    The Electromagnetic Counterpart of the Binary Neutron Star Merger LIGO/VIRGO GW170817. V. Rising X-ray Emission from an Off-Axis Jet

    We report the discovery of rising X-ray emission from the binary neutron star (BNS) merger event GW170817. This is the first detection of X-ray emission from a gravitational-wave source. Observations acquired with the Chandra X-ray Observatory (CXO) at t~2.3 days post merger reveal no significant emission, with L_x<=3.2x10^38 erg/s (isotropic-equivalent). Continued monitoring revealed the presence of an X-ray source that brightened with time, reaching L_x\sim 9x10^39 erg/s at ~15.1 days post merger. We interpret these findings in the context of isotropic and collimated relativistic outflows (both on- and off-axis). We find that the broad-band X-ray to radio observations are consistent with emission from a relativistic jet with kinetic energy E_k~10^49-10^50 erg, viewed off-axis with theta_obs~ 20-40 deg. Our models favor a circumbinary density n~ 0.0001-0.01 cm-3, depending on the value of the microphysical parameter epsilon_B=10^{-4}-10^{-2}. A central-engine origin of the X-ray emission is unlikely. Future X-ray observations at t100t\gtrsim 100 days, when the target will be observable again with the CXO, will provide additional constraints to solve the model degeneracies and test our predictions. Our inferences on theta_obs are testable with gravitational wave information on GW170817 from Advanced LIGO/Virgo on the binary inclination.Comment: 7 Pages, 4 Figures, ApJL, In Press.     The Electromagnetic Counterpart of the Binary Neutron Star Merger LIGO/VIRGO GW170817. VII. Properties of the Host Galaxy and Constraints on the Merger Timescale

    We present the properties of NGC 4993, the host galaxy of GW170817, the first gravitational wave (GW) event from the merger of a binary neutron star (BNS) system and the first with an electromagnetic (EM) counterpart. We use both archival photometry and new optical/near-IR imaging and spectroscopy, together with stellar population synthesis models to infer the global properties of the host galaxy. We infer a star formation history peaked at 10\gtrsim 10 Gyr ago, with subsequent exponential decline leading to a low current star formation rate of 0.01 M_{\odot} yr1^{-1}, which we convert into a binary merger timescale probability distribution. We find a median merger timescale of 11.21.4+0.711.2^{+0.7}_{-1.4} Gyr, with a 90% confidence range of 6.813.66.8-13.6 Gyr. This in turn indicates an initial binary separation of 4.5\approx 4.5 R_{\odot}, comparable to the inferred values for Galactic BNS systems. We also use new and archival HubbleHubble SpaceSpace TelescopeTelescope images to measure a projected offset of the optical counterpart of 2.12.1 kpc (0.64rer_{e}) from the center of NGC 4993 and to place a limit of Mr7.2M_{r} \gtrsim -7.2 mag on any pre-existing emission, which rules out the brighter half of the globular cluster luminosity function. Finally, the age and offset of the system indicates it experienced a modest natal kick with an upper limit of 200\sim 200 km s1^{-1}. Future GW-EM observations of BNS mergers will enable measurement of their population delay time distribution, which will directly inform their viability as the dominant source of rr-process enrichment in the Universe.Comment: 9 Pages, 3 Figures, 2 Tables, ApJL, In Press.     Cues and knowledge structures used by mental-health professionals when making risk assessments

    Background: Research into mental-health risks has tended to focus on epidemiological approaches and to consider pieces of evidence in isolation. Less is known about the particular factors and their patterns of occurrence that influence clinicians’ risk judgements in practice. Aims: To identify the cues used by clinicians to make risk judgements and to explore how these combine within clinicians’ psychological representations of suicide, self-harm, self-neglect, and harm to others. Method: Content analysis was applied to semi-structured interviews conducted with 46 practitioners from various mental-health disciplines, using mind maps to represent the hierarchical relationships of data and concepts. Results: Strong consensus between experts meant their knowledge could be integrated into a single hierarchical structure for each risk. This revealed contrasting emphases between data and concepts underpinning risks, including: reflection and forethought for suicide; motivation for self-harm; situation and context for harm to others; and current presentation for self-neglect. Conclusions: Analysis of experts’ risk-assessment knowledge identified influential cues and their relationships to risks. It can inform development of valid risk-screening decision support systems that combine actuarial evidence with clinical expertise

    Interregionalism's impact on regional integration in developing countries: the case of Mercosur

    This article examines the impact of interregionalism on deepening regional integration processes in non-European Union (EU) regions, specifically the Southern Common Market (Mercosur). It considers whether ‘capacity-building’ functions of interregionalism are present in EU–Mercosur relations. It argues that although negotiations for an association agreement might have helped Mercosur survive periods of severe crisis in the past, the terms of the agreement under negotiation were not sufficiently attractive to encourage deeper integration in Mercosur. Moreover, interregionalism cannot be expected to compensate for low institutionalization, nor substitute for weak political willingness to deepen integration. Ultimately, Mercosur alone can decide how far it wants to take its regional integration

    Some Aspects of Cost/ Benefit Analysis for In-Service Inspection of PWR Steam Generators

    This report discusses a number of aspects of cost/benefit (C/B) analysis for in-service inspection (lSI} of pressurized water reactor (PWR) steam generators (SGs) and identifies several problem areas that must be addressed prior to a full C/B analysis capability. Following a brief review of the impact of SG problems on the productivity of PWR units and of the scope and variability of SG problems among U.S. PWRs, various occupational implications of SG lSI are considered, namely manpower, time, and rad exposure. The opportunities provided by refueling outages in respect to lSI frequency and work time windows are reviewed. Indices for characterizing the nondestructive testing {NDT) information, rad exposure, impact,andmanpowerandtimeattributesofsingleISIsandaseriesofISIsoveranarbitraryevaluationperiodarepresentedandcalculatedforanumberoflSIcasesusingSGparametersforthreetypicalPWRunits.Acomparisonofthe impact, and manpower and time attributes of single ISIs and a series of ISIs over an arbitrary evaluation period are presented and calculated for a number of lSI cases using SG parameters for three typical PWR units. A comparison of the impact of unscheduled outages attributable to SG problems with the costofambitiouslSIstrategiesindicatesthatthe cost of ambitious lSI strategies indicates that the cost is virtually negligible for well-planned ISis. Considering the ALARA constraint on occupational rad exposure, the skilled manpower pool for NDT work appears to be the principal factor limiting lSI scope and frequency. Analysis of the manpower and time requirements for inspection of a 40-unit PWR population indicates, however, that an lSI strategy embodying two campaigns per year and a total population inspection within a 2-year interval is not far beyond current capabilities

    Optical follow-up of gravitational wave triggers with DECam

    Gravitational wave (GW) events have several possible progenitors, including black hole mergers, cosmic string cusps, supernovae, neutron star mergers, and black hole–neutron star mergers. A subset of GW events are expected to produce electromagnetic (EM) emission that, once detected, will provide complementary information about their astrophysical context. To that end, the LIGO-Virgo Collaboration has partnered with other teams to send GW candidate alerts so that searches for their EM counterparts can be pursued. One such partner is the Dark Energy Survey (DES) and Dark Energy Camera (DECam) Gravitational Waves Program (DES-GW). Situated on the 4m Blanco Telescope at the Cerro Tololo Inter-American Observatory in Chile, DECam is an ideal instrument for optical followup observations of GW triggers in the southern sky. The DES-GW program performs subtraction of new search images with respect to preexisting overlapping images to select candidate sources. Due to the short decay timescale of the expected EM counterparts and the need to quickly eliminate survey areas with no counterpart candidates, it is critical to complete the initial analysis of each night's images within 24 hours. The computational challenges in achieving this goal include maintaining robust I/O pipelines during the processing, being able to quickly acquire template images of new sky regions outside of the typical DES observing regions, and being able to rapidly provision additional batch computing resources with little advance notice. We will discuss the search area determination, imaging pipeline, general data transfer strategy, and methods to quickly increase the available amount of batch computing. We will present results from the first season of observations from September 2015 to January 2016 and conclude by presenting improvements planned for the second observing season

    This paper discusses the impact on initial teacher training of a new policy initiative in England: the introduction of Training Schools. First, the Training School project is set in context by exploring the evolution of a partnership approach to initial teacher training in England. Ways in which Training Schools represent a break with established practice are considered together with their implications for the dominant mode of partnership led by higher education institutions (HEIs). The capacity of Training Schools to achieve their own policy objectives is examined, especially their efficacy as a strategy for managing innovation and the dissemination of innovation. The paper ends by focusing on a particular Training School project which has adopted an unusual approach to its work and enquires whether this alternative approach could offer a more profitable way forward. During the course of the paper, five different models of partnership are considered: collaborative, complementary, HEI-led, school-led and partnership within a partnership

    Variation of health-related quality of life assessed by caregivers and patients affected by severe childhood infections.

    BACKGROUND: The agreement between self-reported and proxy measures of health status in ill children is not well established. This study aimed to quantify the variation in health-related quality of life (HRQOL) derived from young patients and their carers using different instruments. METHODS: A hospital-based cross-sectional survey was conducted between August 2010 and March 2011. Children with meningitis, bacteremia, pneumonia, acute otitis media, hearing loss, chronic lung disease, epilepsy, mild mental retardation, severe mental retardation, and mental retardation combined with epilepsy, aged between five to 14 years in seven tertiary hospitals were selected for participation in this study. The Health Utilities Index Mark 2 (HUI2), and Mark 3 (HUI3), and the EuroQoL Descriptive System (EQ-5D) and Visual Analogue Scale (EQ-VAS) were applied to both paediatric patients (self-assessment) and caregivers (proxy-assessment). RESULTS: The EQ-5D scores were lowest for acute conditions such as meningitis, bacteremia, and pneumonia, whereas the HUI3 scores were lowest for most chronic conditions such as hearing loss and severe mental retardation. Comparing patient and proxy scores (n = 74), the EQ-5D exhibited high correlation (r = 0.77) while in the HUI2 and HUI3 patient and caregiver scores were moderately correlated (r = 0.58 and 0.67 respectively). The mean difference between self and proxy-assessment using the HUI2, HUI3, EQ-5D and EQ-VAS scores were 0.03, 0.05, -0.03 and -0.02, respectively. In hearing-impaired and chronic lung patients the self-rated HRQOL differed significantly from their caregivers. CONCLUSIONS: The use of caregivers as proxies for measuring HRQOL in young patients affected by pneumococcal infection and its sequelae should be employed with caution. Given the high correlation between instruments, each of the HRQOL instruments appears acceptable apart from the EQ-VAS which exhibited low correlation with the others

    On the (not so) constant proportional trade-off in TTO

    Abstract. Purpose: The linear and power QALY models require that people in Time Trade-off (TTO) exercises sacrifice the same proportion of lifetime to obtain a health improvement, irrespective of the absolute amount. However, evidence on these constant proportional trade-offs (CPTOs) is mixed, indicating that these versions of the QALY model do not represent preferences. Still, it may be the case that a more general version of the QALY model represents preferences. This version has the property that people want to sacrifice the same proportion of utilities of lifetime for a health improvement, irrespective of the amount of this lifetime. Methods: We use a new method to correct TTO scores for utility of life duration and test whether decision makers trade off utility of duration and quality at the same rate irrespective of duration. Results: We find a robust violation of CPTO for both uncorrected and corrected TTO scores. Remarkably, we find higher values for longer durations, contrary to most previous studies. This represents the only study correcting for utility of life duration to find such a violation. Conclusions: It seems that the trade-off of life years is indeed not so constantly proportional and, therefore, that health state valuations depend on durations
