    Personal Relationships and Support for Gay Rights

    Since the early days of the gay liberation movement, activists have argued that coming out to heterosexuals would increase acceptance of homosexuality and support for gay rights. Though the empirical research has generally supported this hypothesis, it has not adequately controlled for reciprocal causation: having positive attitudes toward homosexuality increases the probability that a gay, lesbian, or bisexual person (LGB) will come out to you. This paper re-estimates the effect of knowing LGBs on support for gay rights using individual-level data from 27 surveys of the national population conducted since 1983. I first assess whether the same characteristics predict both attitudes and acquaintance. I next examine the effect of knowing LGBs on acceptance of homosexuality and support for gay rights in three ways: using logit models that control for the demographic and political variables used in step one, using propensity score matching to restrict comparisons of those who know LGBs to others who are as similar as possible, and using logit models for support for gay rights that also control for acceptance of homosexuality. Findings confirm that knowing LGBs affects beliefs on the morality of homosexual relations, employment discrimination, gays in the military, sodomy laws, and samesex marriage. Working Paper 07-1

    Using panel data analysis, we examine the relative importance of citizen and government characteristics on a highly discretionary and volatile budget item: state appropriations to arts agencies. Despite the unimportance of arts spending to most citizens, changes in arts spending appear to reflect citizen desires.     Moral Hazard, Incentive Contracts and Risk: Evidence from Procurement

    Deadlines and penalties are widely used to incentivize effort. We model how these incentive contracts affect the work rate and time taken in a procurement setting, characterizing the efficient contract design. Using new micro-level data on Minnesota highway construction contracts that includes day-by-day information on work plans, hours actually worked and delays, we find evidence of moral hazard. As an application, we build an econometric model that endogenizes the work rate, and simulate how different incentive structures affect outcomes and the variance of contractor payments. Accounting for the traffic delays caused by construction, switching to a more efficient design would substantially increase welfare without substantially increasing the risk borne by contractors.

    Procurement Contracting with Time Incentives: Theory and Evidence

    In public sector procurement, social welfare often depends on the time taken to complete the contract. A leading example is highway construction, where slow completion times inflict a negative externality on commuters. Recently, highway departments have introduced innovative contracting methods based on scoring auctions that give contractors explicit time incentives. We characterize equilibrium bidding and efficient design of these contracts. We then gather an extensive data set of highway repair projects awarded by the California Department of Transportation between 2003 and 2008 that includes both innovative and standard contracts. Comparing similar con- tracts in which the innovative design was and was not used, we show that the welfare gains to commuters from quicker completion substantially exceeded the increase in the winning bid. Having argued that the current policy is effective, we then develop a structural econometric model that endogenizes participation and bidding to examine counterfactual policies. Our estimates suggest that while the current policy raised com- muter surplus relative to the contractor's costs by 359M(6.8359M (6.8% of the total contract value), the optimal policy would raise it by 1.52B (29%).

    Representation of Lesbian and Gay Men in Federal, State, and Local Bureaucracies

    Americans increasingly view lesbians and gay men as a legitimate minority, entitled to equal employment opportunities and perhaps to adequate representation in government. Scholars of public administration have extensively studied whether women and racial minorities receive fair representation and pay in the public sector, but we have generally ignored lesbians and gay men, largely because we lack data on the sexual orientation of government employees. Using a 5 percent sample of the 2000 Census, this paper provides new insights into one group of lesbian and gay employees: full-time workers with same-sex unmarried partners. It first determines whether they are as likely to hold jobs in the public and nonprofit sectors as workers who are married, have different-sex unmarried partners, or have never been married. Second, it explores whether lesbians' and gay men's representation is concentrated in particular occupations. It then examines whether workers with same-sex partners earn as much as other workers, and whether any disparities can be explained by race, gender, education, age, occupation, and location.     Modelling adversarial dynamics in natural and artificial immunity

    Immunity is both a lens to understand the ecology of adversarial host-pathogen interactions, but also a lever for clinical intervention in combating infectious disease. This thesis uses mathematical modelling to interrogate both the function and effectiveness of natural immune systems, and how human interventions like vaccination can be best deployed. A defence of the value of this scientific approach in overcoming the empirical and interpretative challenges for these topics is provided in chapter 1. The first two investigations consider the evolution and functional performance of natural immune systems. Chapter 2 proposes that immune adaptations can plausibly arise from Fisherian selection, and therefore could be maladaptive, and constructs a simple mathematical model of hosts and pathogens to examine this potential mechanism. Chapter 3 assesses the utility of a particular immune adaptation: fever. It models the impact of different proposed thermal strategies of fever in terms of suppressing pathogen temperature-dependent growth, and compares these to the calorimetric costs of heating. The second two investigations consider how artificial immunity is best deployed, focusing upon vaccination strategies in the COVID-19 pandemic. Chapter 4 considers the risk and benefit of very early emergency use of a vaccine, before its safety and efficacy is known, finding this balance can favour such use for many individuals in the early stages of the COVID-19 pandemic. Chapter 5 investigates another emergency strategy for multiple dose vaccines, prioritising individuals for first doses and the expense of postponing individuals receiving subsequent doses, and when this strategy would be beneficial for public health in terms of risk reduction, disease transmission, and earlier relaxation of non-pharmaceutical interventions. I conclude with a discussion of broader themes which span across these investigations, and suggestions for further research

    Steroidal regulation of uterine resistance to bacterial infection in livestock

    Postpartum uterine infections reduce reproductive efficiency and have significant animal welfare and economic consequences. Postpartum uterine infections are classified as nonspecific, but Arcanobacterium pyogenes and Escherichia coli are usually associated with them in cattle and sheep. Pyometra is the most common type of uterine infection in dairy cattle, and it is detected almost exclusively in cows with active corpora lutea. Luteal progesterone typically down-regulates uterine immune functions and prevents the uterus from resisting infections. Progesterone also can down-regulate uterine eicosanoid synthesis. This seems to be a critical event in the onset of uterine infections, because eicosanoids can up-regulate immune cell functions in vitro. In addition, exogenous prostaglandin F2 alpha stimulates uterine secretion of prostaglandin F2 alpha and enhances immune functions in vivo. Thus, one may hypothesize that eicosanoids can override the negative effects of progesterone and that the up-regulatory effects of exogenous prostaglandin F2 alpha allow the uterus to resolve an infection, regardless of progesterone concentrations. Based on the results of studies to test that hypothesis, cows, sheep, and pigs in various physiological statuses are resistant to intrauterine infusions of Arcanobacterium pyogenes and Escherichia coli, unless progesterone concentrations are increased. In sheep and pigs, exogenous prostaglandin F2 alpha stimulates uterine production of prostaglandin F2 alpha and allows the uterus to resolve Arcanobacterium pyogenes-Escherichia coli-induced infections, even when progesterone is maintained at luteal phase concentrations before and after treatment. Prostaglandin F2 alpha is a proinflammatory molecule that stimulates the production of various proinflammatory cytokines, and it may enhance uterine production of leukotriene B(4). Proinflammatory cytokines and leukotriene B(4 )enhance phagocytosis and lymphocyte functions. Even though there are clear associations among prostaglandin F2 alpha, leukotriene B4, proinflammatory cytokines, phagocytosis, and lymphocyte functions, the mechanism of action of exogenous prostaglandin F2 alpha in overriding the down-regulatory effects of progesterone and resolving uterine infections has not been elucidated. Defining this mechanism should yield new prevention and treatment strategies for uterine infections that do not rely on antibiotic and antimicrobial compounds
