition lies between 80% and 90%. The criterion of transition is the appearance of liquid plugs which intermittently bridge across the tube. The pressure drop and volume void fraction at transition are reported but not correlated. Recommendations for extension of the experimental results to untested conditions are presented.Sponsored by The Atomic Energy Commission DS
