    In the last century, public schools changed in ways that dramatically reduced the control that parents have over their local schools. Regaining that control is one key to improving the quality of our schools, and giving students a choice of schools is one way of increasing the influence that parents have over the way schools are run. Several types of school choice have arisen in recent years, including magnet and charter schools. But when these are reviewed in terms of outcomes and incentives, charter schools are found to have a much better chance of providing the competitive pressure necessary to improve the quality of public schools.School choice

    Most empirical analyses of human capital have concentrated solely on the quantity of schooling attained by individuals, ignoring quality differences. This focus contrasts sharply with policy considerations that almost exclusively consider school quality issues. This paper presents basic evidence about the impact of school quality on individual earnings and on economic growth. The calculations emphasize how benefits relate to both the magnitude and the speed of quality improvements. It then considers alternative school reform policies focused on improvements in teacher quality, identifying how much change is required. Finally, teacher bonus policies are put into the context of potential benefits.

    Do Better Schools Lead to More Growth? Cognitive Skills, Economic Outcomes, and Causation

    We provide evidence that the robust association between cognitive skills and economic growth reflects a causal effect of cognitive skills and supports the economic benefits of effective school policy. We develop a new common metric that allows tracking student achievement across countries, over time, and the within-country distribution. Extensive sensitivity analyses of cross-country growth regressions generate remarkably stable results across specifications, time periods, and country samples. In addressing causality, we find, first, significant growth effects of cognitive skills when instrumented by institutional features of school systems. Second, homecountry cognitive-skill levels strongly affect the earnings of immigrants on the U.S. labor market in a difference-in-differences model that compares home country-educated to U.S.-educated immigrants from the same country of origin. Third, countries that improved their cognitive skills over time experienced relative increases in their growth paths. From a policy perspective, the shares of basic literates and high performers have independent significant effects on growth that are complementary to each other, and the high-performer effect is larger in poorer countries.Human Capital, Economic Growth, Productivity, Education, Cognitive Skills

    Constrained Job Matching: Does Teacher Job Search Harm Disadvantaged Urban Schools?

    Search theory suggests that early career job changes lead to better matches that benefit both workers and firms, but this may not hold in teacher labor markets characterized by salary rigidities, barriers to entry, and substantial differences in working conditions. Of particular concern to education policy makers is the possibility that teacher turnover adversely affects the quality of instruction in schools serving predominantly disadvantaged children. Although such schools experience higher turnover on average than others, the impact on the quality of instruction depends crucially on whether it is the more productive teachers who are more likely to depart. The absence of direct measures of productivity typically hinders efforts to measure the effect of turnover on worker quality. In the case of teachers, however, the availability of matched panel data of students and teachers enables the isolation of the contributions of teachers to achievement. The empirical analysis reveals that teachers who remain in their school tend to outperform those who leave, particularly those who exit the Texas public schools entirely. Moreover, this gap appears to be larger for schools serving predominantly low income students, evidence that high turnover is not nearly as damaging as many suggest.teacher turnover
