    Lessons Learned From Transitioning PEPFAR Track 1.0 Care and Treatment Programs: Case Studies in Financial Management Capacity Building in Zambia and Botswana.

    In 2008, the United States government mandated transition of internationally managed HIV care and treatment programs to local country ownership. Three case studies illustrate the US Health Resources Services Administration's fiscal assessment and technical assistance (TA) processes to strengthen local organizations' capabilities to absorb and manage United States government funding. Review of initial, TA and follow-up reports reveal that the 1 Botswanan and 2 Zambian organizations closed 10 of 17 financial capacity gaps, with Health Resources Services Administration assisting on 2. Zambian organizations requested and absorbed targeted TA on the basis of the consultant's desk review, their finance staff revised fiscal policies and procedures, and accordingly trained other staff. In Botswana, delays in integrating recommendations necessitated on-site TA for knowledge building and role modeling. Organizational maturity may explain differences in responsiveness, ownership, and required TA approaches. Clarifying expectations of capacity building, funding agreement, and nonmonetary donor involvement can help new organizations determine and act on intervening actions

    The Regulatory Landscape of a Core Maize Domestication Module Controlling Bud Dormancy and Growth Repression

    Many domesticated crop plants have been bred for increased apical dominance, displaying greatly reduced axillary branching compared to their wild ancestors. In maize, this was achieved through selection for a gain-of-function allele of the TCP transcription factor teosinte branched1 (tb1). The mechanism for how a dominant Tb1 allele increased apical dominance, is unknown. Through ChIP seq, RNA seq, hormone and sugar measurements on 1 mm axillary bud tissue, we identify the genetic pathways putatively regulated by TB1. These include pathways regulating phytohormones such as gibberellins, abscisic acid and jasmonic acid, but surprisingly, not auxin. In addition, metabolites involved in sugar sensing such as trehalose 6-phosphate were increased. This suggests that TB1 induces bud suppression through the production of inhibitory phytohormones and by reducing sugar levels and energy balance. Interestingly, TB1 also putatively targets several other domestication loci, including teosinte glume architecture1, prol1.1/grassy tillers1, as well as itself.     Summary Report: National Evaluation of Learn and Serve America

    In 1993, the Nalional and Community Service Trust Act (PL. 103-82) established the Learn and Serve America School and Community-Based Programs to support school and Community-Based efforts to involve school-aged youth in community service. The Learn and Serve program is administered by the Corporation for National Service and funded through grants to states and national organizations, and through them to individual school districts, schools, and community organizations. In 1994-95, the first year of the program, the Corporation awarded approximately $30 million in grants supporting over 2,000 local efforts involving over 750,000 school-aged youth

    Boundary domain genes were recruited to suppress bract growth and promote branching in maize

    Grass inflorescence development is diverse and complex and involves sophisticated but poorly understood interactions of genes regulating branch determinacy and leaf growth. Here, we use a combination of transcript profiling and genetic and phylogenetic analyses to investigate tasselsheath1 (tsh1) and tsh4, two maize genes that simultaneously suppress inflorescence leaf growth and promote branching. We identify a regulatory network of inflorescence leaf suppression that involves the phase change gene tsh4 upstream of tsh1 and the ligule identity gene liguleless2 (lg2). We also find that a series of duplications in the tsh1 gene lineage facilitated its shift from boundary domain in nongrasses to suppressed inflorescence leaves of grasses. Collectively, these results suggest that the boundary domain genes tsh1 and lg2 were recruited to inflorescence leaves where they suppress growth and regulate a nonautonomous signaling center that promotes inflorescence branching, an important component of yield in cereal grasses

    Peering through the Dust: NuSTAR Observations of Two FIRST-2MASS Red Quasars

    Some reddened quasars appear to be transitional objects in the merger-induced black hole growth/galaxy evolution paradigm, where a heavily obscured nucleus starts to be unveiled by powerful quasar winds evacuating the surrounding cocoon of dust and gas. Hard X-ray observations are able to peer through this gas and dust, revealing the properties of circumnuclear obscuration. Here, we present NuSTAR and XMM-Newton/Chandra observations of FIRST-2MASS selected red quasars F2M 0830+3759 and F2M 1227+3214. We find that though F2M 0830+3759 is moderately obscured (N_(H,Z) = 2.1 ± 0.2 × 10^(22) cm^(−2)) and F2M 1227+3214 is mildly absorbed (N_(H,Z) = 3.4^(+0.8)_(−0.7) × 10^(21) cm^(−2)) along the line-of-sight, heavier global obscuration may be present in both sources, with N_(H,S) = 3.7^(+4.1)_(−2.6) × 10^(23) cm^(−2) and < 5.5 × 10^(23) cm^(−2), for F2M 0830+3759 and F2M 1227+3214, respectively. F2M 0830+3759 also has an excess of soft X-ray emission below 1 keV which is well accommodated by a model where 7% of the intrinsic AGN X-ray emission is scattered into the line-of-sight. While F2M 1227+3214 has a dust-to-gas ratio (E(B − V )/N_H) consistent with the Galactic value, the E(B−V )/NH value for F2M 0830+3759 is lower than the Galactic standard, consistent with the paradigm that the dust resides on galactic scales while the X-ray reprocessing gas originates within the dust-sublimation zone of the broad-line-region. The X-ray and 6.1μm luminosities of these red quasars are consistent with the empirical relations derived for high-luminosity, unobscured quasars, extending the parameter space of obscured AGN previously observed by NuSTAR to higher luminosities
