Финансовый потенциал региона: сущность и элементы управления

The modern economic crisis has essentially affected financial possibilities of the majority of regions Russian Federations. In these conditions for working out of regional economic policy and increase of efficiency of its realization the special attention should be given the analysis of processes of formation and an estimation of financial potential of the region opening financial resources of subjects of economy, factors and conditions of their involving, and also risks and the threats arising in the course of use. In article the essence of a definition «financial potential» reveals, its basic elements and aspects of management are defined.Современный экономический кризис существенно снизил финансовые возможности большинства регионов Российской Федерации. Methodological aspects of prioritization of financial tools for stimulation of innovative activities

The article offers methodical recommendations on evaluation of financial & investment and innovational potential of the region. Evaluation of innovational potential of the territory was conducted on the basis of hierarchical ranking assessments. Financial and investment potential is considered to be equal to net savings per capita. The authors view the possibility for development of financial and innovational strategy of region’s development on the basis of evaluation of these potentials. The article analyzes financial & investment and innovational potentials of the regions of the Southern Federal District. On the basis of correlation of the above potentials, matrix of prioritization of financial tools of stimulation of innovative activities is offered.peer-reviewe

Russian industry in global value-added chains

The paper analyzes Russia's participation in global value-added chains in the context of global trends in their development and the challenges facing the Russian economy in modernizing its industry. The analysis is based on the OECD’s TiVA indicators. The results indicate that the extent of Russia's involvement in GVACs is very significant, but the nature of this participation is purely raw. The specificity of the participation of the Russian Federation in the international fragmentation of production within GVACs is that most of the links in value chains are bottom-up. Russia is extremely limited in using imported flows to create export products with high added value. The study confirms that in the international division of labor, Russia retains a historically established specialization, with predominance in the export of mineral and agricultural raw materials, which determines the current profile of Russia's participation in global value-added chains.peer-reviewe

Ethical Traditions of Adyghe: Genre Criteria and Main Motives

The task is to study ethical legends considered as one of the specific genre varieties of the Adyghe historical prose. The relevance of the research is due to the urgent need to create a genre classification of the Adyghe non-fairytale prose. It is noted that in this regard, the study of ethical traditions is one of the necessary stages in solving this problem. The main goal of the article is to determine genre features and main functions, to identify the main motives and images inherent in ethical legends. Cultural-historical and comparative-historical research methods are used. The socio-historical conditions and factors that contributed to the emergence of the genre of ethical legends are analyzed, various groups of legends are identified, the process of transformation of moral and ethical principles and norms is traced, the most productive plot-forming motives are determined. It is shown that the differentiating feature of ethical traditions is their cognitive and socioregulatory functions. It is argued that their main goal is to represent ideal forms and standards of interpersonal behavior, which should contribute to the formation and approval of moral, ethical and etiquette norms that existed in the Adyghe traditional society
