    Testing the public’s response to receiving severe flood warnings using simulated cell broadcast

    European Governments must implement a public alerting system to reach mobile phone users affected by major emergencies and disasters by June 2022. Cell Broadcast is used to issue emergency alerts in several countries but has not yet been introduced in the UK. This paper presents the results of a joint research exercise that explored recipients’ responses to cell broadcast messages that warned of floods of varying certainty, severity, and urgency. We adopted a mixed-methods approach employing semi-structured questions and focus groups to assess the perceptions of 80 workshop participants who received simulated emergency alerts on pre-prepared handsets. Our results suggest that although emergency alerting is welcomed, it is necessary to provide accurate and verifiable information, address accessibility challenges, and state location clearly and understandably. This life-saving technology, if used aptly by not over-alerting, specifying the specific urgency, certainty, severity and location of the flood risk, has the real potential of upgrading flood warnings in the UK

Diagnostic tests have been developed, complete viral genomes sequenced, resistance transgenes developed, and the causes of new and old diseases elucidated. From this substantial platform, the application of some of the new molecular technologies such as genomics and proteomics should allow a complete understanding of the interactions between sugarcane and its pests and pathogens, leading to new approaches to pathogen diagnosis and disease control.     First record of verticillium wilt (Verticillium longisporum) in winter oilseed rape in the UK

    Verticillium longisporum is an important pathogen of oilseed rape (OSR) and vegetable brassicas in several European countries, but has not been reported previously in the UK (Karapapa et al., 1997; Steventon et al., 2002). In 2007, Verticillium wilt was suspected in UK crops of winter OSR (W-OSR) on cv. Castille in Romney Marsh, Kent and on cv. Barrel near Hereford. At these two locations, 32 and 10% of the plants, respectively, appeared to be affected, but the presence of stem canker may have masked some infections. Symptoms were first seen as the crops began to ripen (seeds green-brown to brown, Growth Stage: 6,4-6,5) and included brown and dark grey vertical bands on the stems from soil level into the branches, and premature ripening of some branches (Fig. 1). Microsclerotia were observed on stem samples collected in the field (Fig. 2), suggesting V. longisporum as the causal agent. Cultures were prepared from field samples by immersing stem pieces in 5% sodium hypochlorite solution for one minute, washing twice in sterile distilled water and plating onto potato dextrose agar containing 25 mg/l streptomycin sulphate. Isolates from three plants per outbreak were identified morphologically as V. longisporum. Mean conidial dimensions (25 spores per isolate) were 8.80-9.65 μm (length) and 2.50-2.85 μm (width) and all isolates produced elongated microsclerotia, characters typical of V. longisporum (Karapapa et al., 1997). The identity was confirmed by PCR using species-specific primers (Steventon et al., 2002) and, as a member of the α sub-group, by direct sequencing of the amplicons from primer pairs ITS4-ITS5 and DB19-DB22 (Collins et al., 2003; 2005). Sequences for isolate 003 from Kent were deposited in GenBank (Accession Nos. HQ702376 and HQ702377). All isolates tested from 2008 and 2009 were identical with previously deposited sequences for European OSR isolates (e.g. AF363992 and AF363246 respectively). Pathogenicity was confirmed by inoculating three OSR cv. Castille seedlings per isolate using the root dip technique with 1 x 106 spores/ml (Karapapa et al., 1997) under heated glasshouse conditions at 19°C. Leaf yellowing and blackening of the leaf veins were found 26 days after inoculation (Fig. 3). Yellowing affecting the three oldest leaves increased for seven to nine days. After five weeks the final mean leaf area affected was 63-78% with no differences between isolates. No leaf yellowing occurred in the controls. After five weeks, V. longisporum was re-isolated from all the inoculated seedlings, but not from the non-inoculated controls. In June 2008, infection of W-OSR crops in different fields on the same farms was found on cv. Es Astrid in Kent (56% incidence) and on cv. Lioness in Hereford (15% incidence). The Kent farm had been growing W-OSR alternating with winter wheat for at least 10 years whilst the Hereford farm had grown W-OSR one year in four. These short rotations of OSR may be contributing to the appearance of this disease. This study confirms the identification of V. longisporum on any host in the UK, through molecular studies and detailed spore measurements that were not reported in an earlier review (Gladders, 2009). This pathogen occurs in several European countries and, since OSR may be traded freely, following a Defra consultation, no statutory plant health action is to be taken

    Spatial clustering of drug-resistant tuberculosis in Hlabisa subdistrict, KwaZulu-Natal, 2011-2015.

    SETTING: Incidencerates of tuberculosis (TB) in South Africa are among the highest in the world, and drug resistance is a major concern. Understanding geographic variations in disease may guide targeted interventions. OBJECTIVE: To characterise the spatial distribution of drug-resistant TB (DR-TB) in a rural area of KwaZulu-Natal, South Africa, and to test for clustering. DESIGN: This was a cross-sectional analysis of DR-TB patients managed at a rural district hospital from 2011 to 2015. We mapped all patients in hospital data to local areas, and then linked to a population-based demographic surveillance system to map the patients to individual homesteads. We used kernel density estimation to visualise the distribution of disease and tested for clustering using spatial scan statistics. RESULTS: There were 489 patients with DR-TB in the subdistrict; 111 lived in the smaller demographic surveillance area. Spatial clustering analysis identified a high-risk cluster (relative risk of DR-TB inside vs. outside cluster 3.0, P < 0.001) in the south-east, a region characterised by high population density and a high prevalence of human immunodeficiency virus infection. CONCLUSION: We have demonstrated evidence of a geographic high-risk cluster of DR-TB. This suggests that targeting interventions to spatial areas of highest risk, where transmission may be ongoing, could be effective

    Tasmanian healthcare professionals' &amp; students' capacity for LGBTI + inclusive care: A qualitative inquiry

    The health disparities and care needs of lesbian, gay, bisexual, transgender and intersex (LGBTI+) patients are becoming well known. However, healthcare practitioners (HCPs) and medical students across the Global North report limited understanding of this population and express concern about their capacity to meet the needs of LGBTI + patients. To address these gaps in literature and practice, this study draws on qualitative interviews with 12 clinicians and five health professional students exploring their understandings and approaches to LGBTI + inclusive practice in Tasmania, Australia. Through a reflexive thematic analysis, we identified that both practicing clinicians and students did not believe that their training adequately prepared them to treat LGBTI + patients. Other key barriers included reduced awareness of LGBTI + community needs due to the lack of exposure to LGBTI + patients and unfamiliarity with appropriate referral pathways in the regional Tasmanian context. Conversely, factors enabling provision of LGBTI + inclusive care included prior experience working with LGBTI + patients and establishing a network of supportive colleagues and local services. Participants who identified as LGBTI + themselves saw their personal experiences as a strength in supporting LGBTI + patients. While awareness of LGBTI + inclusive health practice is increasing, Tasmanian practitioners report insufficient training and practical difficulties with referral as key challenges

    A terahertz polarization insensitive dual band metamaterial absorber

    Metamaterial absorbers have attracted considerable attention for applications in the terahertz range. In this Letter, we report the design, fabrication, and characterization of a terahertz dual band metamaterial absorber that shows two distinct absorption peaks with high absorption. By manipulating the periodic patterned structures as well as the dielectric layer thickness of the metal–dielectric–metal structure, significantly high absorption can be obtained at specific resonance frequencies. Finite-difference time-domain modeling is used to design the structure of the absorber. The fabricated devices have been characterized using a Fourier transform IR spectrometer. The experimental results show two distinct absorption peaks at 2.7 and 5.2 THz, which are in good agreement with the simulation. The absorption magnitudes at 2.7 and 5.2 THz are 0.68 and 0.74, respectively

    The high levels of government payments to farmers resulting from the 1985 farm bill have once again led the Congress to examine the payment limit issue. Payment limits were initially established in 1970 and have since been revised several times. In this report, policy and farm management economists analyze the consequences of alternative payment limits on economic efficiency, economic viability of family-size farms, international competitiveness, and consumer food costs. Effective payment limits encourage reduced farm size and in the presence of economies of size, tend to increase production costs for program crops. The Agricultural and Food Policy Center is charged with evaluating economic impacts of policy alternatives -- not recommending, advocating, or opposing particular policies. The Center's orientation is toward Texas agriculture -- evaluating policy impacts on its producers and consumers. Farm prices and income, however, are determined in world markets that are influenced by national economic policy and farm programs.     Immigration Reform: Seeking the Right Reasons.

    The legacy of immigration to the United States permeates the debate over current immigration policy. Because our self-definition as a nation is at stake in this debate, the issue of immigration arouses our deepest sentiments regarding the communities in which we live. We do not need to search far back in our history to find examples of imprudent law-making. Both the 1924 and 1925 immigration laws were motivated in large part by purposes which eventually undermined the principles on which they rested. These acts serve as prime examples of how employing erroneous reasons to enact even well-intentioned laws can be a self-defeating proposition. Few can deny ours is an era when reform of immigration laws once again has become a national imperative. During the ensuing fifteen years since the Select Commission on Immigration Reform, the basic message was lost. Serious immigration reform was frustrated by our failure to define the national interest our immigration policy must serve. And the recommendation of commissions and immigration reform legislation to limit the number of illegal immigrants per year have been met with mixed success. The United States is a nation of immigrants. Unlike many developed nations just coming to grips with the impact of immigration, the debate in this country is relatively advanced. Immigration will continue, as it has in the past, to play a decisive role in forming that heritage. Whether immigration will strengthen our nation and otherwise serve our national interests is not a matter of accident or coincidence. Rather, it will depend on the type of policies and the reasons for the policies enacted and ratified.
