    Fifteen years of e-government research in Ibero-America: a bibliometric analysis

    In this article it is presented a bibliometric analysis of e-government research in the Ibero-American (IA) Community. Data from the Scopus® database relating to 1,129 research documents published between 2003 and 2017 was used. Presented analyzes include the most productive and impacting researchers, institutions and countries; determinants for country results; most relevant subject areas and specific research themes; and international cooperation patterns, namely within the IA Community. Contrary to what happens worldwide, e-government research production is still rising in Ibero-America. Besides the general heterogeneity, there are four relatively homogenous groups of countries to what concerns production and impact: leading, evolving, emerging, and expectant countries. IA has distinctive characteristics that make it interesting as an object of study and that constitute an opportunity for further development. Nevertheless, for results to continue to evolve, it is relevant that public policies related to e-government development and the promotion of research continue to be developed and that cooperation among IA researchers is properly promoted and supported.publishe

    Assessing the impact of smart cities on local E-government research: a bibliometric study

    This article contributes to the knowledge body by establishing the current situation in terms of need, adoption and advertising of privacy policies in the Web sites of Portuguese local authorities, and by collecting evidence of its compliance with privacy practices. Web sites of all the 308 Portuguese municipalities were surveyed for the presence of privacy policies, the usage of tracking cookies and measures taken to secure user credentials. A conceptual analysis was performed on privacy policies to categorize their content. Results were compared with other international studies. It was found that only 26% of the municipalities provide privacy policy statements and many of those exhibit significant gaps considering the information that can be expected in such documents. Furthermore, evidence of non-compliance with the advertised privacy policies and the legislation was also collected. The presented conclusions are useful for both academics and practitioners in the areas of e-government, privacy assurance and local government.publishe

Trata-se de uma plataforma simples, versátil e segura, que se baseia em tecnologias normalizadas e facilmente disponíveis, como sejam o XML (Extensible Markup Language), o HTTP (Hypertext Transfer Protocol), o SSL (Secure Sockets Layer) e o PKI. (Public Key Infrastructure).     Smart cities research in Portugal and Spain: An exploratory biliometric analysis

    In this paper it is presented a bibliometric analysis on smart cities research in Portugal and Spain performed using the Scopus® database as a source. Number of articles, citations to those articles, types of sources, most productive and impacting authors and institutions, most cited articles and more relevant subject areas are analyzed and discussed. It is concluded that there is a significant gap between Portugal and Spain in terms of the impact of the research produced, partially explained with the subjects addressed and type of publications used. The results presented here can be of use to researchers and policy makers in the field of Smart Cities’ research mainly as a basis for benchmarking

    As arquiteturas de interoperabilidade permitem a criação de workflows transversais na administração pública e a integração de serviços na perspetiva dos cidadãos e empresas. Neste artigo apresentamos um modelo de segurança que visa as questões levantadas por arquiteturas de interoperabilidade baseadas em agentes autónomos que suportam a composição dinâmica de workflows. O modelo baseia-se numa infraestrutura de chave pública e num conjunto de estruturas de dados baseadas em normas bem conhecidas (X.509 V3 e WSDL). Este modelo de segurança suporta a identificação, autenticação, acreditação e autorização e garante que os resultados produzidos pelos agentes apenas são entregues aos seus destinatários, mesmo que estes destinatários não sejam conhecidos na altura da produção do resultado.Interoperability architectures allow the creation of transversal workflows in the public administration and the integration of services from the perspective of citizens and businesses. In this paper we present a security model to address the security issues that are raised by an interoperability architecture that supports the dynamic composition of e-government workflows by autonomous agents. The model is based in a Public Key Infrastructure and a set of data structures which are supported on well-known standards (X.509 V3 and WSDL). It addresses agent identification, authentication, accreditation and authorization and ensures that results produced by agents are privately delivered to their intended recipients even though those recipients may not be known when the results are produced

    Automatic extraction and representation of geographic entities in eGovernment

    In this paper we present a system that automatically extracts and geocodes named entities from unstructured, natural language textual documents. The system uses the Geo-Net-PT ontology and Google maps as auxiliary data sources. This type of system is particularly useful to automate the geocoding of existing information in e-government applications, which usually requires human intervention. Within the paper we introduce the relevant human language technologies, describe the system that was developed, present and discuss the preliminary results and draw the relevant conclusions and future work

    Knowledge extraction from minutes of Portuguese municipalities meetings

    A very relevant problem in e-government is that a great amount of knowledge is in natural language unstructured documents. If that knowledge was stored using a computer-processable representation it would be more easily accessed. In this paper we present the architecture, modules and initial results of a prototype under development for extracting information from government documents. The prototype stores the information using a formal representation of the set of concepts and the relationships between those concepts - an ontology. The system was tested using minutes of Portuguese Municipal Boards meetings. Initial results are presented for an important and frequent topic of the minutes: the subsidies granted by municipalities

    Assessing and explaining local e-government maturity in the Iberoamerican community

    This paper assesses local e-government maturity in the Iberoamerican community. Sixty Andorran, Argentinian, Brazilian, Chilean, Colombian, Costa Rican, Mexican, Portuguese, Spanish, and Uruguayan cities were considered in this study. A demographic criterion was adopted to define the municipalities observed within those countries and a three-dimensional model was used to evaluate each municipal website. Then, we conclude that local e-government still has a substantial room for improvement in the region and that population density is relevant to explain local e-government maturity, albeit only in its intrinsic Information and Participation dimensions.publishe
