    The Landscape of Rights and Licensing Initiatives for Data Sharing

    Over the last twenty years, a wide variety of resources have been developed to address the rights and licensing problems inherent with contemporary data sharing practices. The landscape of developments is this area is increasingly confusing and difficult to navigate, due to the complexity of intellectual property and ethics issues associated with sharing sensitive data. This paper seeks to address this challenge, examining the landscape and presenting a Version 1.0 directory of resources. A multi-method study was pursued, with an environmental scan examining 20 resources, resulting in three high-level categories: standards, tools, and community initiatives; and a content analysis revealing the subcategories of rights, licensing, metadata & ontologies. A timeline confirms a shift in licensing standardization priorities from open data to more nuanced and technologically robust solutions, over time, to accommodate for more sensitive data types. This paper reports on the research undertaking, and comments on the potential for using license-specific metadata supplements and developing data-centric rights and licensing ontologies

    IS IT POSSIBLE TO IMPROVE BANK PERFORMANCE: EVIDENCE FROM BANKS IN BOSNIA AND HERZEGOVINA?

    This research was conducted to identify variables that affect the efficiency of banks in Bosnia and Herzegovina. The required data were collected from 30 respondents (banks directors and CEOs) and a targeted set of 20 questions. For the purposes of data analysis, the statistical technique of factor analysis was used with the help of principal components. In the process of implementing this technique, the general applicability of the model and each variable was tested in order to identify key indicators that affect the efficiency of bank operations. Therefore, the main objective of this research is to identify the factors that most affect the efficiency of banks in Bosnia and Herzegovina. The results of the research showed that the value of the Kaiser-Meyer-Olkin (KMO) is greater than 0.50, which certainly confirms the application of factor analysis, that is, the significance of certain variables on the efficiency and effectiveness of banks in Bosnia and Herzegovina. Also, the factor rotation matrix indicates that the following variables have the greatest impact on the efficiency and effectiveness of banks operations: the bank provides fast service (q8), the banks communication with clients is good (q9), to meet when granting loans (q19), banks provide different types of loans (q14) and banks offer moderate interest rates on credit placements (q15)

    DARSI: An Ontology for Facilitating the Development of Data Sharing and Use Agreements

    The advantages of data sharing across organizations and disciplines are indisputable; although, sensitive and restricted data cannot be easily shared due to policies and legal matters. The research presented in this paper takes a step toward systematizing the sharing of sensitive and restricted research data by developing an ontology to frame and guide DSUA (Data Sharing and Usage Agreement) development. The paper provides background context, describes the ontology creation process, and introduces the Data Sharing Agreements for Restricted and Sensitive Information (DARSI) ontology. DARSI contains four top level classes, 20 sub-classes, 33 sub-categories and 17 simple properties for categories applicable at various levels. The discussion provides further insight into the work accomplished, and the conclusion identifies next steps

    U ovom se radu bavimo osnovnim postulatima i zajedničkim pitanjem bratstva i sestrinstva zasnovanog na encikliki pape Franje Fratelli tutti – Svi smo mi braća i sestre za čiji je sadržaj, kako piše u uvodu, bio nadahnut i susretima sa šeikom Al-Azhara Ahmadom Al-Tayyibom. Univerzitet Al-Azhar uživa ugled među većinom muslimana u svijetu. Papa se referira na asiškog sveca Franju koji se, nadahnut sadržajem Novog zavjeta, tako obraćao svim ljudima, braći i sestrama, muškarcima i ženama, svim ljudima dobre volje, Božjim stvorenjima. Zanima nas koje su poveznice među vjerama i zašto je važno čitati Papinu Encikliku kao poticaj na prihvaćanje drugog i drukčijeg i razvijanje kulture dijaloga te kakve to implikacije Enciklika ima za teološki dijalog, etički monoteizam i društvenu pravdu. Enciklika ima jasnu poveznicu s Dokumentom o ljudskom bratstvu za svjetski mir i zajednički život koji su papa Franjo i šeik Al-Azhara Ahmad Al-Tayyib potpisali 4. veljače 2019. u Abu Dhabiju. Nas u ovom tekstu primarno zanimaju dijelovi koji ukazuju na nužnost razvijanja i njegovanja kulture dijaloga, prihvaćanja vjernika kao braće i sestara i važnost etičkog monoteizma koji snažno povezuje sve sljedbenike monoteističkih religija. U radu su nam važna tri segmenta: teološka otvorenost Papine treće enciklike, etička pitanja i društveni kontekst te populizmi i liberalizmi. Ta su pitanja važna i za naše područje s obzirom na stoljetnu isprepletenost i zajednički život kršćana i muslimana u ovom dijelu svijeta.In this work, we deal with the basic postulates and the common question of brotherhood and sisterhood based on the encyclical of Pope Francis Fratelli tutti – We are all brothers and sisters, the content of which, as written in the introduction, was also inspired by meetings with Sheikh Al-Azhar Ahmad Al-Tayyib. Al-Azhar University enjoys a reputation among the majority of Muslims in the world. The Pope refers to Saint Francis of Assisi, who, inspired by the content of the New Testament, addressed to all people with this words, brothers and sisters, men and women, all people of good will, God\u27s creatures. We are interested in what are the links between the faiths and why it is important to read the Pope\u27s Encyclical as an incentive to accept the other and different and to develop a culture of dialogue, and what implications the Encyclical has for theological dialogue, ethical monotheism and social justice. The encyclical has a clear link to the Document on Human Fraternity for World Peace and Coexistence that Pope Francis and Sheikh Al-Azhar Ahmad Al-Tayyib signed on February 4, 2019 in Abu Dhabi. In this text, we are primarily interested in the parts that indicate the necessity of developing and nurturing a culture of dialogue, accepting believers as brothers and sisters, and the importance of ethical monotheism, which strongly unites all followers of monotheistic religions. Three segments are important to us in our work: the theological openness of the Pope\u27s third encyclical, ethical issues and social context, and populism and liberalism. These questions are also important for our area, considering the centuries-old intertwining and common life of Christians and Muslims in this part of the world

    Representing Aboutness: Automatically Indexing 19th- Century Encyclopedia Britannica Entries

    Representing aboutness is a challenge for humanities documents, given the linguistic indeterminacy of the text. The challenge is even greater when applying automatic indexing to historical documents for a multidisciplinary collection, such as encyclopedias. The research presented in this paper explores this challenge with an automatic indexing comparative study examining topic relevance. The setting is the NEH-funded 19th-Century Knowledge Project, where researchers in the Digital Scholarship Center, Temple University, and the Metadata Research Center, Drexel University, are investigating the best way to index entries across four historical editions of the Encyclopedia Britannica (3rd, 7th, 9th, and 11th editions). Individual encyclopedia entry entries were processed using the Helping Interdisciplinary Vocabulary Engineering (HIVE) system, a linked-data, automatic indexing terminology application that uses controlled vocabularies. Comparative topic relevance evaluation was performed for three separate keyword extraction algorithms: RAKE, Maui, and Kea++. Results show that RAKE performed the best, with an average of 67% precision for RAKE, and 28% precision for both Maui and Kea++. Additionally, the highest-ranked HIVE results with both RAKE and Kea++ demonstrated relevance across all sample entries, while Maui’s highest-ranked results returned zero relevant terms.     The Northeast Big Data Innovation Hub: “Enabling Seamless Data Sharing in Industry and Academia” Workshop Report

    Increasingly, both industry and academia, in fields ranging from biology and social sciences to computing and engineering, are driven by data (Provost & Fawcett, 2013; Wixom, et al, 2014); and both commercial success and academic impact are dependent on having access to data. Many organizations collecting data lack the expertise required to process it (Hazen, et al, 2014), and, thus, pursue data sharing with researchers who can extract more value from data they own. For example, a biosciences company may benefit from a specific analysis technique a researcher has developed. At the same time, researchers are always on the search for real-world data sets to demonstrate the effectiveness of their methods. Unfortunately, many data sharing attempts fail, for reasons ranging from legal restrictions on how data can be used—to privacy policies, different cultural norms, and technological barriers. In fact, many data sharing partnerships that are vital to addressing pressing societal challenges in cities, health, energy, and the environment are not being pursued due to such obstacles. Addressing these data sharing challenges requires open, supportive dialogue across many sectors, including technology, policy, industry, and academia. Further, there is a crucial need for well-defined agreements that can be shared among key stakeholders, including researchers, technologists, legal representatives, and technology transfer officers. The Northeast Big Data Innovation Hub (NEBDIH) took an important step in this area with the recent “Enabling Seamless Data Sharing in Industry and Academia” workshop, held at Drexel University September 29-30, 2016. The workshop brought together representatives from these critical stakeholder communities to launch a national dialogue on challenges and opportunities in this complex space
