    Towards a transparent, credible, evidence-based decision-making process of new drug listing on the Hong Kong Hospital Authority Drug Formulary: challenges and suggestions

    The aim of this article is to describe the process, evaluation criteria, and possible outcomes of decision-making for new drugs listed in the Hong Kong Hospital Authority Drug Formulary in comparison to the health technology assessment (HTA) policy overseas. Details of decision-making processes including the new drug listing submission, Drug Advisory Committee (DAC) meeting, and procedures prior to and following the meeting, were extracted from the official Hong Kong Hospital Authority drug formulary management website and manual. Publicly-available information related to the new drug decision-making process for five HTA agencies [the National Institute of Health and Care Excellence (NICE), the Scottish Medicines Consortium (SMC), the Australia Pharmaceutical Benefits Advisory Committee (PBAC), the Canadian Agency for Drugs and Technologies in Health (CADTH), and the New Zealand Pharmaceutical Management Agency (PHARMAC)] were reviewed and retrieved from official documents from public domains. The DAC is in charge of systemically and critically appraising new drugs before they are listed on the formulary, reviewing submitted applications, and making the decision to list the drug based on scientific evidence to which safety, efficacy, and cost-effectiveness are the primary considerations. When compared with other HTA agencies, transparency of the decision-making process of the DAC, the relevance of clinical and health economic evidence, and the lack of health economic and methodological input of submissions are the major challenges to the new-drug listing policy in Hong Kong. Despite these challenges, this review provides suggestions for the establishment of a more transparent, credible, and evidence-based decision-making process in the Hong Kong Hospital Authority Drug Formulary. Proposals for improvement in the listing of new drugs in the formulary should be a priority of healthcare reforms

    Sartre and Marion on intentionality and phenomenality

    This article offers a reading of Jean-Paul Sartre’s phenomenology in light of Jean-Luc Marion’s more recent phenomenology. It may seem odd to compare Sartre to Marion, given that Sartre is well-known for his avowed atheism and his account of intentionality while Marion is primarily known for his work on religious phenomena and counter-intentionality. However, this article shows that there are many ways in which Sartre anticipates Marion’s work on phenomenological reduction and excessive phenomenality. By reading Sartre’s phenomenology in light of Marion’s, and particularly Sartre’s analysis of the viscous slime in Being and Nothingness in relation to Marion’s account of ‘saturated phenomena’, this article presents a fresh interpretation of Sartre as a phenomenologist who has invaluable insights not only on the structures of consciousness and phenomenality, but also for the contemporary theoretical interest in the relationship between human and nonhuman entities.Publisher PDFPeer reviewe

    Development of optical sensing system for detection of Fe ions using conductive polymer actuator based microfluidic pump

    In this paper, we present a novel microfluidic optical sensing system by combining a low-power conductive polymer -based microfluidic pump and a microfluidic chip integrated with an optical sensor. A self priming microfluidic pump is developed using a polypyrrole. A microfluidic chip- optical detector module that contained an optical cuvette with LED and photo-diode optical sensing module was fabricated. Integration of the micro pump and the microfluidic chips complete the sensing system. The pump performance and its application in chemical analysis have been demonstrated in the detection of Fe ions

    Transcendentality and nothingness in Sartre’s atheistic ontology

    This article offers a reading of Sartre's phenomenological ontology in light of the pre-modern understanding of ‘transcendentals’ as universal properties and predicates of all determinate beings. Drawing on Sartre's transcendental account of nothingness in his early critique of Husserl as well as his discussion of ‘determination as negation’ in Being and Nothingness, this article argues that Sartre's universal predicate of ‘the not’ (le non) could be understood in a similar light to the medieval scholastic conception of transcendentals. But whereas the scholastics saw the transcendental properties of oneness, truth, and goodness as reflections of God's divine perfections, Sartre's predicate of the ‘not’ operates as an atheistic transcendental which signifies the non-being of God – that God is not. By comparing Sartre's phenomenological ontology to medieval theological metaphysics, this article not only highlights the atheist underpinnings of Sartre's entire ontological schema in Being and Nothingness but also offers a new way of interpreting Sartre as a systematic transcendental metaphysician.PostprintPeer reviewe

    This article offers a reading of Jacques Derrida’s account of “religion” and “life” in his seminal essay “Faith and Knowledge.” Applying Derrida’s aporetic structure of “X without X” to his remarks on religion and life in “Faith and Knowledge,” this article suggests that underlying Derrida’s endeavour to “think religion abstractly” is a radical re-conception not only of religion as “religion without religion” but moreover a re-imagination of life as “life without life” that breaks away from the traditional metaphysical understandings of life and religion.Publisher PDFPeer reviewe

    Bergson, pan(en)theism, and ‘being-in-life’

But while recent scholarship has sought to rehabilitate Bergson’s insights on time, memory, consciousness, and human freedom, comparatively little attention has been paid to Bergson’s relationship to pantheism. By revisiting the ‘pantheism’ controversy surrounding Bergsonian philosophy during Bergson’s lifetime, this article argues that the pantheistic notion of ‘being-in-God’ can serve as an illuminating framework for the interpretation of Bergson’s philosophy. By examining the ‘pantheist’ readings of Bergson and comparing and contrasting Bergson’s philosophy of life with Spinoza’s panentheistic metaphysics, this paper shows that an account of ‘being-in-Life’ is key to Bergson’s metaphysical outlook as well as his account of philosophy as a practice of ‘intuitive’ thinking. In so doing, this paper highlights some of the implicit religious motifs in not only Bergson’s metaphysical outlook but also his conception of the task of philosophy.Publisher PDFPeer reviewe

    The technologisation of grace and theology : meta-theological insights from transhumanism

    This article examines some of the recent theological critiques of the movement of technological human enhancement known as ‘transhumanism’. Drawing on the comparisons between grace and technology often found in the theological discourse on transhumanism, this article argues that the Thomistic distinction between healing grace and elevating grace can not only supplement the theological analysis of transhumanism and its ethical implications, but also help Christian theologians and ethicists become more aware of how the phenomenon of technology may have implicitly shaped the contemporary understanding of ‘grace’ as well as the task of theology as a spiritual and indeed ethical practice.Publisher PDFPeer reviewe

    Platonic metaphysics and the ontology of International Relations : a sketch

    This article offers a reading of Plato in light of the recent debates concerning the unique ‘ontology’ of International Relations (IR) as an academic discipline. In particular, this article suggests that Plato’s metaphysical account of the integral connection between human individual, the domestic state, and world order can offer IR an alternative outlook to the ‘political scientific’ schema of ‘levels of analysis’. This article argues that Plato’s metaphysical conception of world order can not only provide IR theory with a way to re-imagine the relation between the human, the state, and world order. Moreover, Plato’s outlook can highlight or even call into question the post-metaphysical presuppositions of contemporary IR theory in its ‘borrowed ontology’ from modern social science, which can in turn facilitate IR’s re-interpretation of its own ‘ontology’ as well as its distinct contributions to the understanding of the various aspects of the social world and human life.Publisher PDFPeer reviewe

    MatchIt: Nonparametric Preprocessing for Parametric Causal Inference

    MatchIt implements the suggestions of Ho, Imai, King, and Stuart (2007) for improving parametric statistical models by preprocessing data with nonparametric matching methods. MatchIt implements a wide range of sophisticated matching methods, making it possible to greatly reduce the dependence of causal inferences on hard-to-justify, but commonly made, statistical modeling assumptions. The software also easily fits into existing research practices since, after preprocessing data with MatchIt, researchers can use whatever parametric model they would have used without MatchIt, but produce inferences with substantially more robustness and less sensitivity to modeling assumptions. MatchIt is an R program, and also works seamlessly with Zelig.

    Development of bite guard for wireless monitoring of bruxism using pressure-sensitive polymer

    A wireless pressure sensing bite guard has been developed for monitoring the progress of bruxism (teeth grinding during sleep); as well as for protecting the teeth from damages. For sensing the grinding event effectively in restricted space and hostile environment, a pressure sensitive polymer composite which is safe for intra oral applications has been fabricated and encapsulated into a conventional bite guard. Also encapsulated was a microcontroller-based electronic circuit which was built in-house for data collection and transmission. A low power approach was configured to maximize the working life-time of the device to several months. The device can provide real-time tooth grinding profile through wireless communication. This device is anticipated to be a useful tool for understanding and treating bruxism
