    Steady state simulation and exergy analysis of supercritical coal-fired power plant with COâ‚‚ capture

    Integrating a power plant with COâ‚‚ capture incurs serious efficiency and energy penalty due to use of energy for solvent regeneration in the capture process. Reducing the exergy destruction and losses associated with the power plant systems can improve the rational efficiency of the system and thereby reducing energy penalties. This paper presents steady state simulation and exergy analysis of supercritical coal-fired power plant (SCPP) integrated with post-combustion COâ‚‚ capture (PCC). The simulation was validated by comparing the results with a greenfield design case study based on a 550 MWe SCPP unit. The analyses show that the once-through boiler exhibits the highest exergy destruction but also has a limited influence on fuel-saving potentials of the system. The turbine subsystems show lower exergy destruction compared to the boiler subsystem but more significance in fuel-saving potentials of the system. Four cases of the integrated SCPP-CO2 capture configuration was considered for reducing thermodynamic irreversibilities in the system by reducing the driving forces responsible for the COâ‚‚ capture process: conventional process, absorber intercooling (AIC), split-flow (SF), and a combination of absorber intercooling and split-flow (AIC + SF). The AIC + SF configuration shows the most significant reduction in exergy destruction when compared to the SCPP system with conventional COâ‚‚ capture. This study shows that improvement in turbine performance design and the driving forces responsible for COâ‚‚ capture (without compromising cost) can help improve the rational efficiency of the integrated system

    Vertical Equity Consequences of Very High Cigarette Tax Increases: If the Poor are the Ones Smoking, How Could Cigarette Tax Increases be Progressive?

    Cigarette smoking is concentrated among low income groups. Consequently, cigarette taxes are considered regressive. However, if poorer individuals are much more price sensitive than richer individuals, then tax increases would reduce smoking much more among the poor and their cigarette tax expenditures as a share of income would rise by much less than for the rich. Warner (2000) said this phenomenon would make cigarette tax increases progressive. We test this empirically. Among low-, middle-, and high-income, we estimate total price elasticities of -0.37, -0.35, and -0.20, respectively. We find that cigarette tax increases are not close to progressive using both tax expenditure-based and traditional welfare measures. This finding is robust to cross-border purchasing, generic cigarettes, and substantial external effects. However, we find that taxes can be progressive under some behavioral economic models (Gruber & Koszegi, 2004) but that these may only apply to a small share of smokers.

    Do Employees From Less-Healthy Communities Use More Care and Cost More? Seeking to Establish a Business Case for Investment in Community Health.

    INTRODUCTION: Few studies have examined the impact of community health on employers. We explored whether employed adults and their adult dependents living in less-healthy communities in the greater Philadelphia region used more care and incurred higher costs to employers than employees from healthier communities. METHODS: We used a multi-employer database to identify adult employees and dependents with continuous employment and mapped them to 31 zip code regions. We calculated community health scores at the regional level, by using metrics similar to the Robert Wood Johnson Foundation (RWJF) County Health Rankings but with local data. We used descriptive analyses and multilevel linear modeling to explore relationships between community health and 3 outcome variables: emergency department (ED) use, hospital use, and paid claims. Business leaders reviewed findings and offered insights on preparedness to invest in community health improvement. RESULTS: Poorer community health was associated with high use of ED services, after controlling for age and sex. After including a summary measure of racial composition at the zip code region level, the relationship between community health and ED use became nonsignificant. No significant relationships between community health and hospitalizations or paid claims were identified. Business leaders expressed interest in further understanding health needs of communities where their employees live. CONCLUSION: The health of communities in which adult employees and dependents live was associated with ED use, but similar relationships were not seen for hospitalizations or paid claims.     The Classroom Observation Schedule to Measure Intentional Communication (COSMIC) was devised to provide ecologically valid outcome measures for a communication-focused intervention trial. Ninety-one children with autism spectrum disorder aged 6 years 10 months (SD 16 months) were videoed during their everyday snack, teaching and free play activities. Inter-rater reliability was high and relevant items showed significant associations with comparable items from concurrent Autism Diagnostic Observation Schedule – Generic (Lord et al., 2000) assessments. In a subsample of 28 children initial differences in rates of initiations, initiated speech/vocalisation and commenting were predictive of language and communication competence 15 months later. Results suggest that the use of observational measures of intentional communication in natural settings is a valuable assessment strategy for research and clinical practice

Other topic areas included the philosophical, sociological, ecological and economic basis for controlling damage caused by individual animals or populations of problem wildlife.
