    Clean and green with deepening shadows? a non-complacent view of corruption in New Zealand

    New Zealand has long been regarded as a country with little or no governmental corruption. In recent times it has been ranked consistently as one of the five least corrupt countries in the world, on Transparency International’s (TI) Corruption Perceptions Index (CPI). In 2009 and 2011 it was ranked as the single most corruption-free country on the CPI, and in 2012 it shared first place with Denmark and Finland. This paper examines the reasons why historically New Zealand has been largely free of governmental corruption, using widely accepted definitions of what constitutes corrupt behaviour. It goes on to argue that, at least by its own normal standards, the country might now be more susceptible to corruption, for a variety of reasons, in both the public and private sectors, and that more political and administrative attention may need to be paid to this issue. The paper discusses New Zealand’s surprising tardiness in ratifying the United Nations Convention against Corruption, an apparent reluctance that leaves the country sitting alongside other non-ratifying countries which have endemic levels of corruption in all its forms.     This case study chronicles one teacher\u27s experience in the semester after an in-service course, Using Technology for Instruction and Assessment. Results suggest that success in the course and good intentions do not necessarily translate into dramatic change in methods or media of instruction. Student mobility and special needs, unexpected administrative mandates, the anxiety of being judged as competent based on standardized test results, poorly designed classrooms, insufficient time to master new software, and habitual ways of conceptualizing what and how students should learnall complicate efforts to help students use computers to construct meaning and represent their learning to others.     Dark Corners in a Bright Economy; The Lack of Jobs for Unskilled Men

    This paper discusses the large reductions in full-time employment among unskilled Australian males that began in the 1970's and continued over the next three to four decades. Over this period, each recession led to large falls in the male full-time employment-population ratio and during each economic recovery the employment ratio failed to move back to previous levels. Unemployment fell during each output recovery, not in response to employment gains, but in response to large scale withdrawals from the labour market into the welfare system. The loss of unskilled jobs for men has been associated with falling marriage rates and increasing use of the welfare system by single women. The paper concludes by briefly assessing some of the impacts of the new resource boom on these long run labour market and welfare trends and discusses the potential for different labour market outcomes emerging across mineral and non-mineral states.Employment, Unskilled jobs

    Technology in the Great Divergence

    In this paper, we examine the changes in per-capita income and productivity from 1700 to modern times, and show four things: (1) that incomes per capita diverged more around the world after 1800 than before; (2) that the source of this divergence was increasing differences in the efficiency of economies; (3) that these differences in efficiency were not due to problems of poor countries in getting access to the new technologies of the Industrial Revolution; (4) that the pattern of trade from the late nineteenth century between the poor and the rich economies suggests that the problem of the poor economies was peculiarly a problem of employing labor effectively. This continues to be true today.
