    Hydrologic Properties of Subarctic Organic Soils

Forest Service Institute of Northern Forestry Cooperative Agreement No. 16 USC 581; 581a-581iThe need for understanding the natural system and how it responds to various stresses is important; this is especially so in an environment where the climate not only sustains permafrost, but develops massive seasonal frost as well. Consequently, the role of the shallow surface organic layer is also quite important. Since a slight change in the soil thermal regime may bring about a phase change in the water or ice, therefore, the system response to surface alterations such as burning can be quite severe. The need for a better understanding of the behavior and properties of the organic layer is, therefore, accentuated. The central theme of this study was the examination of the hydrologic and hydraulic properties of subarctic organic soils. Summarized in this paper are the results of three aspects of subarctic organic soil examinations conducted during the duration of the project. First, a field site was set up in Washington Creek with the major emphasis on measuring numerous variables of that soil system during the summer. The greatest variations in moisture content occur in the thick organic soils that exist at this site. Our major emphasis was to study the soil moisture levels in these soils. This topic is covered in the first major section, including associated laboratory studies. Those laboratory studies include investigations of several hydraulic and hydrologic properties of taiga organic and mineral soils. Second, some field data on organic moisture levels was collected at the site of prescribed burns in Washington Creek to ascertain the sustainability of fires as a function of moisture levels. This portion of the study is described under the second major heading. The last element of this study was a continued application of the two-dimensional flow model that was developed in an earlier study funded by the U. S. Forest Service, Institute of Northern Forestry, and reported by Kane, Luthin, and Taylor (1975a). Many of the results and concepts gathered in the field work were integrated into the modeling effort, which is aimed at producing better estimates of the hydrologic effects of surface disturbances in the black spruce taiga subarctic ecosystem.     Strategies to address gender inequalities in Scottish schools: a review of the literature

    This literature review forms the first part of a study of the strategies employed in Scottish schools to address gender inequalities in relation primarily to attainment. In undertaking this task, the intention is to build upon a number of previous investigations into the nature and causes of gender inequalities in schools. Some of these (Riddell, 1996; Osler et al, 2002; Lloyd, 2005) have considered gender and special educational needs; others have discussed gender at particular stages of schooling (Wilkinson et al, 1999; Croxford, 1999; Biggart, 2000); whilst a number of recent projects in the UK and in Scotland (Powney, 1996; Sukhnandan, 1999; Tinklin et al, 2001) have considered gender, attainment and/or achievement across the population and span of compulsory schooling. A recent nationally commissioned report (Younger, Warrington et al, 2005) has specifically investigated the issue of raising the attainment of boys. Together, these studies and others have established that there are gender inequalities both in the forms of participation in schooling and in its outcomes (albeit there is agreement that gender is not the only, nor even the main, source of inequality). Also available from this body of literature are analyses of causes of gender inequalities and debate about the strategies schools might adopt to address these inequalities. These strategies arise, in general, from understandings of the nature and causes of gender difference. There is, therefore, some contention here. A number of commentators argue that some of the strategies adopted by schools pathologise gender differences and hence reinforce particular forms of masculinity at the risk of suppressing, or marginalising, other forms, and at the expense of femininities. Evidence that there are gender inequalities in attainment in Scottish schools has been discussed in detail elsewhere. It will be reviewed briefly here and will be related to broader patterns of inequality, and in particular to social class. For this study, though, with its focus on school strategies, the debate about the causes of gendered outcomes is especially important and it will be treated in some depth and related to social class before the discussion moves on to consider the range of strategies employed in schools, as far as they are represented in the literature. The strategies to be considered encompass approaches to learning, teaching and assessment; aspects of classroom organisation; and school-wide issues such as staff development. All of these will be considered critically in the light of previous discussion of the causes of gender differences and their intersection by other, and arguably more influential, forms of identity

    Group experience with parents of preschool children with seizure disorders

    A project using parent seminars in aiding parents of children with seizure disorders was designed at the request of Dr. James R. Schimschock, pediatric neurologist and director of the Clinic for Neurologically Impaired Children, Good Samaritan Hospital and Medical Center. The clinic provides a diagnostic and educational therapy for neurologically impaired children. In addition to providing multidiscipline diagnostic evaluation, clinic services include operating classrooms for preschool and school-age children. The classrooms function for children with any type of neurologic impairment who are either excluded from school due to their delayed academic performance, their physical or developmental delay, emotional or behavior problems, or the severity of their condition. Having the classroom located in the Good Samaritan Hospital complex provides immediate access to medical assistance if it is required. Information derived from classroom observation is available to the child’s physician. This information is valuable in the medical management of these children and is particularly useful with children having intractable seizure disorders

    A second harmonic, optical generator is disclosed in which a laser diode produces an output pumping beam which is focused by means of a graded, refractive index rod lens into a rod of lasant material, such as Nd:YAG, disposed within an optical resonator to pump the lasant material and to excite the optical resonator at a fundamental wavelength. A non-linear electro-optic material such as MgO:LiNbO.sub.3 is coupled to the excited, fundamental mode of the optical resonator to produce a non-linear interaction with the fundamental wavelength producing a harmonic. In one embodiment, the gain medium and the non-linear material are disposed within an optical resonator defined by a pair of reflectors, one of which is formed on a face of the gain medium and the second of which is formed on a face of the non-linear medium. In another embodiment, the non-linear, electro-optic material is doped with the lasant ion such that the gain medium and the non-linear doubling material are co-extensive in volume. In another embodiment, a non-linear, doubling material is disposed in an optical resonator external of the laser gai medium for improved stability of the second harmonic generation process. In another embodiment, the laser gain medium andthe non-linear material are bonded together by means of an optically transparent cement to form a mechanically stable, monolithic structure. In another embodiment, the non-linear material has reflective faces formed thereon to define a ring resonator to decouple reflections from the non-linear medium back to the gain medium for improved stability

    Not according to plan: Exploring gaps in city climate planning and the need for regional action

    As the country's primary economic and population centers, cities drive most greenhouse gas (GHG) emissions and will absorb most climate-related costs. And the growing frequency of floods, fires, droughts, and heat waves puts cities of all sizes in greater danger.To reduce these costs and amplify benefits, cities need to reduce emissions (or "decarbonize") their built environment. Eliminating fossil fuel consumption from their transportation, building, and electricity sectors is essential; collectively, these sectors produce nearly two-thirds of national GHG emissions. However, achieving those reductions will require more than simply relying on new federal rules and funding, including those in the Inflation Reduction Act. Local planners, policymakers, and practitioners need to coordinate on new infrastructure investments.One of the first steps cities have taken is the drafting of "climate action plans"—many of which pledge specific carbon reductions. Yet even as these plans proliferate, cities leaders are struggling to hit their targets. One gap in city climate planning and action is internal, with cities often failing to specify detailed strategies that will advance their goals. The other gap is regional: Individual cities do not have the fiscal, technical, or programmatic capacity to single-handedly drive decarbonization across their metropolitan regions, and often, they do not coordinate with other jurisdictions.This report attempts to better understand why cities are failing to meet their targets and what can be learned from the planning practices that are working well. By evaluating the most comprehensive decarbonization plans across 50 of the country's largest cities, the report judges how well the strategies and actions in these plans prepare cities for meaningful, accountable decarbonization

    Learning and Development in People Living with and Affected by Cancer

    Background: In order to support people throughout their cancer journey, the UK charity, Macmillan Cancer Support offers a range of free courses, training opportunities, workshops and e-learning for people living with and affected by cancer, including carers, family members, volunteers and community members. Macmillan asked the University of Lincoln to carry out a study around Learning and Development (L&D) provision focusing on (although not exclusive to) the Midlands region of England. Methods: The study collected quantitative and qualitative data from August to November 2019. This was done using an online survey (N=119) that asked people living with and affected by cancer questions on demographics and L&D provision. Participants could select multiple responses to the majority of questions. In addition, a series of semi- structured interviews (N=10) were conducted with a range of Professionals who were involved in supporting people living with and affected by cancer. Qualitative data were analysed using thematic analysis. Results: There was demand for L&D to be delivered face-to-face (N=74), as well as, online (N=66). Participants reported that they would like Health and Social Care Professionals (N=54) and people with a personal experience of a cancer diagnosis (N=64) to do facilitate the L&D. The most popular settings for L&D to be delivered were: in the community (N=75) and online (N=47) although some participants also reported wanting clinical or healthcare settings (N=38). There were four themes from the qualitative data with Professionals (1) Setting (2) Including the Lived Experience (3) Communication and Inclusiveness and (4) Tailoring to Individual Needs. Conclusion: Macmillan should ensure that their future L&D offer is available face-to-face, as well as, online. Although the mode of delivery is likely to be dependent on the L&D on offer. Where L&D is delivered face-to-face, there would appear to be demand for this to be held in both a clinical and community setting. Where appropriate this should be facilitated by experienced Health Professionals and people with lived experience
